【摘要】：正由于農(nóng)業(yè)風(fēng)險(xiǎn)的相對(duì)集中性、風(fēng)險(xiǎn)損失的相對(duì)嚴(yán)重性等,許多國(guó)家采用了政府與市場(chǎng)相結(jié)合的方法,通過(guò)設(shè)計(jì)合理的運(yùn)行機(jī)制,提供必要的政策扶持農(nóng)業(yè)是國(guó)民經(jīng)濟(jì)的基礎(chǔ),農(nóng)業(yè)發(fā)展關(guān)系到國(guó)民經(jīng)濟(jì)的持續(xù)健康發(fā)展和構(gòu)建和諧社會(huì)。2012年11月《農(nóng)業(yè)保險(xiǎn)條例》出臺(tái),2013年1月《中共中央國(guó)務(wù)院關(guān)于加快發(fā)展現(xiàn)代農(nóng)業(yè)進(jìn)一步增強(qiáng)農(nóng)村發(fā)展活力的若干意見(jiàn)》發(fā)布,均明確提出要健全政策性農(nóng)業(yè)保險(xiǎn)制度,為農(nóng)業(yè)保險(xiǎn)發(fā)展提供了新的契機(jī)。
[Abstract]:Because of the relative centralization of agricultural risk and the relative severity of risk loss, many countries adopt the method of combining government with market, and provide the necessary policies to support agriculture by designing reasonable operation mechanism, which is the foundation of national economy. Agricultural development is related to the sustained and healthy development of the national economy and the construction of a harmonious society. In November 2012, the regulations on Agricultural Insurance were promulgated, and in January 2013, the CPC Central Committee and the State Council on speeding up the development of modern agriculture further enhanced rural development. "A number of dynamic opinions" published, It is clear that we should perfect the policy-oriented agricultural insurance system, which provides a new opportunity for the development of agricultural insurance.
