【摘要】：2011年7月1日，我國城鎮(zhèn)居民養(yǎng)老保險試點開始啟動，并在2011年年底實現(xiàn)全國60%的地區(qū)實行試點覆蓋。爭取在2012年基本實現(xiàn)養(yǎng)老保險社會全覆蓋。目前我國城鎮(zhèn)居民養(yǎng)老保險制度目還處于試點階段，它的持續(xù)性將直接關(guān)系到我國能否實現(xiàn)養(yǎng)老保險制度的全覆蓋。2011年12月11日上海市城鎮(zhèn)居民養(yǎng)老保險辦法公布，市政府就此召開工作推進會議布置實施，要求2011年年底前實現(xiàn)城鎮(zhèn)居民養(yǎng)老保險制度全覆蓋，全面實現(xiàn)城鎮(zhèn)無保居民“老有所養(yǎng)”。在最近召開的第十八次代表大會上，，胡錦濤提出了要加強民生建設(shè)方面的工作，要切實解決關(guān)系廣大人民群眾利益的問題，使每個人都可以實現(xiàn)老有所養(yǎng)。上海作為全國老齡化程度最高的城市，城鎮(zhèn)居民養(yǎng)老保險的運行狀況對整個養(yǎng)老保險體系的運營具有重要的意義。 本文主要對城鎮(zhèn)居民養(yǎng)老保險基金未來的運行情況進行研究，基金支付能力直接關(guān)系到國家經(jīng)濟的發(fā)展，社會的安定甚至?xí)绊懫渌麌艺叩膱?zhí)行，同時也會人們的消費和就業(yè)產(chǎn)生影響。因此，對城鎮(zhèn)居民養(yǎng)老保險基金收支問題的研究具有重要的現(xiàn)實意義。本文重點對上海市城鎮(zhèn)居民養(yǎng)老保險基金的運營狀況進行分析預(yù)測。 本文以調(diào)查所得的上海市城鎮(zhèn)居民養(yǎng)老保險基金的繳費情況數(shù)據(jù)為基礎(chǔ)，利用系統(tǒng)動力學(xué)方法對城鎮(zhèn)居民養(yǎng)老保險基金來幾十年的運行狀況進行了測算與分析，可以盡早發(fā)現(xiàn)社�；疬\營過程中存在的問題，防患于未然，及時的采取應(yīng)對措施，從而規(guī)避可能產(chǎn)生的風(fēng)險；為政府以及相關(guān)職能部門制定社會保險基金繳納、管理、運營政策，及相關(guān)法規(guī)提供重要依據(jù)。并有針對性的提出了解決的對策，以期實現(xiàn)上海城鎮(zhèn)居民養(yǎng)老保險基金的平衡發(fā)展。
[Abstract]:On July 1, 2011, the pilot program of urban residents' old-age insurance began in China, and 60% of the regions in China were covered by the pilot at the end of 2011. Strive for the basic realization of social coverage of pension insurance in 2012. At present, the pension insurance system for urban residents in China is still in the pilot stage, and its sustainability will directly affect whether we can realize the full coverage of the pension insurance system in our country. On December 11, 2011, the measures for the old-age insurance of urban residents of Shanghai have been announced. In this regard, the municipal government held a work to promote the implementation of the conference arrangement, requiring that the old-age insurance system of urban residents be fully covered by the end of 2011, and that the urban residents without insurance be fully supported by the elderly. At the recent 18th Congress, Hu Jintao proposed to strengthen the work of building the people's livelihood, to effectively solve problems related to the interests of the broad masses of the people, so that everyone can realize a sense of security for the elderly. Shanghai is the city with the highest degree of aging in China. The operation of urban residents' pension insurance is of great significance to the operation of the whole pension insurance system. This paper mainly studies the future operation of the pension insurance fund for urban residents. The fund's ability to pay is directly related to the development of national economy, and social stability will even affect the implementation of other countries' policies. It will also have an impact on people's consumption and employment. Therefore, it is of great practical significance to study the income and expenditure of pension insurance fund for urban residents. This paper focuses on the analysis and prediction of the operation of pension fund for urban residents in Shanghai. Based on the investigation data of the urban residents' pension insurance fund in Shanghai, this paper calculates and analyzes the operating status of the pension insurance fund for urban residents in the past several decades by using the system dynamics method. We can find the problems in the operation of the social security fund as soon as possible, take timely measures to avoid the possible risks, and formulate the social insurance fund payment and management for the government and related functional departments. Operation policy, and related regulations to provide important basis. Some countermeasures are put forward in order to realize the balanced development of pension fund for urban residents in Shanghai.
