【摘要】：近年來,隨著城市化進(jìn)程的發(fā)展,大連市金州新區(qū)被征地農(nóng)民群體的數(shù)量不斷增加,解決好被征地農(nóng)民養(yǎng)老保障問題,對(duì)促進(jìn)經(jīng)濟(jì)發(fā)展、維護(hù)社會(huì)穩(wěn)定具有重要意義。 本文從金州新區(qū)的實(shí)際情況出發(fā),通過對(duì)被征地農(nóng)民養(yǎng)老保險(xiǎn)政策實(shí)施情況的實(shí)地訪談、問卷調(diào)查和數(shù)據(jù)分析,并將其參加養(yǎng)老保險(xiǎn)現(xiàn)狀同國內(nèi)其他地區(qū)進(jìn)行比較,梳理了當(dāng)前金州新區(qū)被征地農(nóng)民養(yǎng)老保險(xiǎn)存在的問題及其成因,提出了完善金州新區(qū)被征地農(nóng)民養(yǎng)老保險(xiǎn)的對(duì)策建議和具體措施。 目前,金州新區(qū)被征地農(nóng)民養(yǎng)老保險(xiǎn)主要存在參保率不高、保障作用有限、保障資金籌集難以持續(xù)、保障體系尚不完善的問題,形成這些問題的深層次原因有資金增值保值能力差、被征地農(nóng)民養(yǎng)老保障地位有偏差、被征地農(nóng)民自身觀念落后、配套制度需建立健全。金州新區(qū)需進(jìn)一步完善被征地農(nóng)民養(yǎng)老保險(xiǎn),要堅(jiān)持以政府為主、就業(yè)與保障并重、以科學(xué)發(fā)展觀指導(dǎo)工作、統(tǒng)籌城鄉(xiāng)發(fā)展的原則,從資金渠道多元化、豐富被征地農(nóng)民養(yǎng)老保險(xiǎn)制度體系層次、設(shè)立動(dòng)態(tài)調(diào)整機(jī)制、完善配套制度等方面進(jìn)一步健全被征地農(nóng)民養(yǎng)老保險(xiǎn)的制度；從明確部門分工、建立科學(xué)合理的政績考核制度、完善監(jiān)督制度等方面不斷創(chuàng)新對(duì)被征地農(nóng)民養(yǎng)老保險(xiǎn)的管理。
[Abstract]:In recent years, with the development of urbanization, the number of land-expropriated farmers in Jinzhou New District of Dalian has been increasing constantly. It is of great significance to solve the problem of old-age security for land-expropriated farmers. It is of great significance to promote economic development and maintain social stability. Based on the actual situation of Jinzhou New area, this paper makes a field interview, questionnaire survey and data analysis on the implementation of the old-age insurance policy of land-expropriated farmers, and compares the present situation of its participation in the pension insurance with other areas in China. This paper combs the existing problems and causes of the old-age insurance of the land-expropriated farmers in Jinzhou New area, and puts forward the countermeasures and concrete measures to perfect the old-age insurance of the land-expropriated peasants in Jinzhou New area. At present, the old-age insurance of land-expropriated farmers in Jinzhou New area mainly has some problems, such as low participation rate, limited guarantee function, difficulty in fund-raising and imperfect security system. The deep-seated causes of these problems are the poor ability of capital increment and preservation, the deviation of the old-age security status of land-expropriated peasants, the backward concept of land-expropriated peasants themselves, and the establishment and perfection of supporting systems. Jinzhou New District needs to further improve the old-age insurance of land-expropriated farmers, adhere to the government-based, pay equal attention to employment and security, guide the work with the scientific concept of development, coordinate the development of urban and rural areas, and diversify the channels of funds. Enrich the system level of the old-age insurance system of land-expropriated peasants, set up dynamic adjustment mechanism, perfect the supporting system and so on, and further perfect the system of old-age insurance of the expropriated peasants; From the aspects of clear division of labor, establishment of scientific and reasonable evaluation system of political achievements, improvement of supervision system and so on, the management of old-age insurance for land-expropriated peasants is constantly innovated.
