【摘要】：本文在梳理世界范圍內(nèi)農(nóng)業(yè)保險(xiǎn)發(fā)展策略,總結(jié)理論論述的基礎(chǔ)上,通過(guò)實(shí)證檢驗(yàn)證實(shí)了當(dāng)前我國(guó)政府介入的、以農(nóng)業(yè)保險(xiǎn)補(bǔ)貼為主的發(fā)展策略使得農(nóng)業(yè)保險(xiǎn)市場(chǎng)發(fā)展與農(nóng)業(yè)增產(chǎn)之間缺乏良性互動(dòng)。長(zhǎng)期來(lái)看,不具有可持續(xù)性。農(nóng)業(yè)保險(xiǎn)的發(fā)展需借鑒國(guó)際經(jīng)驗(yàn),運(yùn)用農(nóng)業(yè)生產(chǎn)風(fēng)險(xiǎn)的金融管理策略,政府在為農(nóng)業(yè)保險(xiǎn)市場(chǎng)提供補(bǔ)貼的同時(shí),也應(yīng)在基礎(chǔ)設(shè)施建設(shè)、農(nóng)村部門(mén)分類(lèi)、農(nóng)業(yè)風(fēng)險(xiǎn)融資和農(nóng)業(yè)風(fēng)險(xiǎn)評(píng)估這四個(gè)方面增加適當(dāng)?shù)闹贫裙┙o。通過(guò)優(yōu)化供給,誘導(dǎo)需求,使農(nóng)業(yè)保險(xiǎn)與農(nóng)業(yè)增收相互促進(jìn),增強(qiáng)農(nóng)業(yè)保險(xiǎn)市場(chǎng)發(fā)展的持續(xù)性。
[Abstract]:On the basis of combing the development strategy of agricultural insurance in the world and summarizing the theoretical discussion, this paper confirms the current intervention of our government through empirical test. The development strategy of agricultural insurance subsidies makes the development of agricultural insurance market and agricultural production lack of positive interaction. In the long run, it is not sustainable. The development of agricultural insurance should draw lessons from international experience and apply the financial management strategy of agricultural production risk. While providing subsidies to the agricultural insurance market, the government should also classify the agricultural insurance market in infrastructure construction and rural sector. The four aspects of agricultural risk financing and agricultural risk assessment are to increase the appropriate institutional supply. Through optimizing supply and inducing demand, agricultural insurance and agricultural income increase mutually promote each other, strengthen the sustainability of agricultural insurance market development.
