陜西省高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新效率的提升研究

【摘要】:本文首先回顧了高技術(shù)產(chǎn)業(yè)、技術(shù)效率的相關(guān)文獻(xiàn)及相關(guān)理論,對(duì)我國(guó)高技術(shù)產(chǎn)業(yè)的發(fā)展現(xiàn)狀進(jìn)行了總體評(píng)價(jià)。然后,借鑒以往學(xué)者的研究構(gòu)建了一個(gè)多投入多產(chǎn)出的技術(shù)效率測(cè)度的指標(biāo)體系,運(yùn)用2003-2013年中國(guó)27個(gè)省區(qū)高技術(shù)產(chǎn)業(yè)數(shù)據(jù),先采用DEA方法從靜態(tài)角度,在對(duì)全國(guó)27個(gè)省區(qū)、三大區(qū)域的高技術(shù)產(chǎn)業(yè)創(chuàng)新效率水平進(jìn)行分析比較的基礎(chǔ)上,重點(diǎn)對(duì)陜西省的技術(shù)創(chuàng)新效率及其分解效率進(jìn)行了比較分析,再利用DEA-Malmquist指數(shù)法,從動(dòng)態(tài)角度測(cè)度了包括陜西省在內(nèi)的27個(gè)省的高技術(shù)產(chǎn)業(yè)的全要素生產(chǎn)率及其分解,在此基礎(chǔ)上重點(diǎn)對(duì)陜西省進(jìn)行了考察,分析究竟是技術(shù)進(jìn)步變化還是技術(shù)效率變化導(dǎo)致其全要素生產(chǎn)率變化。接下來,分別從理論、實(shí)證的視角,對(duì)影響陜西省創(chuàng)新效率的因素進(jìn)行分析,考察了市場(chǎng)結(jié)構(gòu)(行業(yè)集中度)、企業(yè)規(guī)模、地方政府的資助強(qiáng)度以及對(duì)外開放的程度對(duì)技術(shù)創(chuàng)新效率及其分解效率的影響,為提升陜西省技術(shù)創(chuàng)新效率提供比較準(zhǔn)確的依據(jù)。最后針對(duì)陜西省高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新現(xiàn)狀、存在的問題,提出了一些提升高技術(shù)產(chǎn)業(yè)技術(shù)創(chuàng)新效率、推動(dòng)高技術(shù)產(chǎn)業(yè)發(fā)展政策建議,主要提出了以下幾方面的建議:優(yōu)化資源投入,培養(yǎng)創(chuàng)新型人才;加強(qiáng)政府的金融支持,發(fā)揮政府政策對(duì)創(chuàng)新的引導(dǎo)和扶持;協(xié)調(diào)市場(chǎng)結(jié)構(gòu),促進(jìn)有效競(jìng)爭(zhēng);科學(xué)選擇產(chǎn)業(yè)規(guī)模路線,提高產(chǎn)業(yè)組織化程度;調(diào)整經(jīng)濟(jì)的外向度政策,充分發(fā)揮技術(shù)外溢的正向作用。
[Abstract]:This paper first reviews the relevant literature and theories of high-tech industry and technical efficiency, and evaluates the present situation of high-tech industry in China as a whole. This paper constructs an index system for measuring the technical efficiency of multi-input and multi-output based on the previous research of scholars. Using the high-tech industry data of 27 provinces and regions in China from 2003 to 2013, the paper uses the DEA method to analyze the technical efficiency of 27 provinces and regions in China from the static point of view. On the basis of analyzing and comparing the level of innovation efficiency of high-tech industry in three regions, this paper focuses on the comparative analysis of technological innovation efficiency and its decomposition efficiency in Shaanxi Province, and then makes use of DEA-Malmquist index method. This paper measures the total factor productivity and its decomposition of high-tech industries in 27 provinces, including Shaanxi Province, from a dynamic point of view. This paper analyzes whether the change of technological progress or technical efficiency results in the change of total factor productivity. Then, from the perspective of theory and demonstration, this paper analyzes the factors that affect the efficiency of innovation in Shaanxi Province. The effects of market structure (industry concentration, enterprise size, local government funding intensity and degree of opening to the outside world) on the efficiency of technological innovation and its decomposition efficiency are investigated. In order to improve the efficiency of technological innovation in Shaanxi Province, it provides a more accurate basis. Finally, aiming at the present situation and existing problems of technological innovation in high-tech industry in Shaanxi Province, some suggestions are put forward to improve the efficiency of technological innovation in high-tech industry. The following suggestions are put forward to promote the development of high-tech industry: optimizing the investment of resources, cultivating innovative talents, strengthening the financial support of the government, giving full play to the guidance and support of government policies for innovation, coordinating the market structure, To promote effective competition; to scientifically choose the industrial scale line to improve the degree of industrial organization; to adjust the policy of economic extroversion; to give full play to the positive role of technology spillover.
