【摘要】：我國是一個農(nóng)業(yè)大國,又是農(nóng)業(yè)自然災(zāi)害頻發(fā)的國家。對農(nóng)業(yè)巨災(zāi)風(fēng)險保障政策進行績效評估并作出相應(yīng)完善,對保障農(nóng)戶收益、提高政府的工作效率及對我國政策性農(nóng)業(yè)保險的發(fā)展完善具有重要意義。目前,國內(nèi)對農(nóng)業(yè)巨災(zāi)風(fēng)險保障的研究已經(jīng)相對成熟,但針對農(nóng)業(yè)巨災(zāi)風(fēng)險保障政策的評估研究還不多,且大多屬于定性研究,缺少相對科學(xué)合理的政策績效評估體系,這不利于農(nóng)業(yè)巨災(zāi)風(fēng)險保障政策的長效發(fā)展。本文結(jié)合定量研究與定性研究,綜合準公共品理論、政府公共政策績效評估理論等相關(guān)理論,以經(jīng)濟性、效率性、公平性作為構(gòu)成要素,基于AHP層次分析法,通過這三大指標(biāo)方面來構(gòu)建農(nóng)業(yè)巨災(zāi)風(fēng)險保障政策績效評估體系。全文主要為以下五個部分。 第一部分是導(dǎo)論。從研究背景及研究意義展開,對有關(guān)農(nóng)業(yè)巨災(zāi)風(fēng)險分散研究及政府公共政策績效評估的相關(guān)文獻進行了回顧和梳理,在前文的研究基礎(chǔ)上提出了本文的研究框架、方法、可能的創(chuàng)新與不足之處。第二部分首先界定了農(nóng)業(yè)巨災(zāi)風(fēng)險、農(nóng)業(yè)巨災(zāi)風(fēng)險保障政策及農(nóng)業(yè)巨災(zāi)風(fēng)險保障政策績效評估等相關(guān)概念,引出農(nóng)業(yè)巨災(zāi)風(fēng)險保障政策績效評估的意義,接著提出了進行績效評估的理論依據(jù)。第三部分提出評估原則、評估研究方法,以經(jīng)濟性、效率性、社會性作為構(gòu)成要素,構(gòu)建農(nóng)業(yè)巨災(zāi)風(fēng)險保障政策績效評估體系。基于AHP層次分析法,計算指標(biāo)體系的權(quán)重,并根據(jù)權(quán)重進行排序。第四部分依據(jù)前一章的指標(biāo)體系,結(jié)合各種統(tǒng)計資料,對相關(guān)指標(biāo)數(shù)據(jù)的收集、整理和計算,由此得到四川農(nóng)業(yè)巨災(zāi)風(fēng)險保障政策績效評估體系結(jié)果。第五部分通過總結(jié)四川省農(nóng)業(yè)巨災(zāi)風(fēng)險保障政策實施成果,提出針對性政策建議。
[Abstract]:China is a large agricultural country, and agricultural natural disasters occur frequently in the country. It is of great significance to evaluate and improve the performance of agricultural catastrophe risk protection policy in order to ensure the income of farmers, improve the efficiency of government work and improve the development of policy-oriented agricultural insurance in China. At present, the domestic research on agricultural catastrophe risk security has been relatively mature, but the evaluation of agricultural catastrophe risk protection policy research is not many, and most of them belong to qualitative research, and lack of a relatively scientific and reasonable policy performance evaluation system. This is not conducive to agricultural catastrophe risk protection policy long-term development. This paper combines quantitative and qualitative research, synthesizes the theory of quasi-public goods and the theory of performance evaluation of government public policy, taking economy, efficiency and fairness as the constituent elements, based on AHP Analytic hierarchy process (AHP). Through these three indicators to construct the agricultural catastrophe risk protection policy performance evaluation system. This paper mainly consists of the following five parts. The first part is an introduction. From the background and significance of the research, this paper reviews and combs the relevant literature on agricultural catastrophe risk dispersion and government public policy performance evaluation, and puts forward the research framework and methods of this paper on the basis of the previous research. Possible innovations and deficiencies. The second part defines the agricultural catastrophe risk, agricultural catastrophe risk protection policy and agricultural catastrophe risk guarantee policy performance evaluation and other related concepts, leading to the significance of agricultural catastrophe risk protection policy performance evaluation. Then put forward the theoretical basis for performance evaluation. The third part puts forward the evaluation principle, evaluation research method, taking economy, efficiency and sociality as the constituent element, constructs the agricultural catastrophe risk safeguard policy performance appraisal system. Based on the AHP analytic hierarchy process, the weight of the index system is calculated and sorted according to the weight. The fourth part according to the previous chapter of the index system, combined with various statistical data, the collection, collation and calculation of relevant index data, from which we can get the results of Sichuan agricultural catastrophe risk protection policy performance evaluation system. The fifth part summarizes the implementation results of agricultural catastrophe risk protection policy in Sichuan Province, and puts forward targeted policy recommendations.
