【摘要】：科研基地是科研單位的重要載體,是科研創(chuàng)新和現(xiàn)代科技展示的重要平臺。中國中鐵某科研單位是一所具有近50年歷史的科研院所,承擔和完成了一大批對國家鐵路科技發(fā)展和國民經(jīng)濟建筑有影響的高新技術及科技攻關項目。為了進一步將企業(yè)市場擴大化,有效的促進科技成果轉化及產(chǎn)業(yè)化,使其產(chǎn)生良好的社會和經(jīng)濟效益,某科研單位將擬建科研基地。本文以某科研單位將要建設的“研發(fā)中心與產(chǎn)業(yè)基地可行性”為研究對象,其研究內容有以下幾方面：1.近年來,我國不斷加大了基礎設施建設的投資力度,中國中鐵作為基礎設施快速發(fā)展的領軍者,需要強大的科研產(chǎn)業(yè)作為其發(fā)展的有力支持。文章中以科研單位掌握的先進科技成果為主線,以科技成果的進一步轉化為目標,說明了科研基地亟待建設的迫切需求。2.經(jīng)過對擬建項目開發(fā)所用土地的增值潛力、以及建立基地項目所需資金保障等問題進行了評估,利用高新區(qū)的優(yōu)惠政策以及區(qū)位資源優(yōu)勢等有利條件,對基地項目區(qū)域市場分析等結果均證明了基地項目建設的可行性。3.通過基地項目建設的融資方案、投資估算、投資評價指標為依據(jù),對財務基礎數(shù)據(jù)進行了預算,得出該項目財務靜態(tài)和動態(tài)評價指標,并結合相關經(jīng)濟指標和社會環(huán)境對這兩方面的效益進行了分析,對科研基地的基本市場進行了初步定位。4.運用科學的研究方法,力求論證經(jīng)濟利益的最大化,預測了可能遇到的相關風險問題,提出了相應的應對措施,及早的明確和防范所能預測的各項風險,對實現(xiàn)社會效益、經(jīng)濟效益、環(huán)境保護和可持續(xù)發(fā)展的全面發(fā)展目標,做全方位的分析。對企業(yè)類似項目的可行性研究給予一定的借鑒作用。經(jīng)過分析證明,科研基地的建設和發(fā)展將發(fā)揮巨大作用,科研基地將成為該科技型企業(yè)的重要組成部分,是企業(yè)科技創(chuàng)新、人才培養(yǎng)以及參與市場競爭的重要平臺和實力體現(xiàn)。因此,進一步加強科研基地建設、規(guī)范科研基地管理、強化科研基地職能建設對促進科研單位科技工作跨越式發(fā)展具有重要意義。
[Abstract]:The scientific research base is an important carrier of scientific research units and an important platform for scientific research innovation and modern science and technology display. A scientific research institute of China Railway is a scientific research institute with a history of nearly 50 years. Undertaking and completing a large number of high-tech and scientific and technological projects that have an impact on the development of national railway science and technology and national economic construction. In order to further expand the enterprise market and effectively promote the transformation and industrialization of scientific and technological achievements, To make it produce good social and economic benefits, a scientific research unit will set up a scientific research base. This paper takes the feasibility of the R & D center and industrial base to be built by a scientific research unit as the research object, the research contents of which are as follows: 1. In recent years, China has continuously increased its investment in infrastructure construction, and China Railway is the leader in the rapid development of infrastructure. We need a strong scientific research industry as its strong support for its development. In this article, the main line is the advanced scientific and technological achievements grasped by scientific research institutions, and the goal is to further transform scientific and technological achievements. This paper explains the urgent need for the construction of the scientific research base. 2. Through the evaluation of the potential value added of the land used for the development of the proposed project and the guarantee of the funds needed for the establishment of the base, etc., Using the favorable policies of high-tech zones and the advantages of regional resources and other favorable conditions, the results of the analysis of the regional market of the base projects prove the feasibility of the construction of the base projects .3. through the financing scheme of the construction of the base projects, the investment estimates, On the basis of the investment evaluation index, the financial basic data are budgeted, the static and dynamic evaluation indexes of the project are obtained, and the benefits of these two aspects are analyzed in combination with the related economic indicators and the social environment. The basic market of scientific research base is preliminarily orientated .4.Using scientific research method, it tries to demonstrate the maximization of economic benefits, predicts the related risk problems that may be encountered, and puts forward corresponding countermeasures. Early identification and prevention of the risks that can be predicted will achieve the overall development goals of social benefits, economic benefits, environmental protection and sustainable development, It is proved by the analysis that the construction and development of scientific research base will play a great role, and the scientific research base will become an important part of the scientific and technological enterprise. It is an important platform and strength for enterprises to innovate in science and technology, train talents and participate in market competition. Therefore, we should further strengthen the construction of scientific research bases and standardize the management of scientific research bases. Strengthening the function construction of scientific research base is of great significance to promote the leapfrog development of scientific and technological work in scientific research units.
