【摘要】：隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展,許多行業(yè)出現(xiàn)專業(yè)部門從企業(yè)主體脫離的現(xiàn)象,將企業(yè)不擅長(zhǎng)的部分分離出去,形成專業(yè)化經(jīng)營(yíng),以降低內(nèi)部運(yùn)行成本。但農(nóng)業(yè)近年來(lái)卻出現(xiàn)了相反的現(xiàn)象,越來(lái)越多的農(nóng)業(yè)企業(yè)開(kāi)始實(shí)施全產(chǎn)業(yè)鏈戰(zhàn)略,將產(chǎn)業(yè)鏈的各個(gè)部分納入企業(yè)內(nèi)部管理,加強(qiáng)對(duì)產(chǎn)業(yè)鏈的控制,提高農(nóng)產(chǎn)品質(zhì)量,提高產(chǎn)品市場(chǎng)占有權(quán),降低外部交易成本,從而達(dá)到提高企業(yè)效益的目的。近年來(lái),國(guó)家層面進(jìn)一步提出完善農(nóng)業(yè)產(chǎn)業(yè)鏈,轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式,進(jìn)而促進(jìn)一二三產(chǎn)業(yè)融合發(fā)展,探索中國(guó)特色農(nóng)業(yè)現(xiàn)代化道路。十八屆五中全會(huì)通過(guò)了關(guān)于制定"十三五"規(guī)劃的建議,在建議中提出:著力構(gòu)建現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)、生產(chǎn)和經(jīng)營(yíng)體系,提高農(nóng)業(yè)質(zhì)量效益和競(jìng)爭(zhēng)力,促進(jìn)糧經(jīng)飼、農(nóng)林牧漁、種植養(yǎng)殖加工一體、一二三產(chǎn)業(yè)融合發(fā)展,走產(chǎn)出高效率、綠色安全、資源節(jié)約、環(huán)境友好的農(nóng)業(yè)現(xiàn)代化道路[1]。萬(wàn)州是重慶渝東北生態(tài)涵養(yǎng)發(fā)展區(qū)的重點(diǎn)開(kāi)發(fā)區(qū)和重要的區(qū)域性中心城市,集中體現(xiàn)了重慶"大城市、大農(nóng)村、大山區(qū)、大庫(kù)區(qū)"一體的區(qū)域特點(diǎn)。為適應(yīng)區(qū)域特點(diǎn),以發(fā)展全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)為戰(zhàn)略支撐和切入點(diǎn),是萬(wàn)州高起點(diǎn)、特色化實(shí)施一二三產(chǎn)業(yè)融合發(fā)展戰(zhàn)略可選的一種有效路徑、方式或模式。因此,從戰(zhàn)略和政策層面研究萬(wàn)州發(fā)展全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè),對(duì)推進(jìn)萬(wàn)州農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展、轉(zhuǎn)變農(nóng)村經(jīng)濟(jì)發(fā)展方式、農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革,推動(dòng)萬(wàn)州經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展,帶動(dòng)渝東北地區(qū)和三峽庫(kù)區(qū)經(jīng)濟(jì)發(fā)展,實(shí)現(xiàn)三峽移民安穩(wěn)致富等都有重要的現(xiàn)實(shí)意義,還可能為重慶探索適合自身特點(diǎn)的農(nóng)業(yè)一二三產(chǎn)業(yè)融合模式,提供借鑒�；趪�(guó)家層面的戰(zhàn)略思路和萬(wàn)州發(fā)展全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)的現(xiàn)實(shí)條件,本文主要探究萬(wàn)州發(fā)展全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)對(duì)實(shí)施一二三產(chǎn)業(yè)融合發(fā)展戰(zhàn)略的特殊意義和推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展的特殊作用,發(fā)展的現(xiàn)實(shí)基礎(chǔ)和條件,當(dāng)前亟待解決的關(guān)鍵難點(diǎn)和主要問(wèn)題,并針對(duì)性地提出政策措施建議。為了系統(tǒng)地探討這一問(wèn)題,作者從國(guó)內(nèi)外有關(guān)農(nóng)業(yè)產(chǎn)業(yè)鏈及全產(chǎn)業(yè)鏈戰(zhàn)略的研究著手,對(duì)前人的成果進(jìn)行了概括和總結(jié),并對(duì)涉及的重要概念做了重新界定,確定了研究框架和研究方法;接著對(duì)萬(wàn)州發(fā)展全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)的戰(zhàn)略意義、優(yōu)勢(shì)和制約因素進(jìn)行了重點(diǎn)分析;繼而采用實(shí)證分析方法,選取萬(wàn)州4戶農(nóng)業(yè)企業(yè),進(jìn)行典型個(gè)案分析,梳理出當(dāng)前發(fā)展全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)需要解決的幾個(gè)問(wèn)題;最后提出政策措施建議。本文將主要內(nèi)容分為五個(gè)章節(jié),其結(jié)構(gòu)如下:第一章:引言。本章重點(diǎn)闡述了本論文的選題背景和意義,梳理了國(guó)內(nèi)外關(guān)于產(chǎn)業(yè)鏈和全產(chǎn)業(yè)鏈戰(zhàn)略的研究綜述,提出了論文的研究框架、研究方法以及創(chuàng)新點(diǎn)和不足之處。第二章:重要概念的界定和相關(guān)基礎(chǔ)理論。根據(jù)本研究的需要,作者在前人的研究成果上,對(duì)一二三產(chǎn)業(yè)融合、全產(chǎn)業(yè)鏈和全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)等概念作了界定,并對(duì)全產(chǎn)業(yè)鏈的內(nèi)在涵義進(jìn)行了分析,對(duì)支撐本研究的基礎(chǔ)理論進(jìn)行了分析。第三章:萬(wàn)州發(fā)展全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)的戰(zhàn)略意義和基礎(chǔ)條件。