【摘要】:當(dāng)前,環(huán)境污染問(wèn)題已成為世界各國(guó)所共同面對(duì)的問(wèn)題,為防治環(huán)境污染,各國(guó)相繼出臺(tái)和實(shí)施了一系列的環(huán)境規(guī)制政策和措施。為避免經(jīng)濟(jì)增長(zhǎng)與環(huán)境破壞的惡性循環(huán),中國(guó)"十二五"規(guī)劃、中共中央"十三五"規(guī)劃建議以及國(guó)務(wù)院印發(fā)的《中國(guó)制造2025》都明確提出了今后經(jīng)濟(jì)社會(huì)發(fā)展的方向應(yīng)是經(jīng)濟(jì)結(jié)構(gòu)的優(yōu)化、人口資源環(huán)境的可持續(xù)發(fā)展和社會(huì)的全面發(fā)展,經(jīng)濟(jì)社會(huì)發(fā)展的主要目標(biāo)和基本理念之一就是堅(jiān)持綠色發(fā)展,加快建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì),形成人與自然和諧發(fā)展現(xiàn)代化建設(shè)新格局。環(huán)境規(guī)制是通過(guò)一系列環(huán)境規(guī)制政策和措施達(dá)到預(yù)定的環(huán)境保護(hù)的質(zhì)量。產(chǎn)業(yè)結(jié)構(gòu)調(diào)整是對(duì)各產(chǎn)業(yè)部門(mén)之間的數(shù)量比例關(guān)系以及經(jīng)濟(jì)技術(shù)聯(lián)系進(jìn)行調(diào)整,使之相互適應(yīng)和協(xié)調(diào)。當(dāng)前,我國(guó)正處于經(jīng)濟(jì)轉(zhuǎn)型的關(guān)鍵時(shí)期,經(jīng)濟(jì)的高速發(fā)展與環(huán)境污染問(wèn)題并存,中國(guó)經(jīng)濟(jì)發(fā)展具有不平衡性,東部地區(qū)經(jīng)濟(jì)發(fā)展水平顯著高于中西部地區(qū),而且環(huán)境問(wèn)題具有區(qū)域性和跨區(qū)域性特點(diǎn),因此,處理好我國(guó)環(huán)境規(guī)制與產(chǎn)業(yè)結(jié)構(gòu)調(diào)整之間的關(guān)系具有重大的學(xué)術(shù)價(jià)值和實(shí)踐意義。本文試圖在已有研究的基礎(chǔ)上,分析環(huán)境規(guī)制對(duì)我國(guó)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的影響及其空間異質(zhì)性。本文首先對(duì)現(xiàn)有文獻(xiàn)研究進(jìn)行了梳理,發(fā)現(xiàn)已有研究存在某些不足之處:(1)關(guān)于環(huán)境規(guī)制強(qiáng)度指標(biāo)的構(gòu)建和測(cè)算不統(tǒng)一且較多采用單項(xiàng)指標(biāo);(2)大都從整體效應(yīng)上研究我國(guó)環(huán)境規(guī)制和產(chǎn)業(yè)結(jié)構(gòu)之間的關(guān)系,缺乏研究我國(guó)環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整影響空間異質(zhì)性的文獻(xiàn)。其次,本文從產(chǎn)業(yè)結(jié)構(gòu)調(diào)整理論角度入手,按照環(huán)境規(guī)制——中間變量——產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的作用路徑,定性分析了環(huán)境規(guī)制通過(guò)中間變量(進(jìn)入壁壘、消費(fèi)需求、技術(shù)創(chuàng)新和FDI)對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整影響的二重性;通過(guò)構(gòu)建計(jì)量模型,定量分析了環(huán)境規(guī)制對(duì)中間變量、環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整以及環(huán)境規(guī)制、中間變量對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的影響,通過(guò)實(shí)證分析得出結(jié)論:從整體上看,我國(guó)的環(huán)境規(guī)制會(huì)對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整產(chǎn)生促進(jìn)作用,且環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的促進(jìn)作用通過(guò)兩個(gè)方面實(shí)現(xiàn),一是環(huán)境規(guī)制的直接效應(yīng),二是中間變量的中介效應(yīng)。再次,本文通過(guò)構(gòu)建門(mén)限面板模型,定量分析了環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整影響的二重性。根據(jù)門(mén)限面板設(shè)定原理,以產(chǎn)業(yè)結(jié)構(gòu)調(diào)整為因變量、環(huán)境規(guī)制為自變量,以環(huán)境規(guī)制及其滯后一期作為門(mén)限變量構(gòu)建門(mén)限面板模型,通過(guò)門(mén)檻檢驗(yàn)選擇環(huán)境規(guī)制強(qiáng)度ERI作為門(mén)檻變量,然后依據(jù)門(mén)檻估計(jì)值,將我國(guó)30個(gè)省份地區(qū)內(nèi)生性分組為弱度規(guī)制和強(qiáng)度規(guī)制兩組,對(duì)內(nèi)生性分組進(jìn)行門(mén)檻面板回歸,結(jié)果表明,我國(guó)的環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的影響具有雙重性質(zhì),表現(xiàn)為空間上的異質(zhì)性。具體來(lái)說(shuō),隨著環(huán)境規(guī)制強(qiáng)度的由弱到強(qiáng),我國(guó)的環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的促進(jìn)作用開(kāi)始較為平緩,當(dāng)環(huán)境規(guī)制達(dá)到一定強(qiáng)度時(shí),環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的促進(jìn)作用就會(huì)加快。最后,根據(jù)本文結(jié)論,提出了我國(guó)應(yīng)該加大環(huán)境規(guī)制力度,提高企業(yè)進(jìn)入壁壘、堅(jiān)持環(huán)境規(guī)制政策,改善消費(fèi)需求結(jié)構(gòu)、降低環(huán)境規(guī)制成本,減少創(chuàng)新擠出效應(yīng)、提高環(huán)境規(guī)制標(biāo)準(zhǔn),發(fā)揮規(guī)制招引效應(yīng)和因地制宜環(huán)境規(guī)制,實(shí)現(xiàn)環(huán)境經(jīng)濟(jì)雙贏的政策建議。本文在一定程度上彌補(bǔ)了現(xiàn)有研究的不足,如采用工業(yè)污染物排放量的標(biāo)準(zhǔn)化值和平均權(quán)重來(lái)構(gòu)建環(huán)境規(guī)制強(qiáng)度的綜合指標(biāo)、通過(guò)分析得出環(huán)境規(guī)制對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的影響具有空間異質(zhì)性的觀點(diǎn)等。但也存在許多不足之處,如未能具體分析環(huán)境規(guī)制對(duì)中間變量影響的非線(xiàn)性關(guān)系、僅采用一種計(jì)量方法對(duì)模型進(jìn)行估計(jì)等,有待在今后的學(xué)術(shù)研究中進(jìn)一步深化和完善。
[Abstract]:At present, the problem of environmental pollution has become the world common problems, for the prevention and control of environmental pollution, many countries have issued and implemented a series of policies and measures of environmental regulation. In order to avoid the economic growth and environmental damage Chinese vicious spiral, "12th Five-Year" plan, the CPC Central Committee and the State Council "13th Five-Year" planning proposal issued < China 2025> put forward the future economic and social development direction should be to optimize the economic structure, the comprehensive development of the sustainable development of population resources environment and society, one of the main objectives of economic and social development and the basic idea is to adhere to green development, accelerate the construction of resource-saving and environment-friendly society, the formation of a new pattern of harmony between man and nature the development of modernization. The environmental regulation is intended to protect environment quality through a series of environmental regulation policies and measures of the adjustment of industrial structure. The whole is to adjust the proportion