【摘要】：我國傳統(tǒng)農(nóng)村合作醫(yī)療制度在維護(hù)農(nóng)民的健康、滿足農(nóng)民的醫(yī)療基本需求和減輕農(nóng)民的醫(yī)療負(fù)擔(dān)中發(fā)揮了重要的作用。但隨著我國經(jīng)濟(jì)突飛猛進(jìn)的發(fā)展，城鄉(xiāng)二元結(jié)構(gòu)矛盾的日益突出，城鄉(xiāng)差距進(jìn)一步拉大，因此導(dǎo)致的農(nóng)民“因病致貧，因病返貧”的現(xiàn)象也越來越嚴(yán)重。面對(duì)這種日益嚴(yán)重的現(xiàn)象，我國在2003年，推出了由政府組織、引導(dǎo)、支持，農(nóng)民自愿參加，個(gè)人、集體和政府多方籌資，以大病統(tǒng)籌為主的農(nóng)民醫(yī)療互助共濟(jì)制度。也就是新型農(nóng)村合作醫(yī)療制度。這與我國傳統(tǒng)農(nóng)村合作醫(yī)療制度具有本質(zhì)上的不同。新制度的推出對(duì)農(nóng)民抵御重大疾病，改善農(nóng)民生活質(zhì)量，促進(jìn)農(nóng)村社會(huì)經(jīng)濟(jì)發(fā)展具有重要意義。 其研究的目的是通過對(duì)黑龍江省新型農(nóng)村合作醫(yī)療制度運(yùn)行現(xiàn)狀進(jìn)行研究，結(jié)合國內(nèi)外農(nóng)村醫(yī)療保障制度的成功經(jīng)驗(yàn)，為黑龍江省相關(guān)部門提供可行性意見和對(duì)策，從而進(jìn)一步完善和加強(qiáng)黑龍江省新型農(nóng)村合作醫(yī)療制度的實(shí)施和發(fā)展；在研究過程中也有創(chuàng)新之處。一是在分析的角度上創(chuàng)新，分析黑龍江省新型農(nóng)村合作醫(yī)療制度運(yùn)行中存在的問題原因時(shí)，從新型農(nóng)村合作醫(yī)療制度本身的缺陷和阻礙黑龍江省新型農(nóng)村合作醫(yī)療制度運(yùn)行的障礙這兩個(gè)角度入手分析。二是對(duì)完善黑龍江新型農(nóng)村合作醫(yī)療制度的對(duì)策提出了幾點(diǎn)創(chuàng)新。 首先，對(duì)國內(nèi)外研究現(xiàn)狀進(jìn)行系統(tǒng)的評(píng)述，提出論文基本框架和創(chuàng)新點(diǎn)；其次，明晰了相關(guān)的概念和理論依據(jù)；然后，通過對(duì)黑龍江省新型農(nóng)村合作醫(yī)療制度運(yùn)行情況進(jìn)行系統(tǒng)的分析整理，指出了黑龍江省新型農(nóng)村合作醫(yī)療制度存在的問題，如資金籌集難、實(shí)際補(bǔ)償?shù)汀⒈O(jiān)管能力低等。并從新型農(nóng)村合作醫(yī)療制度本身的缺陷和黑龍江省新型農(nóng)村合作制度的運(yùn)行的障礙這兩個(gè)角度入手分析其成因；再次，通過借鑒對(duì)國外農(nóng)村醫(yī)療保障制度和國內(nèi)某些地區(qū)的新型農(nóng)村合作醫(yī)療制度運(yùn)行的先進(jìn)經(jīng)驗(yàn)，得到一些有利于黑龍江新型農(nóng)村合作醫(yī)療制度發(fā)展的啟示；最后，是提出可行性對(duì)策。結(jié)合黑龍江省的實(shí)際情況，，在籌資機(jī)制，監(jiān)管機(jī)制，補(bǔ)償方案等方面提出相關(guān)對(duì)策來進(jìn)一步完善新型農(nóng)村合作醫(yī)療制度在黑龍江省的運(yùn)行。
[Abstract]:The traditional rural cooperative medical system plays an important role in maintaining farmers' health, satisfying their basic medical needs and lightening their medical burden. However, with the rapid development of economy in China, the contradiction between urban and rural dual structure is becoming more and more prominent, and the gap between urban and rural areas is further widened. Therefore, the phenomenon of peasants "getting poor because of illness and returning to poverty due to illness" is becoming more and more serious. In the face of this increasingly serious phenomenon, in 2003, our country introduced the farmers' medical mutual aid system, which is organized, guided, supported, voluntarily participated by farmers, raised funds from individuals, collectives and governments, and focused on the coordination of serious illness. That is, the new rural cooperative medical system. This with our country traditional rural cooperative medical system has the essential difference. The introduction of the new system is of great significance for farmers to resist major diseases, improve their quality of life and promote the development of rural society and economy. The purpose of this study is to provide feasible suggestions and countermeasures for the relevant departments of Heilongjiang Province through the study of the current operation situation of the new rural cooperative medical care system in Heilongjiang Province and the successful experience of the rural medical security system at home and abroad. In order to further improve and strengthen the implementation and development of the new rural cooperative medical system in Heilongjiang Province; There are also innovations in the research process. One is to innovate from an analytical point of view and analyze the causes of the problems existing in the operation of the new rural cooperative medical system in Heilongjiang Province. This paper analyzes the defects of the new rural cooperative medical system and the obstacles hindering the operation of the new rural cooperative medical system in Heilongjiang Province. The second is to perfect Heilongjiang new rural cooperative medical system countermeasure put forward several innovation. First of all, the research status at home and abroad is systematically reviewed, the basic framework and innovation of the paper are put forward, and the related concepts and theoretical basis are clarified. Then, through a systematic analysis of the operation of the new rural cooperative medical system in Heilongjiang Province, this paper points out the problems existing in the new rural cooperative medical care system in Heilongjiang Province, such as the difficulty of raising funds, the low actual compensation, the low supervision ability and so on. And from the new rural cooperative medical system itself defects and Heilongjiang Province new rural cooperative system operation obstacles from the two angles to analyze its causes; Thirdly, by drawing lessons from the advanced experience of the foreign rural medical security system and the operation of the new rural cooperative medical care system in some areas of China, we can get some enlightenment that is conducive to the development of the new rural cooperative medical care system in Heilongjiang Province. Finally, put forward the feasible countermeasure. Combined with the actual situation in Heilongjiang Province, in the aspects of financing mechanism, supervision mechanism, compensation scheme and other related countermeasures to further improve the operation of the new rural cooperative medical system in Heilongjiang Province.
