【摘要】：正1978～2006年,財政部通過制定保險代理手續(xù)費率上限的方式,一直將代理手續(xù)費率納入行政管制范圍。2006年,財政部頒布《金融企業(yè)財務規(guī)則》,取消了這一限制。但政府部門是否應該對代理手續(xù)費率進行監(jiān)管,仍然是保險業(yè)長期爭論的焦點話題,還未形成共識。監(jiān)管必要性的兩點商榷手續(xù)費率監(jiān)管目標的合理性。有觀點認為,在保險費率嚴格管制的條件下,保險市場競爭主要體現(xiàn)為手續(xù)費率競爭,為維護市場秩序、防止惡
[Abstract]:From 1978 to 2006, the Ministry of Finance, by making the upper limit of the insurance agency fee rate, has always brought the agency fee rate into the scope of administrative control. In 2006, the Ministry of Finance promulgated the Financial rules for Financial Enterprises and abolished this restriction. But whether the agency fee rate should be regulated by the government is still the focus of the insurance industry for a long time, there is no consensus. Two points about the necessity of supervision the reasonableness of the aim of the supervision of handling fee rate. It is believed that under the condition of strict control of insurance rate, the competition in the insurance market is mainly reflected in the competition of handling fee rate, in order to maintain market order and prevent evil.
