【摘要】：大病保險(xiǎn)是我國(guó)簡(jiǎn)政放權(quán)、建設(shè)服務(wù)型政府的重要嘗試。在政府購買服務(wù)的發(fā)展模式下,有效監(jiān)管是保障和提升大病保險(xiǎn)制度效果的關(guān)鍵環(huán)節(jié)。文章首先剖析了大病保險(xiǎn)"服務(wù)外包"的運(yùn)行機(jī)制及其特征,隨后從理論上探討了大病保險(xiǎn)的法律屬性和監(jiān)管責(zé)任。在此基礎(chǔ)上,文章從監(jiān)管責(zé)任、監(jiān)管主體、監(jiān)管內(nèi)容、監(jiān)管方式和手段等方面對(duì)目前大病保險(xiǎn)監(jiān)管存在的主要問題進(jìn)行了分析。最后,針對(duì)上述問題,文章提出要重新明晰政府的責(zé)任邊界、建立多部門溝通協(xié)調(diào)機(jī)制、盡快制訂省級(jí)統(tǒng)一的招標(biāo)規(guī)范、建立完善的績(jī)效評(píng)估機(jī)制、大力推行信息共享和數(shù)字化監(jiān)管手段,以實(shí)現(xiàn)大病保險(xiǎn)的有效監(jiān)管。
[Abstract]:Serious illness insurance is an important attempt to simplify government administration and build a service-oriented government. Under the development mode of government purchasing service, effective supervision is the key link to protect and improve the effect of the insurance system for serious illness. This paper first analyzes the operating mechanism and characteristics of "service outsourcing" in the insurance of serious illness, and then theoretically discusses the legal attribute and supervisory responsibility of the insurance of serious illness. On this basis, the article analyzes the main problems existing in the supervision of serious illness insurance from the aspects of supervision responsibility, main body of supervision, content of supervision, ways and means of supervision and so on. Finally, in view of the above problems, the article proposes to clarify the responsibility boundary of the government, to establish a multi-department communication and coordination mechanism, to formulate unified bidding norms at the provincial level as soon as possible, and to establish a perfect performance evaluation mechanism. In order to realize the effective supervision of serious illness insurance, we should promote information sharing and digital supervision.