從國(guó)家層面、萬(wàn)州區(qū)情的視角,分析了萬(wàn)州發(fā)展全產(chǎn)業(yè)鏈的戰(zhàn)略意義;從自然條件、交通、政策等方面,分析了萬(wàn)州發(fā)展全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)的優(yōu)勢(shì)和制約因素。第四章:萬(wàn)州全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)實(shí)例分析。采用實(shí)證分析的方法,選取萬(wàn)州具有代表性的4戶全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè),對(duì)他們的發(fā)展?fàn)顩r進(jìn)行分析,歸納出主要成效經(jīng)驗(yàn)及亟需解決的幾個(gè)突出問(wèn)題。第五章:政策建議。在前面的研究基礎(chǔ)上有針對(duì)性地提出萬(wàn)州發(fā)展全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)的政策建議。結(jié)論與展望。萬(wàn)州重視和發(fā)展全產(chǎn)業(yè)鏈農(nóng)業(yè)企業(yè)不僅符合國(guó)家戰(zhàn)略,也特別符合萬(wàn)州區(qū)情,在本文獲得的階段性研究成效的基礎(chǔ)上提出作者以后的研究方向和重點(diǎn)。
[Abstract]:With the development of market economy, many industries from the professional sector from the enterprise phenomenon, the enterprise are not good at separating out, forming a professional operation, in order to reduce the internal operation cost. But in recent years, agriculture has appeared opposite phenomenon, more and more agricultural enterprises begin to implement the whole industry chain strategy, the part of the industry chain into the internal management of enterprises, strengthen the control of the industry chain, to improve the quality of agricultural products, improve product market share rights, reducing the external transaction cost, so as to achieve the purpose of improving business efficiency. In recent years, national level to further improve the industrial chain of agriculture, the transformation of agricultural development mode, and promote the 123 industry integration and development to explore the characteristics of agricultural modernization China road. Wanzhou environmental friendly development zone of Chongqing is the focus of the development of ecological conservation area northeast and an important regional center of the city, Chongqing embodies the "big city, large rural areas, mountainous areas, regional characteristics of reservoir development. In order to adapt to the regional characteristics, to the development of agricultural enterprises in the whole industry chain for strategic support and the starting point, Wanzhou is a high starting point, the characteristics of the implementation of an effective path of development strategy of optional fusion of the 123 industry, or mode. Therefore, from the strategic and policy level on the development of Wanzhou agricultural enterprises in the whole industry chain, to promote the development of the integration of Wanzhou rural 123 industry, rural transformation The mode of economic development, agricultural supply side structural reform, and promote the sustained and healthy economic and social development in Wanzhou, driven by the northeast area of Chongqing and the Three Gorges Reservoir area economic development, realize secure prosperity of the Three Gorges migrants has important practical significance, can also explore the fusion model, suitable for the characteristics of the agricultural industry to provide reference for Chongqing 123.
