房屋地震風(fēng)險(xiǎn)評價(jià)及其保險(xiǎn)模式設(shè)計(jì)

【摘要】:我國是個(gè)地震頻發(fā)的國家,每次地震后都會造成巨大的經(jīng)濟(jì)損失和人員傷亡。以汶川大地震為例,地震帶來的經(jīng)濟(jì)損失為8000多億元,保險(xiǎn)公司的補(bǔ)償僅占3%,大部分的補(bǔ)償全部由政府和社會承擔(dān);但由于地震損失一般都較嚴(yán)重,由政府承擔(dān)并不是一個(gè)完美的辦法,從風(fēng)險(xiǎn)管理的角度出發(fā),如果設(shè)定一種有效的地震保險(xiǎn)模式,將會最大程度地彌補(bǔ)地震帶來的損失。針對我國的國情及經(jīng)濟(jì)發(fā)展情況,本文研究制定一個(gè)強(qiáng)制的住房地震保險(xiǎn)。 本文是從房屋地震風(fēng)險(xiǎn)評價(jià)的角度出發(fā)考慮房屋地震的風(fēng)險(xiǎn)等級,,目的是設(shè)計(jì)出一款合理的房屋地震強(qiáng)制保險(xiǎn)險(xiǎn)種,并對其中保險(xiǎn)金額及保險(xiǎn)費(fèi)率進(jìn)行計(jì)算。首先本文運(yùn)用定性與半定量相結(jié)合的方法給出了房屋地震風(fēng)險(xiǎn)的評價(jià)模型,該模型既是為了評價(jià)房屋地震的風(fēng)險(xiǎn)等級同時(shí)也為房屋地震強(qiáng)制保險(xiǎn)中計(jì)算費(fèi)率浮動提供了基礎(chǔ);其次本文設(shè)計(jì)了一個(gè)強(qiáng)制地震保險(xiǎn)及其承保模式,并且給出了房屋地震保險(xiǎn)保險(xiǎn)金額和保險(xiǎn)費(fèi)率的計(jì)算方法。運(yùn)用該方法可以計(jì)算出房屋建筑的地震保險(xiǎn)費(fèi)用,計(jì)算結(jié)果與國際地震保險(xiǎn)業(yè)的經(jīng)驗(yàn)數(shù)據(jù)較一致,為日后我國設(shè)立相關(guān)的險(xiǎn)種提供參考價(jià)值。
[Abstract]:China is a country with frequent earthquakes, each earthquake will cause huge economic losses and casualties. Take Wenchuan earthquake as an example, the economic loss caused by the earthquake is more than 800 billion yuan, the compensation of insurance companies only accounts for 3%, most of the compensation is borne by the government and society. However, because the earthquake losses are generally serious, it is not a perfect way to assume the responsibility by the government. From the point of view of risk management, if an effective earthquake insurance mode is set, it will make up for the losses caused by earthquakes to the maximum extent. In view of China's national conditions and economic development, this paper studies and formulates a compulsory housing earthquake insurance. In this paper, the risk grade of house earthquake is considered from the point of view of house earthquake risk evaluation. The purpose of this paper is to design a reasonable compulsory insurance category of house earthquake, and to calculate the amount of insurance and the insurance rate. Firstly, this paper presents a housing earthquake risk evaluation model by combining qualitative and semi-quantitative methods. The model is not only to evaluate the risk grade of house earthquake, but also to provide a basis for calculating the rate fluctuation in the compulsory insurance of house earthquake. Secondly, this paper designs a compulsory earthquake insurance and its insurance mode, and gives the calculation method of housing earthquake insurance amount and insurance rate. This method can be used to calculate the earthquake insurance costs of houses and buildings, and the calculated results are in good agreement with the empirical data of the international earthquake insurance industry, which provides reference value for the establishment of relevant insurance types in China in the future.
