基于PPP模式的建筑垃圾資源化產(chǎn)業(yè)發(fā)展研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)發(fā)展水平的不斷提高和城鎮(zhèn)規(guī)模的迅速擴(kuò)張,建筑垃圾的產(chǎn)量也呈逐漸遞增之勢(shì)。僅僅依靠填埋和焚燒等原始處理方法,已經(jīng)無(wú)法滿足當(dāng)前社會(huì)對(duì)資源節(jié)約利用與環(huán)境保護(hù)的需要。因此,在不損害環(huán)境的前提下,如何設(shè)計(jì)一種合理的建筑垃圾處理方式,成為全社會(huì)必須面對(duì)的棘手問(wèn)題。文章通過(guò)對(duì)國(guó)外內(nèi)建筑垃圾資源化文獻(xiàn)的閱讀和總結(jié)發(fā)現(xiàn),對(duì)建筑垃圾廢棄物進(jìn)行資源化再利用,既可以避免環(huán)境污染的問(wèn)題,又可以創(chuàng)造一定的經(jīng)濟(jì)效益。但是,資源化再利用需要巨額的資金投入,包括廠房等設(shè)施的建設(shè)、生產(chǎn)設(shè)備的購(gòu)置和運(yùn)營(yíng)所需的流動(dòng)資金等。公共部門(mén)由于財(cái)政資金有限,無(wú)法單獨(dú)依靠自己來(lái)完成整個(gè)項(xiàng)目的建設(shè)和經(jīng)營(yíng)。PPP(公私合營(yíng))模式,就是在這種背景下應(yīng)運(yùn)而生。這種模式通過(guò)將私人資本引入到公共基礎(chǔ)設(shè)施領(lǐng)域,不但解決了公共部門(mén)的資金難題,而且可以帶來(lái)先進(jìn)的管理理念和技術(shù)優(yōu)勢(shì)。市場(chǎng)化運(yùn)作的模式,可以大大提高公共項(xiàng)目的運(yùn)營(yíng)效率。本研究在查閱國(guó)內(nèi)外有關(guān)文獻(xiàn)的基礎(chǔ)上,首先分析了資源化及PPP模式的特點(diǎn),并以此闡述了將PPP模式引入到建筑垃圾處理領(lǐng)域的財(cái)務(wù)和外部環(huán)境可行性。其次,陳述了基于PPP的建筑垃圾資源化運(yùn)作模式,包括PPP項(xiàng)目的一般運(yùn)行模式、PPP在特定領(lǐng)域的模式選擇、運(yùn)行及費(fèi)用效益等。然后,分析了PPP模式應(yīng)用于資源化過(guò)程中可能引起的各種風(fēng)險(xiǎn)因素及承擔(dān)主體,并運(yùn)用層次分析法(AHP),對(duì)這些風(fēng)險(xiǎn)指標(biāo)的大小進(jìn)行細(xì)分和評(píng)價(jià),從而找出最佳的分擔(dān)方案。最后,將本文構(gòu)建的費(fèi)用效益和風(fēng)險(xiǎn)評(píng)價(jià)方法應(yīng)用于咸陽(yáng)市秦都區(qū)建筑垃圾資源化處理項(xiàng)目中,實(shí)現(xiàn)理論與實(shí)證的相結(jié)合。研究結(jié)果表明,無(wú)論是在經(jīng)濟(jì)效益還是外部環(huán)境下,將PPP模式引入到建筑垃圾資源化中都是可行的;而運(yùn)用層次分析法對(duì)公私部門(mén)各自承擔(dān)的風(fēng)險(xiǎn)進(jìn)行分析和評(píng)價(jià),找出了風(fēng)險(xiǎn)值最小的分擔(dān)方案。這為今后的研究,提供了一定的參考意義。
[Abstract]:With the continuous improvement of economic development and the rapid expansion of urban scale, the output of construction waste is gradually increasing. Only relying on the original treatment methods such as landfill and incineration, It has been unable to meet the needs of the society for the conservation and utilization of resources and environmental protection. Therefore, without harming the environment, how to design a reasonable disposal method of construction waste, By reading and summing up the literature on the recycling of construction waste in foreign countries, it is found that the reuse of construction waste can avoid the problem of environmental pollution. It can also create certain economic benefits. However, the reuse of resources requires a huge amount of capital investment, including the construction of facilities such as factories, the liquidity required for the purchase and operation of production equipment, and so on. It is in this context that the model of building and operating the entire project cannot be built and operated on its own. It is in this context that private capital is introduced into the field of public infrastructure. It can not only solve the problem of public sector funds, but also bring advanced management ideas and technological advantages. The mode of market-oriented operation can greatly improve the operational efficiency of public projects. Firstly, this paper analyzes the characteristics of resource and PPP mode, and then expounds the feasibility of introducing PPP mode into the field of construction waste treatment. Secondly, the paper describes the operation mode of building waste recycling based on PPP. This paper includes the general operation mode of PPP project and the mode selection, operation and cost benefit of PPP project in a specific field. Then, the paper analyzes various risk factors and main bodies that may be caused by the application of PPP mode in the process of resource utilization. And using the Analytic hierarchy process (AHP) to subdivide and evaluate the size of these risk indicators, so as to find out the best sharing scheme. Finally, The cost benefit and risk evaluation method constructed in this paper is applied to the recycling treatment project of construction waste in Qindu District of Xianyang City, and the combination of theory and demonstration is realized. The research results show that, whether in the economic benefit or in the external environment, It is feasible to introduce the PPP model into the reuse of construction waste, and to analyze and evaluate the risks undertaken by the public and private sectors by using the analytic hierarchy process (AHP), and to find out the sharing scheme with the lowest risk value. This is the future study. It provides some reference significance.
