【摘要】：棉花是我國重要的經(jīng)濟(jì)作物,是棉紡織業(yè)必不可少的原材料,在我國國民經(jīng)濟(jì)發(fā)展中具有十分重要的地位。我國具有較為悠久的棉花種植歷史,早在明清時(shí)期就已經(jīng)存在了棉花生產(chǎn)活動(dòng)。我國棉花產(chǎn)業(yè)發(fā)展迅速,尤其是加入WTO以后,我國棉花產(chǎn)量、消費(fèi)量以及進(jìn)口量已經(jīng)位于全球首位,棉花對(duì)于我國經(jīng)濟(jì)社會(huì)的發(fā)展具有不可或缺的地位。作為一個(gè)棉花生產(chǎn)大國,我國的棉花貿(mào)易卻始終保持著嚴(yán)重的貿(mào)易逆差,這嚴(yán)重制約著我國棉花產(chǎn)業(yè)的健康發(fā)展,因此,十分有必要對(duì)我國棉花的國際競爭力進(jìn)行研究,促進(jìn)我國棉花產(chǎn)業(yè)的發(fā)展。文章重點(diǎn)研究了我國及世界棉花生產(chǎn)和貿(mào)易的現(xiàn)狀、我國棉花國際競爭力水平以及影響我國棉花國際競爭力的相關(guān)因素。本研究主要結(jié)論有:(1)我國的棉花種植面積較大種植區(qū)域集中,產(chǎn)量隨時(shí)間波動(dòng)較大,不同棉產(chǎn)區(qū)單產(chǎn)差別大。我國的旱澇災(zāi)害和病蟲害嚴(yán)重影響了我國棉花的生產(chǎn)活動(dòng)。近些年來我國棉花的生產(chǎn)成本不斷上升,棉花收益率下降幅度大。我國棉花的出口目的地和進(jìn)口來源國都比較集中。(2)通過SWOT分析,影響我國棉花生產(chǎn)活動(dòng)和競爭力的不利因素主要有我國棉花缺乏優(yōu)質(zhì)品種、“三絲”現(xiàn)象突出、加入WTO時(shí)間較晚使得在棉花補(bǔ)貼與出口規(guī)則上處于不利地位以及棉花庫存量較大等。(3)我國棉花在國際上完全不具有競爭力。(4)影響我國棉花出口的影響因素主要有兩國GDP、兩國之間的距離、棉花出口價(jià)格、農(nóng)業(yè)從業(yè)人口、棉花產(chǎn)量、棉紗產(chǎn)量、匯率、金融危機(jī)以及自貿(mào)區(qū)的建設(shè)等。對(duì)此,根據(jù)本文的研究結(jié)論找出了提升我國棉花國際競爭力的路徑:(1)發(fā)揮區(qū)域優(yōu)勢,優(yōu)化生產(chǎn)區(qū)域布局;(2)增加財(cái)政投入,加強(qiáng)水利設(shè)施建設(shè)和病蟲害防治工作;(3)提高棉農(nóng)專業(yè)技術(shù)及管理水平,降低生產(chǎn)成本;(4)建立棉花專業(yè)合作社,形成規(guī)模效應(yīng),降低生產(chǎn)成本;(5)培育優(yōu)質(zhì)棉花,完善棉花質(zhì)檢體制,規(guī)范棉花流通;(6)積極參與貿(mào)易組織規(guī)則制定,加快自貿(mào)區(qū)建設(shè)。
[Abstract]:Cotton is an important cash crop in China, is an indispensable raw material in cotton textile industry, and plays a very important role in the development of our national economy. China has a relatively long history of cotton cultivation. As early as the Ming and Qing dynasties, cotton production activities have already existed. China's cotton industry has developed rapidly, especially after China's entry into WTO, China's cotton output, consumption and imports have been ranked first in the world. Cotton plays an indispensable role in the development of our country's economy and society. As a big country of cotton production, our country's cotton trade has always maintained a serious trade deficit. This seriously restricts the healthy development of China's cotton industry, therefore, it is very necessary to study the international competitiveness of China's cotton. This paper focuses on the current situation of cotton production and trade in China and the world. The main conclusions of this study are: (1) the cotton planting area in China is concentrated, and the yield fluctuates with time. The drought and flood disasters and pests and diseases in China have seriously affected the cotton production activities in China. In recent years, the production cost of cotton in China has been rising. China's cotton export destination and country of origin are relatively concentrated. 2) through SWOT analysis. The main unfavorable factors affecting the cotton production activity and competitiveness in China are the lack of high quality cotton varieties in China, and the "three silk" phenomenon is prominent. China's cotton is not competitive in the world because of its late entry into WTO and the disadvantage of cotton subsidies and export rules, as well as the large stock of cotton. The main influencing factors of China's cotton export are GDP of two countries. The distance between the two countries, the price of cotton exports, the agricultural population, cotton production, cotton yarn production, exchange rate, financial crisis and free trade zone construction. According to the research conclusion of this paper, we find out the way to improve the international competitiveness of cotton in China: (1) give full play to the regional advantages and optimize the regional layout of production; (2) increasing financial input and strengthening the construction of water conservancy facilities and the prevention and control of diseases and pests; (3) to improve the professional technology and management level of cotton farmers and reduce the production cost; (4) establishing cotton specialized cooperative to form scale effect and reduce production cost; (5) cultivating high-quality cotton, perfecting the cotton quality inspection system, and standardizing the circulation of cotton; Take an active part in the formulation of WTO rules and accelerate the construction of free trade zones.
