從爭(zhēng)論到認(rèn)同:養(yǎng)老金改革的國(guó)際實(shí)踐及啟示

【摘要】：自20世紀(jì)80年代開(kāi)始,人口老齡化趨勢(shì)的加快對(duì)各國(guó)公共養(yǎng)老金造成了巨大的沖擊,國(guó)際上掀起了養(yǎng)老金改革的風(fēng)潮與爭(zhēng)論。21世紀(jì)以來(lái),多元化養(yǎng)老體系在各國(guó)構(gòu)建實(shí)踐過(guò)程中也逐步得到國(guó)際社會(huì)的普遍認(rèn)同。國(guó)際養(yǎng)老金改革的實(shí)踐和經(jīng)驗(yàn)對(duì)完善我國(guó)養(yǎng)老保障體系具有非常重要的啟示意義:首先,逐步完善多元化養(yǎng)老金體系,促進(jìn)DB與DC計(jì)劃共同發(fā)展;其次,進(jìn)一步深化公共養(yǎng)老金改革,不斷拓廣其覆蓋面;最后,促進(jìn)企業(yè)年金和職業(yè)年金的發(fā)展,使其能真正成為養(yǎng)老保險(xiǎn)體系的第二支柱。
[Abstract]:Since the 1980s, the accelerated trend of population aging has caused a huge impact on public pensions in various countries. Since the beginning of the 21st century, there has been a wave of pension reform and controversy in the world. The diversified pension system has been gradually accepted by the international community in the process of construction practice. The practice and experience of the international pension reform have very important enlightenment significance to perfect the pension security system of our country: first, to perfect the diversified pension system step by step, to promote the DB and the DC plan to develop together; secondly, Further deepen the reform of public pension and expand its coverage; finally, promote the development of occupational pension and enterprise annuity, so that it can become the second pillar of the pension insurance system.
