【摘要】：近些年,河源市農(nóng)業(yè)保持了良好發(fā)展勢頭,2014年農(nóng)林牧漁業(yè)總產(chǎn)值142.82億元,比上年增長4.5%。與此同時(shí),河源市農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)也發(fā)生了深刻變化,經(jīng)濟(jì)作物在農(nóng)業(yè)總產(chǎn)值結(jié)構(gòu)中比重加大,東源油栗等河源市特色優(yōu)勢農(nóng)產(chǎn)品得到發(fā)展和壯大,現(xiàn)代農(nóng)業(yè)示范區(qū)建設(shè)有效的提升了農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)效益和水平。根據(jù)調(diào)研分析可以發(fā)現(xiàn),河源農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)繼續(xù)調(diào)整和優(yōu)化的有利條件包括：(1)國家現(xiàn)代農(nóng)業(yè)示范區(qū)的建設(shè),為河源燈塔盆地現(xiàn)代農(nóng)業(yè)的發(fā)展提供了前所未有的機(jī)遇。(2)農(nóng)業(yè)主導(dǎo)產(chǎn)業(yè)體系基本形成,并且具備了一定的規(guī)模優(yōu)勢。(3)臨近珠三角城市群,產(chǎn)品消費(fèi)規(guī)模和層次都較高,農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的潛在效益大。河源農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)繼續(xù)調(diào)整和優(yōu)化面臨問題包括：(1)受土地等條件限制,農(nóng)業(yè)規(guī)模擴(kuò)張潛力有限；(2)農(nóng)產(chǎn)品精深加工能力薄弱,整體發(fā)展水平不高；(3)農(nóng)業(yè)產(chǎn)業(yè)間的融合程度有待提升,農(nóng)業(yè)“紐帶”產(chǎn)業(yè)發(fā)展相對滯后。(4)缺乏高端產(chǎn)品,品牌農(nóng)業(yè)建設(shè)需要進(jìn)一步提升,產(chǎn)品附加值低、技術(shù)含量低,高端市場占有率較低。本研究認(rèn)為河源未來農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)進(jìn)一步調(diào)整優(yōu)化應(yīng)以“農(nóng)業(yè)轉(zhuǎn)型、特色發(fā)展、科技創(chuàng)新、生態(tài)優(yōu)先”為方向,重點(diǎn)環(huán)節(jié)應(yīng)該為：(1)提高糧油生產(chǎn)良種覆蓋率,根據(jù)水稻不同優(yōu)勢縣區(qū)特點(diǎn),篩選確定主導(dǎo)品種,提高糧食綜合生產(chǎn)能力。(2)實(shí)施名牌和龍頭帶動(dòng)戰(zhàn)略,以提高果品品質(zhì)為抓手,全面提升水果產(chǎn)業(yè)化水平。(3)發(fā)揮生態(tài)、環(huán)境資源優(yōu)勢,發(fā)揮河源蔬菜與園藝資源優(yōu)勢,突出無公害、綠色、有機(jī)蔬菜生產(chǎn)基地建設(shè)和蔬菜加工、營銷環(huán)節(jié)建設(shè)。(4)推動(dòng)特色、優(yōu)質(zhì)茶葉資源開發(fā),開發(fā)新的具備市場競爭力的產(chǎn)品。(5)發(fā)展生態(tài)高效畜牧業(yè),推廣生態(tài)養(yǎng)殖,動(dòng)物重大病害防控技術(shù)和農(nóng)牧循環(huán)技術(shù),確保河源畜牧業(yè)持續(xù)發(fā)展。(6)促進(jìn)特色、優(yōu)質(zhì)、健康、生態(tài)農(nóng)產(chǎn)品精深加工發(fā)展,提高河源傳統(tǒng)特色農(nóng)產(chǎn)品產(chǎn)值,延伸傳統(tǒng)農(nóng)業(yè)產(chǎn)業(yè)鏈。
[Abstract]:In recent years, the agricultural development of Heyuan City has maintained a good momentum. In 2014, the total output value of agriculture, forestry, animal husbandry and fishery industry was fourteen billion two hundred and eighty-two million yuan, an increase of 4.5% over the previous year. The agricultural industrial structure of Heyuan City has also undergone profound changes, the proportion of cash crops in the structure of agricultural output value has increased, and Dongyuan oil chestnut and other special advantages of agricultural products in Heyuan City have been developed and strengthened. The construction of modern agricultural demonstration zone has effectively improved the efficiency and level of agricultural industrial structure. According to the investigation and analysis can be found. The favorable conditions for the continued adjustment and optimization of the agricultural industrial structure of Heyuan include the construction of the National Modern Agricultural demonstration Zone. It provides an unprecedented opportunity for the development of modern agriculture in Heyuan lighthouse basin. 2) the agricultural leading industry system is basically formed, and has a certain scale advantage. 3) near the Pearl River Delta urban agglomeration. The scale and level of product consumption are high, and the potential benefit of agricultural industrial structure adjustment is great. The problems faced by Heyuan agricultural industrial structure continue to be adjusted and optimized, including the limitation of land and so on. The potential of agricultural scale expansion is limited; 2) the ability of intensive processing of agricultural products is weak, and the overall development level is not high; 3) the degree of integration between agricultural industries needs to be improved, the development of agricultural "tie" industry is relatively lagging behind. 4) lack of high-end products, brand agricultural construction needs to be further improved, the added value of products is low, and the technology content is low. The high end market share is low. This study thinks that the future agricultural industrial structure adjustment and optimization of Heyuan should be "agricultural transformation, characteristic development, scientific and technological innovation, ecological priority" as the direction of "agricultural transformation, characteristic development, scientific and technological innovation, ecological priority". The key link should be: (1) to increase the coverage rate of grain and oil production, and to select and determine the dominant varieties according to the characteristics of different predominance counties and regions of rice. To improve the comprehensive production capacity of grain. 2) to implement the strategy of promoting famous brands and leading leaders, to improve the quality of fruits, and to improve the level of fruit industrialization in an all-round way) to give full play to the advantages of ecology and environment and resources. Give play to Heyuan vegetable and horticultural resources advantage, highlight pollution-free, green, organic vegetable production base construction and vegetable processing, marketing links to promote the development of high-quality tea resources. Develop a new product with market competitiveness. 5) develop eco-efficient animal husbandry, promote ecological breeding, animal disease prevention and control technology and farming and livestock recycling technology. To ensure the sustainable development of Heyuan animal husbandry) to promote the characteristics, quality, health, ecological agricultural products processing and development, improve the output value of traditional agricultural products, extend the traditional agricultural industry chain.
