【摘要】：新型農(nóng)村社會養(yǎng)老保險作為改變城鄉(xiāng)二元結(jié)構(gòu)、縮小城鄉(xiāng)差距、推進(jìn)基本公共服務(wù)均等化的重要基礎(chǔ)性工程和實(shí)現(xiàn)廣大農(nóng)村居民老有所養(yǎng)、應(yīng)對人口老齡化挑戰(zhàn)的重大惠民政策受到了人民群眾和學(xué)術(shù)界的高度關(guān)注。 本文以棗莊市新型農(nóng)村社會養(yǎng)老保險問題為研究對象,在實(shí)地調(diào)查走訪和認(rèn)真查閱資料的基礎(chǔ)上,了解當(dāng)前政策實(shí)施現(xiàn)狀,分析實(shí)施過程中存在的問題和不足,并通過借鑒公共經(jīng)濟(jì)學(xué)理論以及社會學(xué)理論來分析問題的成因并提出解決問題的對策。 首先,介紹農(nóng)村社會養(yǎng)老保險的相關(guān)理論和政策,簡單分析棗莊市面臨的農(nóng)村養(yǎng)老困境和棗莊市原有農(nóng)村社會養(yǎng)老保險制度及改革的必要性,并對我國新型農(nóng)村社會養(yǎng)老保險制度及試點(diǎn)情況做簡要概述,以此作為棗莊市新型農(nóng)村社會養(yǎng)老保險建立背景。 其次,分析概述棗莊市實(shí)施新型農(nóng)村社會養(yǎng)老保險的具體政策和措施,并根據(jù)實(shí)地調(diào)查資料分析棗莊市新型農(nóng)村社會養(yǎng)老保險的具體執(zhí)行情況。 再次,對棗莊市新型農(nóng)村社會養(yǎng)老保險實(shí)施中存在的制度不健全、政策不合理；基礎(chǔ)養(yǎng)老金標(biāo)準(zhǔn)低,保障水平低；政府片面強(qiáng)調(diào)參保率,但人力、財力投入不夠；保險基金管理與運(yùn)行機(jī)制不完善,存在資金可持續(xù)等問題,并從農(nóng)村公共品理論和制度供給理論等多個層面進(jìn)行分析可以歸結(jié)為政策制度的改革滯后于經(jīng)濟(jì)社會的發(fā)展以及公共服務(wù)型政府建設(shè)尚不到位。 最后提出可以從進(jìn)一步建立完善籌資、激勵、補(bǔ)貼機(jī)制,創(chuàng)新基金監(jiān)督管理體系,加大政策宣傳力度等方面繼續(xù)改進(jìn)棗莊市新農(nóng)保政策,保持棗莊市新農(nóng)保的持續(xù)健康發(fā)展。
[Abstract]:The new rural social endowment insurance is an important basic project to change the urban-rural dual structure, narrow the gap between urban and rural areas, promote the equalization of basic public services, and achieve a sense of security for rural residents. The important policy of benefiting the people to cope with the challenge of aging of the population has been highly concerned by the people and the academic circles. This paper takes the problem of the new rural social endowment insurance in Zaozhuang as the research object, on the basis of field investigation and careful reference to the data, To understand the current situation of policy implementation, analyze the problems and shortcomings in the process of implementation, and analyze the causes of the problem and put forward countermeasures to solve the problem by using the theory of public economics and sociological theory for reference. This paper introduces the relevant theories and policies of rural social old-age insurance, analyzes the dilemma of rural old-age insurance faced by Zaozhuang City and the necessity of the reform of the original rural social old-age insurance system in Zaozhuang City. And to our country's new rural social endowment insurance system and the pilot status of a brief overview, as a new rural social endowment insurance in Zaozhuang City, the establishment of the background. Secondly, This paper analyzes and summarizes the specific policies and measures of implementing the new rural social old-age insurance in Zaozhuang city, and analyzes the concrete implementation of the new rural social old-age insurance in Zaozhuang city according to the field investigation data. The implementation of the new rural social endowment insurance in Zaozhuang City is not perfect, the policy is unreasonable, the basic pension standard is low, the level of guarantee is low, the government emphasizes the insurance rate one-sidedly, but the manpower and financial investment is not enough; Insurance fund management and operation mechanism is not perfect, there are problems such as the sustainability of funds, It can be concluded that the reform of policy and system lags behind the development of economy and society and the construction of public service-oriented government is not in place. To further establish and improve financing, Incentive, subsidy mechanism, innovation fund supervision and management system, increase policy publicity and other aspects continue to improve the new rural insurance policy in Zaozhuang City, to maintain the sustainable and healthy development of the new rural insurance in Zaozhuang City.
