農(nóng)業(yè)保險(xiǎn)中信息技術(shù)的應(yīng)用現(xiàn)狀與問(wèn)題研究

【摘要】:農(nóng)業(yè)保險(xiǎn)可以有效防范農(nóng)業(yè)生產(chǎn)中存在的風(fēng)險(xiǎn)、有效化解農(nóng)業(yè)生產(chǎn)過(guò)程中的災(zāi)害損失、營(yíng)造良好的農(nóng)業(yè)生產(chǎn)環(huán)境,是一項(xiàng)創(chuàng)新制度和政策安排,也是改變財(cái)政資金支農(nóng)、惠農(nóng)方式、完善財(cái)政宏觀調(diào)控措施的一項(xiàng)重要手段。農(nóng)業(yè)保險(xiǎn)可以使被保險(xiǎn)農(nóng)戶在遭受保險(xiǎn)責(zé)任范圍內(nèi)的災(zāi)害后及時(shí)得到經(jīng)濟(jì)補(bǔ)償,可以通過(guò)轉(zhuǎn)移和分散風(fēng)險(xiǎn),以保險(xiǎn)金賠償支付的方式來(lái)保障農(nóng)民生活和農(nóng)業(yè)生產(chǎn)的穩(wěn)定;有助于保障農(nóng)業(yè)生產(chǎn)的持續(xù)穩(wěn)定發(fā)展,使大額的不確定的農(nóng)業(yè)風(fēng)險(xiǎn)損失,轉(zhuǎn)化為小額的固定的農(nóng)業(yè)保險(xiǎn)費(fèi)的繳納;農(nóng)業(yè)保險(xiǎn)在直接促進(jìn)農(nóng)業(yè)生產(chǎn)經(jīng)營(yíng)活動(dòng)健康穩(wěn)定發(fā)展的同時(shí),也間接保證整個(gè)國(guó)民經(jīng)濟(jì)的協(xié)調(diào)發(fā)展尤其是農(nóng)業(yè)經(jīng)濟(jì)的穩(wěn)步發(fā)展。同時(shí),農(nóng)業(yè)保險(xiǎn)的介入是農(nóng)業(yè)生產(chǎn)能夠正常進(jìn)行,平衡農(nóng)產(chǎn)品的供求狀況,穩(wěn)定日常生活水平,進(jìn)而影響社會(huì)各階層人們的正常生活。 隨著農(nóng)業(yè)保險(xiǎn)市場(chǎng)規(guī)模的不斷擴(kuò)大其保險(xiǎn)覆蓋面積,,參保農(nóng)戶數(shù)量和保險(xiǎn)品種不斷的增加。外向型粗放的農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)和管理模式帶來(lái)的技術(shù)含量不高、查勘定損的依據(jù)性和科學(xué)性不強(qiáng)、服務(wù)能力和服務(wù)水平亟待提高等問(wèn)題。具體表現(xiàn)在農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)的關(guān)鍵環(huán)節(jié)上仍采用依靠傳統(tǒng)經(jīng)驗(yàn)的人為定性方式開(kāi)展工作,缺乏定量的數(shù)據(jù)分析,造成承保、定損和理賠難。如何解決這一歷史難題,農(nóng)業(yè)信息化技術(shù)的引入成為一種順其自然的探索方式。數(shù)據(jù)庫(kù)、“3S”系統(tǒng)、無(wú)人機(jī)等信息化技術(shù)手段在農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)過(guò)程中的嘗試,能夠有效解決在經(jīng)營(yíng)過(guò)程中出現(xiàn)的主要的問(wèn)題,為農(nóng)業(yè)保險(xiǎn)的發(fā)展注入了一劑“助推針”。本選題結(jié)合農(nóng)業(yè)保險(xiǎn)的發(fā)展現(xiàn)狀,深入分析現(xiàn)階段農(nóng)業(yè)保險(xiǎn)市場(chǎng)對(duì)于農(nóng)業(yè)信息技術(shù)的應(yīng)用,剖析在應(yīng)用過(guò)程中產(chǎn)生的各種問(wèn)題,從而進(jìn)一步探索農(nóng)業(yè)信息技術(shù)在農(nóng)業(yè)保險(xiǎn)中的應(yīng)用前景。 本文主要研究區(qū)域?yàn)槲覈?guó)“小家庭”式農(nóng)業(yè)生產(chǎn)的代表省份之一--四川省,研究對(duì)象主要以四川省內(nèi)已開(kāi)辦農(nóng)業(yè)保險(xiǎn)業(yè)務(wù)的保險(xiǎn)公司在農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)過(guò)程中對(duì)信息技術(shù)使用情況為主要基礎(chǔ)。在對(duì)參考文獻(xiàn)充分分析和參閱的基礎(chǔ)上,以我省農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)中已投入探索應(yīng)用的“3S”集成技術(shù)、數(shù)據(jù)庫(kù)系統(tǒng)、無(wú)人機(jī)系統(tǒng)等信息技術(shù)的代表性案例進(jìn)行應(yīng)用結(jié)果分析,運(yùn)用SWOT分析方法對(duì)農(nóng)業(yè)保險(xiǎn)中信息技術(shù)的應(yīng)用現(xiàn)狀進(jìn)行研究。綜合分析了信息技術(shù)投入使用后農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)機(jī)構(gòu)的經(jīng)營(yíng)意愿和投保農(nóng)戶的接受程度以及這一過(guò)程中存在的問(wèn)題和解決方案,從現(xiàn)行應(yīng)用水平下手深入研究在農(nóng)業(yè)保險(xiǎn)經(jīng)營(yíng)過(guò)程中信息技術(shù)對(duì)其影響程度和存在的問(wèn)題。最終提出加快農(nóng)業(yè)信息數(shù)據(jù)基礎(chǔ)建設(shè)、農(nóng)業(yè)信息共享與農(nóng)業(yè)信息技術(shù)共建和加快農(nóng)業(yè)信息的差異化建設(shè)的相關(guān)意見(jiàn)和建議,為信息技術(shù)能夠更好的適應(yīng)于農(nóng)業(yè)保險(xiǎn)的經(jīng)營(yíng)提出了合理化建議。
[Abstract]:Agricultural insurance can effectively prevent the risks in agricultural production, effectively resolve the disaster losses in the agricultural production process, create a good agricultural production environment, is an innovative system and policy arrangements, but also change the financial funds to support agriculture. Benefit agriculture way, perfect a major means of financial macroscopical regulation and control measure. Agricultural insurance can make insured farmers get economic compensation in time after suffering disasters within the scope of insurance liability, and can ensure the stability of farmers' life and agricultural production by means of transferring and distributing risks and paying for insurance compensation. It will help to ensure the sustained and stable development of agricultural production, so that large and uncertain agricultural