【摘要】：在中國的居民飲食消費中,豬肉的消費量占比歷來較大,豬肉價格的上漲會拉動居民消費價格指數(shù)的上漲,影響居民的基本生活質(zhì)量。生豬養(yǎng)殖亦歷來都是農(nóng)村經(jīng)濟的支柱產(chǎn)業(yè),生豬市場的波動會影響農(nóng)民收入和農(nóng)業(yè)發(fā)展。為穩(wěn)定生豬養(yǎng)殖產(chǎn)業(yè),國家在不斷的推進運用市場的資源和力量對影響生豬養(yǎng)殖產(chǎn)業(yè)的風險進行有效管理。根據(jù)現(xiàn)代風險管理理念以及參考發(fā)達國家經(jīng)驗,運用保險的機制在畜牧業(yè)風險管理中進行風險損失分攤,降低經(jīng)濟損失是發(fā)展畜牧業(yè)的重要途經(jīng)。濟源市為河南省的生豬養(yǎng)殖大市,其農(nóng)業(yè)保險工作始終走在全省前列。從2007年至今堅持探索利用生豬保險產(chǎn)品對影響生豬養(yǎng)殖產(chǎn)業(yè)發(fā)展的三大主要風險即自然災(zāi)害、疫病、市場價格波動帶來的不確定性損失進行管理。近八年來,濟源市在實踐中形成了適合自身產(chǎn)業(yè)發(fā)展的生豬保險管理體系,實實在在的維護了農(nóng)戶經(jīng)濟利益,并穩(wěn)定的促進了生豬養(yǎng)殖業(yè)在當?shù)氐陌l(fā)展。研究濟源市生豬保險體系的建立過程,有助于為省內(nèi)及國內(nèi)其他地區(qū)在開展生豬保險工作中提供樣板經(jīng)驗,因此選取濟源市生豬保險體系為研究對象,實地走訪濟源市畜牧局、財產(chǎn)保險公司并收集大量信息及數(shù)據(jù)。首先全面解析濟源市生豬養(yǎng)殖的情況以及在養(yǎng)殖中所面臨的不同風險,財產(chǎn)保險公司在不同的階段開發(fā)了有針對性的保險產(chǎn)品,詳細對能繁母豬保險、育肥豬保險產(chǎn)品進行解讀。其次通過梳理,發(fā)現(xiàn)在建立生豬保險管理體系過程中的出現(xiàn)的問題,總結(jié)濟源市畜牧局和財產(chǎn)保險公司進行的改善措施,并對實施效果進行分析和評估。根據(jù)生豬保險產(chǎn)品的未來發(fā)展方向,同時對創(chuàng)新性的生豬價格指數(shù)保險產(chǎn)品進行產(chǎn)品開發(fā)的研究,收集國內(nèi)部分地區(qū)所進行的生豬價格指數(shù)保險的試點資料和數(shù)據(jù)并進行實證分析比較,對濟源市將要實施的生豬價格指數(shù)保險的情況進行分析預(yù)測。在農(nóng)業(yè)保險的發(fā)展中,中國市場和國際發(fā)達國家市場在環(huán)境、技術(shù)、政策等多方面具有差距,選取美國和加拿大的生豬價格保險,對其產(chǎn)品開發(fā)原理、產(chǎn)品內(nèi)容、運營環(huán)境進行比較分析,從而對國內(nèi)財產(chǎn)保險公司在生豬價格指數(shù)保險在未來的發(fā)展上提供一定的經(jīng)驗借鑒,使生豬保險產(chǎn)品的創(chuàng)新上有所參考。
[Abstract]:Pork consumption has always accounted for a large proportion of Chinese residents' dietary consumption. The rise of pork price will lead to the rise of consumer price index and affect the basic quality of life of the residents. Pig farming has always been a pillar industry in rural economy. The fluctuation of pig market will affect farmers' income and agricultural development. In order to stabilize the pig breeding industry, the country is constantly promoting the use of market resources and power to effectively manage the risks that affect the pig breeding industry. According to the concept of modern risk management and the experience of developed countries, it is an important way to develop animal husbandry to use the mechanism of insurance to share risk loss in animal husbandry risk management and to reduce economic loss. Jiyuan City is a pig breeding city in Henan Province, its agricultural insurance work has always been in the forefront of the province. From 2007 to now, the use of pig insurance products to manage the three main risks that affect the development of pig breeding industry, namely natural disaster, epidemic disease, market price fluctuation, uncertainty loss management. In the past eight years, Jiyuan City has formed a pig insurance management system suitable for the development of its own industry in practice, which has maintained the economic interests of farmers and steadily promoted the development of pig breeding industry in the local area. The study on the establishment process of the pig insurance system in Jiyuan City is helpful to provide the model experience for developing the pig insurance system in the province and other areas in China. Therefore, the pig insurance system of Jiyuan City is selected as the research object, and the animal husbandry bureau of Jiyuan City is visited on the spot. Property insurance companies also collect large amounts of information and data. First of all, we comprehensively analyze the situation of pig breeding in Jiyuan City and the different risks faced in the breeding process. Property insurance companies have developed targeted insurance products at different stages to insure the fertile sows in detail. Fattening pig insurance products for interpretation. Secondly, through combing, found the problems in the establishment of pig insurance management system, summarized the improvement measures carried out by Jiyuan City Animal and Shepherd Bureau and property Insurance Company, and analyzed and evaluated the effect of the implementation. According to the future development direction of pig insurance products, and the innovative pig price index insurance product development, This paper collects the experimental data and data of pig price index insurance in some parts of China, and makes an empirical analysis and comparison, and analyzes and forecasts the situation of pig price index insurance to be implemented in Jiyuan city. In the development of agricultural insurance, there is a gap between Chinese market and developed country market in environment, technology, policy and so on. The operation environment is compared and analyzed so as to provide some experience and reference for domestic property insurance companies in the future development of pig price index insurance and the innovation of pig insurance products.