between the various industrial sectors and the relationship between economic technology, the mutual adaptation and coordination. At present, China is in a critical period of economic transformation, the coexistence of high speed economic development and environmental pollution problems, has Chinese uneven economic development, economic development level of the eastern region was significantly higher than that in the central and western regions moreover, environmental problems with regional and inter regional characteristics, therefore, it has great academic value and practical significance to handle the relationship between China's environmental regulation and industrial structure adjustment. This paper based on the existing research, analysis the impact of environmental regulation on China's industrial structure adjustment and spatial heterogeneity. This paper first the author summarizes the existing literature, the study found that there are some shortcomings: (1) on the strength of environmental regulation of the construction of the index and measurement is not unified and More use of single index; (2) most of the relationship between China's environmental regulation and industrial structure from the overall effect, the lack of influence of spatial heterogeneity of the literature on the study of industrial structure adjustment of China's environmental regulation. Secondly, from the perspective of industrial structure adjustment theory, according to the path of environmental regulation -- the middle variable of industrial structure the qualitative analysis of the environmental regulation through the intermediate variables (entry barriers, consumer demand, technological innovation and FDI) on the duality of industrial structure adjustment effect; by constructing econometric model, quantitative analysis of environmental regulation on the intermediate variables of environmental regulation on the adjustment of industrial structure and environmental regulation, effect of intermediate variables on the adjustment of industrial structure through empirical analysis, draw the conclusion: on the whole, China's environmental regulation will have a role in promoting the adjustment of industrial structure, and environmental regulation on Industry The structure adjustment promoted by two aspects, one is the direct effect of environmental regulation, two is the mediating effect of intermediate variables. Thirdly, this paper constructs threshold panel model, quantitative analysis of the impact of environmental regulation on the industrial structure adjustment. According to the threshold panel setting principle, to adjust the industrial structure as the dependent variable. Environmental regulation as independent variables, to environmental regulation and its phase as the threshold variable threshold panel model constructed by threshold test selection lag, the intensity of environmental regulation ERI as the threshold variable, then according to the estimated value of the threshold, the packet has 30 provinces in China's weak degree of regulation and intensity of regulation of two groups of endogenous grouping threshold the panel regression, results show that the impact of environmental regulation in China on the adjustment of industrial structure has a dual nature, showing heterogeneity in space. Specifically, with the environment The regulation of strength from weak to strong, promote the role of environmental regulation in China started on the adjustment of industrial structure is relatively smooth, when the environmental regulation reaches a certain intensity, environmental regulation effect on industrial structure adjustment will be accelerated. Finally, according to the conclusions of this paper, put forward our country should increase the intensity of environmental regulation, improve the industry entry barriers, adhere to the environment the regulation policy, improve the structure of consumption demand, reduce the cost of environmental regulation, reduce innovation crowding out effect, improve the standard of environmental regulation, regulation effect and to play to the environmental regulation, to achieve environmental and economic win-win situation policy suggestions. This paper makes up for the lack of existing research to a certain extent, such as the use of industrial pollutants emission standard value and mean the weight indexes of environmental regulation strength, through the analysis of the impact of environmental regulation on the industrial structure adjustment of space Heterogeneity, etc., but there are still many shortcomings. For example, failure to analyze the nonlinear relationship between environmental regulation and intermediate variables can not be analyzed in detail, and only use a measurement method to estimate the model. It needs further deepening and improvement in the future academic research.
