【摘要】：中國產(chǎn)業(yè)政策存在明顯的高新技術(shù)產(chǎn)業(yè)偏向,盡管這種政策導(dǎo)向有助于高新技術(shù)產(chǎn)業(yè)比重的快速增加,但同時也出現(xiàn)了中國高端產(chǎn)業(yè)低端化、制造能力提升緩慢以及地方政府發(fā)展高新技術(shù)產(chǎn)業(yè)的無序競爭等相關(guān)問題。高新技術(shù)產(chǎn)業(yè)和傳統(tǒng)產(chǎn)業(yè)之間存在內(nèi)在的互動關(guān)系,正是通過和傳統(tǒng)產(chǎn)業(yè)的互動,高新技術(shù)產(chǎn)業(yè)才能促進(jìn)生產(chǎn)率增長,推動經(jīng)濟(jì)發(fā)展。高新技術(shù)產(chǎn)業(yè)和傳統(tǒng)產(chǎn)業(yè)的互動,尤其是高新技術(shù)產(chǎn)業(yè)的新產(chǎn)品、新技術(shù)應(yīng)用或擴(kuò)散于傳統(tǒng)產(chǎn)業(yè),并不是一個自然而然的平滑過程,存在巨大的產(chǎn)業(yè)政策空間。未來中國產(chǎn)業(yè)政策需要進(jìn)一步明確政策的著力點(diǎn)、調(diào)整中央和地方產(chǎn)業(yè)政策的分工、構(gòu)建地方產(chǎn)業(yè)政策的協(xié)同關(guān)系。
[Abstract]:There is an obvious bias in China's industrial policy towards high-tech industries. Although this policy orientation contributes to the rapid increase in the proportion of high-tech industries, at the same time, there has also been a low-end trend of high-end industries in China. The slow upgrading of manufacturing capacity and the disorderly competition of local governments in the development of high-tech industries. There is an inherent interaction between high-tech industries and traditional industries, which is precisely through the interaction with traditional industries. High-tech industries can promote productivity growth and promote economic development. The interaction between high-tech industries and traditional industries, especially the new products of high-tech industries, the application or diffusion of new technologies to traditional industries, It is not a natural smooth process. There is a huge industrial policy space. In the future, China's industrial policy needs to further clarify the focus of the policy and adjust the division of labor between the central and local industrial policies. Build the synergy of local industrial policies.
