【摘要】：正今年全國兩會期間,代表委員們就養(yǎng)老保險雙軌制、養(yǎng)老金入市等問題各抒己見,養(yǎng)老保險制度再次成為社會關(guān)注焦點。早在1952年,政務(wù)院就頒布了《勞動保險條例》,開始構(gòu)建養(yǎng)老保險制度。1991年,國務(wù)院頒布《關(guān)于企業(yè)職工養(yǎng)老保險制度改革的決定》,采取社會統(tǒng)籌與個人賬戶結(jié)合的模式,建立了城鎮(zhèn)職工基本養(yǎng)老保險。2009年,國務(wù)院出臺《關(guān)于開展新型農(nóng)村社會養(yǎng)老保險試點的指導(dǎo)意見》,通過個人繳費、集體補(bǔ)助、政府補(bǔ)貼的方式,鼓勵農(nóng)村居民自愿參保。2011年,國務(wù)院出臺《關(guān)于開展城鎮(zhèn)居民社
[Abstract]:During this year's two sessions of the National people's Congress, the deputies and committee members expressed their views on such issues as the dual system of old-age insurance and the entry of pensions into the market, and the pension insurance system once again became the focus of attention of the society. As early as 1952, the Administrative Council promulgated the "regulations on Labor Insurance" and began to construct an old-age insurance system. In 1991, the State Council promulgated the "decision on the Reform of the Endowment Insurance system for Enterprise employees", which adopted the model of integrating social planning with personal accounts. The basic old-age insurance for urban workers was established. In 2009, the State Council issued the guidelines on the pilot of a New Type of Rural Social Endowment Insurance, encouraging rural residents to participate voluntarily in 2011 through individual contributions, collective subsidies and government subsidies.
