【摘要】：改革開放以來,廣東省利用毗鄰港澳的區(qū)位優(yōu)勢(shì)和國(guó)家改革開放的政策傾斜優(yōu)勢(shì),積極承接發(fā)達(dá)國(guó)家產(chǎn)業(yè)轉(zhuǎn)移,參與國(guó)際分工與貿(mào)易,吸引外商直接投資,經(jīng)濟(jì)保持高速增長(zhǎng)態(tài)勢(shì)。隨著全球經(jīng)濟(jì)一體化進(jìn)程的不斷深入,各國(guó)產(chǎn)業(yè)之間的聯(lián)系日益緊密,國(guó)際產(chǎn)業(yè)轉(zhuǎn)移在廣東省產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和優(yōu)化進(jìn)程中發(fā)揮著至關(guān)重要的作用。2008年全球金融危機(jī)以來,新一輪的世界經(jīng)濟(jì)結(jié)構(gòu)調(diào)整浪潮正在席卷全球,廣東省要審時(shí)度勢(shì),抓住機(jī)遇,積極承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移,促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化,加快經(jīng)濟(jì)轉(zhuǎn)型升級(jí),開創(chuàng)全方位對(duì)外開放新格局。本文以國(guó)際產(chǎn)業(yè)轉(zhuǎn)移與承接地產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化為研究對(duì)象,以廣東省產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀為出發(fā)點(diǎn),綜合運(yùn)用經(jīng)濟(jì)學(xué)相關(guān)知識(shí),理論分析和實(shí)證檢驗(yàn)廣東省承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移對(duì)其產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化效應(yīng)。首先,系統(tǒng)分析國(guó)際產(chǎn)業(yè)轉(zhuǎn)移與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的相關(guān)理論基礎(chǔ),構(gòu)建一個(gè)開放經(jīng)濟(jì)環(huán)境下國(guó)際產(chǎn)業(yè)轉(zhuǎn)移影響承接地產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的研究框架,從對(duì)外貿(mào)易、外商直接投資和合約性生產(chǎn)三個(gè)角度分析國(guó)際產(chǎn)業(yè)轉(zhuǎn)移對(duì)承接地產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的內(nèi)在作用機(jī)理。其次,在客觀分析廣東省產(chǎn)業(yè)結(jié)構(gòu)狀況及承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移狀況的基礎(chǔ)上,對(duì)廣東省承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的效應(yīng)進(jìn)行計(jì)量分析。采用廣東省1990-2013年的進(jìn)出口貿(mào)易額、外商直接投資額、加工貿(mào)易額、三次產(chǎn)業(yè)生產(chǎn)總值等時(shí)間序列數(shù)據(jù),運(yùn)用EViews6.0統(tǒng)計(jì)軟件,利用貿(mào)易競(jìng)爭(zhēng)力指數(shù),通過構(gòu)筑進(jìn)口貿(mào)易結(jié)構(gòu)指數(shù)、出口貿(mào)易結(jié)構(gòu)指數(shù)、外商投資產(chǎn)業(yè)結(jié)構(gòu)指數(shù)、加工貿(mào)易結(jié)構(gòu)指數(shù)和產(chǎn)業(yè)結(jié)構(gòu)指數(shù)五個(gè)變量,采用協(xié)整檢驗(yàn)、Granger因果關(guān)系檢驗(yàn)、脈沖檢測(cè)和方差分解等計(jì)量經(jīng)濟(jì)學(xué)方法實(shí)證分析廣東省承接國(guó)際產(chǎn)業(yè)轉(zhuǎn)移對(duì)其產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化效應(yīng)。最后,在新一輪國(guó)際產(chǎn)業(yè)大調(diào)整和轉(zhuǎn)移的機(jī)遇下,廣東省應(yīng)改善投資環(huán)境,增強(qiáng)產(chǎn)業(yè)承接能力;推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)戰(zhàn)略性調(diào)整,大力發(fā)展第三產(chǎn)業(yè),提升產(chǎn)業(yè)層次;優(yōu)化外貿(mào)發(fā)展方式,加快經(jīng)濟(jì)轉(zhuǎn)型升級(jí);豐富國(guó)際投資方式,優(yōu)化外資產(chǎn)業(yè)投向;積極承接服務(wù)外包產(chǎn)業(yè),優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)。
[Abstract]:Since the reform and opening up, Guangdong Province has taken advantage of the regional advantages adjacent to Hong Kong and Macao and the favorable policy of reform and opening to the outside world to actively undertake the industrial transfer of developed countries, participate in international division of labor and trade, and attract foreign direct investment. With the deepening of the process of global economic integration, the relationship between the industries of various countries is becoming more and more close. International industrial transfer plays an important role in the process of industrial structure adjustment and optimization in Guangdong Province. Since the global financial crisis in 2008, a new wave of world economic restructuring is sweeping the world. Guangdong should review the situation, seize the opportunity, actively undertake international industrial transfer, promote the optimization of industrial structure, and accelerate economic transformation and upgrading. This article takes the international industrial transfer and the undertaking real estate industry structure optimization as the research object, takes the Guangdong Province industrial structure present situation as the starting point, synthetically uses the economics related knowledge. Theoretical analysis and empirical test of Guangdong Province to undertake international industrial transfer to its industrial structure optimization effect. First, systematic analysis of international industrial transfer and industrial structure optimization related theoretical basis. To construct a research framework of international industrial transfer to undertake real estate restructuring under the open economic environment, from the perspective of foreign trade. Foreign direct investment and contract production to analyze the international industrial transfer to undertake the real estate industry structure optimization internal mechanism. Secondly. Based on the objective analysis of the industrial structure of Guangdong Province and the status of undertaking international industrial transfer. Based on the econometric analysis of the effects of Guangdong province's undertaking international industrial transfer to promote the optimization of industrial structure, the volume of import and export trade, foreign direct investment and processing trade volume of Guangdong Province from 1990 to 2013 were adopted. Using the EViews6.0 statistical software and the trade competitiveness index, the author constructs the import trade structure index and the export trade structure index. The industrial structure index, processing trade structure index and industrial structure index of foreign investment are tested by co-integration test and Granger causality test. This paper empirically analyzes the optimization effect of Guangdong province on the industrial structure by undertaking international industrial transfer with the econometric methods such as impulse detection and variance decomposition. Finally, under the opportunity of a new round of international industrial adjustment and transfer. Guangdong Province should improve the investment environment and strengthen the industry undertaking ability; Promote the strategic adjustment of economic structure, vigorously develop the tertiary industry, and upgrade the industrial level; To optimize the mode of foreign trade development and accelerate the economic transformation and upgrading; Enrich the international investment mode and optimize the investment of foreign investment industry; Actively undertake the service outsourcing industry, optimize the industrial structure.
