【摘要】：隨著經(jīng)濟社會的發(fā)展,農(nóng)村大量勞動力轉(zhuǎn)移,農(nóng)村出現(xiàn)大量留守老人以及所謂的“空心化”,農(nóng)村老年人的養(yǎng)老問題日益嚴峻。社會保障是現(xiàn)代國家的一項基本政策或者經(jīng)濟制度,是國家安定的重要保障,也是社會文明進步的重要尺度。國家為實現(xiàn)“老有所養(yǎng)”這一廣大群眾的期盼以及社會保障的目標,國務(wù)院于2009年決定試行開展新型農(nóng)村社會養(yǎng)老保險。 新農(nóng)保的政策效果,是通過農(nóng)村居民的廣泛參與來實現(xiàn)的。但是新農(nóng)保是一種自愿保險,農(nóng)民基于自己的意愿來決定是否參加新農(nóng)保。因此研究影響農(nóng)民參保的影響因素具有重大意義。國內(nèi)已有研究多從經(jīng)濟視角對農(nóng)民參與新農(nóng)保的影響因素進行分析,或者基于對農(nóng)民的個體及家庭特征等進行調(diào)查分析,而忽視了農(nóng)村社會所具有的非經(jīng)濟因素社會資本的影響。本文通過在社會資本視角下對農(nóng)民參與新農(nóng)保的影響因素進行研究。 首先,通過大量的文獻整理,建立了社會資本與新農(nóng)保參與的分析框架。社會資本是鑲嵌在社會網(wǎng)絡(luò)中的產(chǎn)生于社會互動的一種資源,它不同于物質(zhì)資本和人力資本,社會資本存在于社會網(wǎng)絡(luò)人際關(guān)系中,它包括信任、互動、規(guī)范、網(wǎng)絡(luò)、互惠等幾個主要維度。農(nóng)民參與新農(nóng)保,將其看做一個決策過程,包括信息搜尋、評價、做出參保行為。 其次,對社會資本影響農(nóng)民參與新農(nóng)保的機理進行分析。社會資本可以降低參與新農(nóng)保的交易成本,可以通過羊群效應(yīng)對農(nóng)民個體的參保行為產(chǎn)生影響。 再次,對社會資本與新農(nóng)保參與的維度進行確定并對其相應(yīng)指標予以測量。本文借鑒大量已有的成功經(jīng)驗,并結(jié)合我國具體國情的基礎(chǔ)上,確定了社會資本的衡量指標。 最后,通過采取問卷調(diào)查獲得的樣本數(shù)據(jù),對社會資本對農(nóng)民參與新農(nóng)保的影響進行實證分析。通過對樣本地區(qū)的問卷調(diào)查,發(fā)放問卷400份,有效問卷386份。根據(jù)調(diào)查獲得的數(shù)據(jù),運用回歸方法對社會資本影響農(nóng)民參與新農(nóng)保進行實證分析。實證分析結(jié)果發(fā)現(xiàn),社會資本能夠提高信息了解程度、對新農(nóng)保的評價,并最終提高農(nóng)民的參保積極性與參保率。 本文主要結(jié)論有,社會資本是一個對維度的概念,它包括信任、互惠、互動、規(guī)范以及網(wǎng)絡(luò)等幾個主要維度；社會資本對農(nóng)民參與新農(nóng)保具有正效應(yīng),不過社會資本的各個維度對新農(nóng)保參與的各個階段所產(chǎn)生的影響機制不盡相同：信任降低信息獲取的交易成本,互動產(chǎn)生羊群效應(yīng),互惠具有互補效應(yīng)和替代效應(yīng),規(guī)范具有調(diào)節(jié)作用等。
[Abstract]:With the development of the economy and society, a large number of rural labor force is transferred, a large number of elderly people remain in the countryside and the so-called "hollow". The old-age problem of the elderly in the rural areas is becoming increasingly serious. Social security is a basic policy or economic system of the modern country. It is an important guarantee for the stability of the country and an important measure of the progress of social civilization. In 2009, the State Council decided to carry out a new rural social endowment insurance in order to realize the expectation of the broad masses and the goal of social security.
The effect of the new agricultural insurance policy is achieved through the extensive participation of the rural residents. However, the new agricultural insurance is a voluntary insurance, and the farmers decide whether to participate in the new agricultural insurance based on their own wishes. Therefore, it is of great significance to study the influence factors of the farmers' participation in insurance. The impact factors are analyzed, or based on the investigation and analysis of farmers' individual and family characteristics, and the influence of social capital on non economic factors in rural society is ignored. This paper studies the influence factors of farmers' participation in the new agricultural insurance from the perspective of social capital.
First, through a large number of documents, we set up an analytical framework for the participation of social capital and new agricultural insurance. Social capital is a kind of resource inlaid in social network. It is different from material capital and human capital. Social capital exists in the social network. It includes trust, interaction, norms, network, and mutual relations. Farmers participate in the new rural social security system and regard it as a decision-making process, including information search, evaluation, and insurance participation.
Secondly, the mechanism of social capital affecting farmers' participation in the new agricultural insurance is analyzed. Social capital can reduce the transaction cost of participating in the new agricultural insurance, and can affect the farmers' individual participation through the herd effect.
Thirdly, the dimensions of the participation of social capital and new agricultural insurance are determined and the corresponding indicators are measured. This paper draws on a large number of successful experiences and combines with the specific national conditions of our country to determine the measure of social capital.
Finally, through the sample data obtained by the questionnaire survey, the impact of the social capital on Farmers' participation in the new agricultural insurance was empirically analyzed. Through the questionnaire survey on the sample area, 400 questionnaires were issued and 386 valid questionnaires were issued. The empirical analysis shows that social capital can improve the level of information understanding, evaluate the new rural social security system, and ultimately improve the enthusiasm and participation rate of farmers' participation in insurance.
The main conclusion of this paper is that social capital is a concept of dimension to the main dimensions of trust, reciprocity, interaction, norm and network. Social capital has a positive effect on Farmers' participation in the new agricultural insurance, but the impact mechanism of social capital on the various stages of the participation of new agricultural insurance is different: trust Reduce the transaction costs of information acquisition, interaction produces herding effect, reciprocity has complementary effects and substitution effects, and norms have moderating effect.
