【摘要】：社會養(yǎng)老保險制度是我國社會保障制度的重要組成部分，我國一直把建立完善的覆蓋城鄉(xiāng)居民的普惠制城鄉(xiāng)養(yǎng)老保險體系作為養(yǎng)老保險制度建設(shè)主要目標之一。但受制于各種因素的作用，農(nóng)村居民社會養(yǎng)老保險一直處于停滯階段。在強調(diào)公共產(chǎn)品和服務均等化的今天，，這自然對城鄉(xiāng)居民平等享受國家提供的社會養(yǎng)老保險權(quán)利造成威脅。 傳統(tǒng)養(yǎng)老保險均等化研究往往只關(guān)注養(yǎng)老保險管理眾多管理環(huán)節(jié)的一環(huán)，并以此來提出對策建議，但當今的社會環(huán)境越來越復雜、多變，這決定了針對養(yǎng)老保險均等化應該從多個層次、不同角度進行研究。本研究以此為指導思想，除運用社會保險學主干理論外，還融合管理運籌學、財政金融學和社會學的研究分析方法，以重慶市兩種養(yǎng)老保險為研究對象，通過構(gòu)建社會養(yǎng)老保險均等化評價指標體系，從制度覆蓋、資金籌集、基金運營、監(jiān)督管理、基金支出、保障程度六個層面分別對兩種社會養(yǎng)老保險制度均等化程度進行對比，由此得出社會養(yǎng)老保險的均等化兩種不同的現(xiàn)狀，從而分析出制約兩種養(yǎng)老保險均等化的主要因素，提出相對應的政策措施，從而給未來社會養(yǎng)老保險均等化建設(shè)提供智力支持。
[Abstract]:The social old-age insurance system is an important part of the social security system in our country. Our country has always regarded the establishment of a perfect system of urban and rural pension insurance covering urban and rural residents as one of the main objectives of the construction of the old-age insurance system. But restricted by various factors, the social endowment insurance of rural residents has been stagnant. With the emphasis on the equalization of public goods and services, this naturally threatens the equal enjoyment of the right of social endowment insurance provided by the state to urban and rural residents. The traditional research on equalization of old-age insurance is always concerned with the management of pension insurance, and puts forward some suggestions. However, the social environment is becoming more and more complex and changeable. This determines that the pension insurance equalization should be studied from multiple levels and different angles. This research takes this as the guiding ideology, in addition to the application of the main theory of social insurance, it also integrates the research and analysis methods of management operations research, finance and finance, and sociology, taking two kinds of endowment insurance in Chongqing as the research object. Through the construction of the social pension insurance equalization evaluation index system, from the system coverage, fund raising, fund operation, supervision and management, fund expenditure, the degree of security of the two social pension insurance system equalization degree were compared. From this, two different situations of equalization of social old-age insurance are obtained, and the main factors restricting the equalization of the two kinds of old-age insurance are analyzed, and corresponding policies and measures are put forward. In order to provide intellectual support for the construction of equalization of social endowment insurance in the future.
