【摘要】：制度供給約束是制約遼寧老工業(yè)基地產(chǎn)業(yè)發(fā)展的主要矛盾,主要體現(xiàn)在市場化程度較低、產(chǎn)權制度變遷緩慢、營商環(huán)境欠佳、制度性交易成本較高等方面。而遼寧自貿區(qū)的成立則為打破制度供給約束提供了重大契機和重要抓手,但在改革推進過程中,圍繞產(chǎn)業(yè)發(fā)展的制度創(chuàng)新卻面臨著一些困境,包括缺乏制度性改革思維、行政管理體制的約束、產(chǎn)業(yè)開放程度難有大的突破、產(chǎn)業(yè)布局面臨現(xiàn)實困境等。作為突破路徑,需要從踐行自貿區(qū)的發(fā)展理念、推進行政管理體制改革、力求從產(chǎn)業(yè)布局的精準、打造良好的產(chǎn)業(yè)發(fā)展環(huán)境等方面加大改革力度。
[Abstract]:Institutional supply constraints are the main contradictions that restrict the development of the old industrial base in Liaoning Province. They are mainly reflected in the low degree of marketization, the slow changes in the property rights system, and the poor business environment. The establishment of Liaoning Free Trade Zone provides an important opportunity and an important hand to break the institutional supply constraints, but in the process of reform and promotion, institutional innovation around the development of industry is facing some difficulties. It includes the lack of institutional reform thinking, the restriction of administrative management system, the difficulty of great breakthrough in the degree of industrial opening, the realistic predicament of industrial layout, etc. As a breakthrough path, we need to practice the concept of free trade zone. In order to promote the reform of administrative management system, the reform should be strengthened from the aspects of precision of industrial layout and establishment of a good environment for industrial development.