risk losses can be converted into small and fixed payment of agricultural insurance premiums; while agricultural insurance directly promotes the healthy and stable development of agricultural production and management activities, It also indirectly ensures the coordinated development of the entire national economy, especially the steady development of the agricultural economy. At the same time, the intervention of agricultural insurance is that agricultural production can be carried out normally, balance the supply and demand of agricultural products, stabilize the daily living standard, and then affect the normal life of people of all social strata. With the expansion of agricultural insurance market, the number of insured farmers and the variety of insurance are increasing. The extroverted and extensive agricultural insurance management and management mode brings not high technical content, the basis and scientific nature of the investigation and determination of damage is not strong, and the service ability and service level need to be improved urgently. The concrete manifestation is that the key link of the agricultural insurance management still adopts the artificial qualitative way which relies on the traditional experience to carry on the work, lacks the quantitative data analysis, causes the underwriting, the fixed loss and the claim to be difficult. How to solve this historical problem, the introduction of agricultural information technology has become a natural exploration. The attempt of database, "3s" system, UAV and other information technology means in the course of agricultural insurance management can effectively solve the main problems in the course of management, and inject a dose of "booster needle" into the development of agricultural insurance. Combined with the current development of agricultural insurance, this topic deeply analyzes the application of agricultural information technology in the agricultural insurance market at this stage, and analyzes the various problems arising in the process of application. Further explore the application prospect of agricultural information technology in agricultural insurance. The main research area of this paper is Sichuan Province, one of the representative provinces of "small family" agricultural production in China. The main research objects are based on the use of information technology in agricultural insurance business of insurance companies in Sichuan province. On the basis of full analysis and reference of references, the application results of typical cases of "3s" integration technology, database system, UAV system, and so on, which have been put into exploration and application in agricultural insurance management in our province, are analyzed. The application of information technology in agricultural insurance is studied by using SWOT analysis method. The paper synthetically analyzes the management will of agricultural insurance management institutions and the acceptance degree of insured farmers after the use of information technology, as well as the existing problems and solutions in this process. The influence of information technology on agricultural insurance and its existing problems are studied from the current level of application. Finally, the paper puts forward some suggestions and suggestions on speeding up the construction of agricultural information data infrastructure, agricultural information sharing and agricultural information technology, and accelerating the construction of agricultural information differentiation. For the information technology can better adapt to the management of agricultural insurance put forward reasonable suggestions.
