【摘要】：醫(yī)保藥品價格談判可顯著提高患者對價格高昂但療效確切的專利藥、原研藥的可獲得性及可負擔(dān)性,減輕患者的用藥負擔(dān)。我國的醫(yī)保藥品談判正處于起步、探索階段,最新的醫(yī)保藥品價格談判結(jié)果即將形成,預(yù)示著我國的醫(yī)保藥品價格談判將邁入新臺階。醫(yī)保藥品談判機制應(yīng)當(dāng)具備可持續(xù)性及連續(xù)性,本文梳理我國藥品談判的進展及現(xiàn)狀,并對國際典型的藥品談判機制特點及對我國的啟示進行歸納分析,進而從設(shè)計目標(biāo)、運行機制、配套機制等方面對我國的醫(yī)保藥品價格談判機制管理體系進行設(shè)計,以期為完善我國的藥品談判機制提供借鑒,增強政策的可持續(xù)性。
[Abstract]:The price negotiation of medical insurance drugs can significantly improve the availability and affordability of patent drugs with high price but definite curative effect and lighten the burden of drug use. The negotiation of medical insurance drugs in our country is in the starting stage, exploring stage, and the latest negotiation result of medical insurance drug price is coming into being, which indicates that the negotiation of medical insurance drug price in our country will enter a new level. The mechanism of medical drug negotiation should be sustainable and continuous. This paper reviews the progress and current situation of drug negotiation in China, and summarizes and analyzes the characteristics of the international typical drug negotiation mechanism and its inspiration to China, and then analyzes the design objectives from the point of view of the international drug negotiation mechanism. This paper designs the management system of medical insurance drug price negotiation mechanism in China from the aspects of operation mechanism and supporting mechanism in order to provide reference for perfecting the drug negotiation mechanism in our country and to enhance the policy sustainability.
