【摘要】：進(jìn)一步完善新型農(nóng)村養(yǎng)老保險(xiǎn)制度是嚴(yán)格執(zhí)行黨的十八大精神,加快建設(shè)城鄉(xiāng)一體化保障體系的一項(xiàng)重大措施,是可以轉(zhuǎn)變我國二元制結(jié)構(gòu)和解決農(nóng)民養(yǎng)老問題的一項(xiàng)重要舉措。我國自2009年進(jìn)行新農(nóng)保的試點(diǎn)工作,歷時(shí)七年。2014年新農(nóng)保制度與城鎮(zhèn)養(yǎng)老保險(xiǎn)制度的合并,形成了城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度并且運(yùn)行兩年多,農(nóng)村養(yǎng)老保險(xiǎn)快速發(fā)展的同時(shí)有著很大的成績。安徽省近年來城鄉(xiāng)老年化現(xiàn)象嚴(yán)重,所以全面推行城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度勢(shì)在必行。安徽省無為縣是我國城居保試點(diǎn)地區(qū)之一,在各級(jí)人員的推進(jìn)下,城居保工作有著明顯的進(jìn)步,但是,也暴露出了一些問題。本文以無為縣城居保制度實(shí)施過程中的做法為研究對(duì)象,探索政策在運(yùn)行中存在的問題以及問題出現(xiàn)的原因,最后為完善無為縣城居保制度運(yùn)行情況提出對(duì)策。本文在主體結(jié)構(gòu)上主要分為六大部分。第一部分主要是對(duì)文章的研究背景、研究意義、文獻(xiàn)綜述、研究思路、研究方法以及可能存在的創(chuàng)新點(diǎn)和不足進(jìn)行闡述。第二部分是從相關(guān)概念進(jìn)行界定,分別是城居保相關(guān)概念包括老農(nóng)保、新農(nóng)保、城鎮(zhèn)居民養(yǎng)老保險(xiǎn)以及城鄉(xiāng)居民養(yǎng)老保險(xiǎn)的概念進(jìn)行界定,同時(shí)對(duì)城居保所涉及的理論包括福利經(jīng)濟(jì)學(xué)、公共產(chǎn)品以及可持續(xù)理論進(jìn)行闡述。第三部分列舉了一些無為縣城居保制度運(yùn)行的主要做法和主要成就,正是這些積極的手段才能不斷加快無為縣城居保制度的有效運(yùn)行,同時(shí)在做法和成就中根據(jù)自己的思考發(fā)現(xiàn)問題,為后文中分析制度運(yùn)行的問題做了鋪墊。第四部分是分析無為縣城居保制度運(yùn)行中出現(xiàn)的問題,從宏觀著手的同時(shí)對(duì)無為縣自身做法不斷的進(jìn)行反思,認(rèn)識(shí)到自身在制度推行過程中存在的一系列問題。第五部分主要是對(duì)無為縣城居保制度存在的問題進(jìn)行原因分析,只有明白問題的原因,才可以為解決問題提供方法和思路。第六部分是根據(jù)以上提到的問題,從補(bǔ)貼制度、基層建設(shè)、參保機(jī)制以及管理能力的拔高等方面提出一系列相應(yīng)的對(duì)策,旨在積極的解決無為縣城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度在運(yùn)行中的問題,為制度的進(jìn)一步完善和發(fā)展提出思路。隨著我國老齡化問題的不斷加重,運(yùn)行合乎實(shí)際的養(yǎng)老保險(xiǎn)制度,徹底地解決農(nóng)民的養(yǎng)老問題,以農(nóng)民的權(quán)益為出發(fā)點(diǎn),可以維護(hù)農(nóng)民的切身利益。對(duì)促進(jìn)社會(huì)公平正義以及解決人口老齡化問題也有著重要意義。
[Abstract]:Further improving the new rural old-age insurance system is a major measure to strictly implement the spirit of the 18th CPC National Congress and speed up the construction of a urban-rural integrated security system. It is an important measure to change the structure of dual system and solve the problem of peasant pension. The pilot work of new rural insurance in China has been carried out for seven years since 2009. The combination of the new rural insurance system and the urban old-age insurance system in 2014 has formed the basic old-age insurance system for urban and rural residents and has been running for more than two years. The rapid development of rural endowment insurance at the same time has a lot of achievements. In recent years, the phenomenon of urban and rural aging in Anhui Province is serious, so it is imperative to carry out the basic old-age insurance system for urban and rural residents. Wuwei County in Anhui Province is one of the pilot areas in our country. With the promotion of personnel at all levels, the work of urban housing insurance has made obvious progress, but some problems have also been exposed. This paper takes the practice of Wuwei County City Residential Insurance system as the research object, explores the problems existing in the operation of the policy and the causes of the problems, and finally puts forward some countermeasures to improve the operation of Wuwei County Urban Residential Insurance system. This paper is divided into six parts in the main structure. The first part is the research background, significance, literature review, research ideas, research methods and possible innovative points and shortcomings. The second part is to define the related concepts, including the old rural insurance, the new rural insurance, the urban residents pension insurance and the urban and rural residents pension insurance. At the same time, the related theories of urban housing insurance include welfare economics, public goods and sustainable theory. The third part lists some of the main practices and achievements of the Wuwei County Urban Residential Insurance system. It is these positive measures that can continuously speed up the effective operation of Wuwei County Urban Residential Insurance system. At the same time, according to their own thinking, we find problems in the practice and achievements, which pave the way for the later analysis of the system operation. The fourth part is to analyze the problems in the operation of Wuwei County housing insurance system, from the macro point of view, at the same time to constantly reflect on the practices of Wuwei County, realize their own in the implementation of the system in the process of a series of problems. The fifth part mainly analyzes the causes of the problems existing in Wuwei County. Only by understanding the reasons of the problems can we provide methods and ideas for solving the problems. In the sixth part, according to the problems mentioned above, a series of corresponding countermeasures are put forward from the aspects of subsidy system, grass-roots construction, the mechanism of participating in insurance and the improvement of management ability. The purpose is to solve the problem of urban and rural residents' endowment insurance system in Wuwei County, and put forward some ideas for the further improvement and development of the system. With the aggravation of the aging problem in our country, it is possible to maintain the vital interests of the peasants by running the old-age insurance system in accordance with the reality and solving the problem of the peasants' old-age support thoroughly, taking the farmers' rights and interests as the starting point. It is also of great significance to promote social equity and justice and to solve the problem of population aging.
