農(nóng)民工市民化進(jìn)程中養(yǎng)老保險(xiǎn)模式的路徑研究

【摘要】:農(nóng)民工養(yǎng)老保險(xiǎn)在我國開展已有一定年數(shù),但參保率和待遇水平一直很低從2011年下半年起,我國多地開始將外來從業(yè)人員的養(yǎng)老保險(xiǎn)納入到城鎮(zhèn)職工的體系內(nèi)但這一政策并未使所有外來從業(yè)人員的社會(huì)保險(xiǎn)狀況得到改善,小部分農(nóng)民工的個(gè)體福利還因此蒙受了損失在很大程度上這要?dú)w因于他們的市民化程度不高:部分農(nóng)民工進(jìn)入城市后僅完成了身份上由農(nóng)民到產(chǎn)業(yè)工人的轉(zhuǎn)變,其在城市生活中還扮演著邊緣人的角色讓這些處于弱勢地位的農(nóng)民工為社會(huì)福利水平地提升而付出代價(jià)顯然是不合理的有鑒于此,本文試圖對(duì)現(xiàn)行的養(yǎng)老保險(xiǎn)模式加以完善,讓更多的農(nóng)民工能夠參與到這一體系中來這對(duì)于社會(huì)公平以及養(yǎng)老保障制度的可持續(xù)發(fā)展都具有積極的意義 本文共分七章,各章的主要內(nèi)容和重要觀點(diǎn)分述如下: 第一章,緒論陳述了本選題的理論和現(xiàn)實(shí)意義;對(duì)中外相關(guān)研究文獻(xiàn)進(jìn)行綜述,并指出研究中存在的問題與缺陷;介紹了本文的研究方法,提出了論文的方案設(shè)計(jì)和邏輯結(jié)構(gòu),總結(jié)了論文的創(chuàng)新點(diǎn) 第二章,基本概念及相關(guān)理論闡述農(nóng)民工市民化養(yǎng)老保險(xiǎn)一般涵義的基礎(chǔ)上對(duì)本文中所涉及的概念和理論作了相關(guān)的界定和梳理通過對(duì)理性人假設(shè)的闡述得出,將所有農(nóng)民工都納入到城鎮(zhèn)職工養(yǎng)老保險(xiǎn)領(lǐng)域的做法從福利經(jīng)濟(jì)學(xué)角度看不符合帕累托最優(yōu),會(huì)受到部分社會(huì)成員的抵制 第三章,農(nóng)民工及其養(yǎng)老保險(xiǎn)路徑的現(xiàn)狀分析通過問卷調(diào)查現(xiàn)場訪談數(shù)據(jù)搜集的方式了解農(nóng)民工的生活狀況及養(yǎng)老保險(xiǎn)情況通過對(duì)農(nóng)民工獲取養(yǎng)老保險(xiǎn)的路徑(政府就業(yè)和土地)地分析,提出要實(shí)現(xiàn)市民化,最為直觀的就是要讓農(nóng)民工和城市居民一樣享受到城市戶籍所賦予的包括養(yǎng)老保險(xiǎn)在內(nèi)的各項(xiàng)社會(huì)福利措施,使這些遷移人口真正的融入到城市大家庭中 第四章,,市民化進(jìn)程中養(yǎng)老保險(xiǎn)的路徑比較通過費(fèi)用歸宿模型證明農(nóng)民工工資彈性較小,在單一路徑的養(yǎng)老保險(xiǎn)模式中他們與城鎮(zhèn)職工繳納的名義養(yǎng)老金費(fèi)率相同的情況下,其實(shí)際分擔(dān)要高于城鎮(zhèn)職工;另一方面對(duì)于人力資本偏低的農(nóng)民工群體而言較高的繳費(fèi)基數(shù)具有擠出效應(yīng),使其面臨失業(yè)的風(fēng)險(xiǎn)相比單一路徑的保險(xiǎn)模式,多路徑模式具有可以滿足個(gè)體異質(zhì)性需求保障水平適度合理的特點(diǎn) 第五章,農(nóng)民工養(yǎng)老保險(xiǎn)的路徑設(shè)計(jì)建立農(nóng)民工市民化程度的評(píng)價(jià)指標(biāo)體系,對(duì)抽樣調(diào)查的農(nóng)民工進(jìn)行市民化打分,按照市民化能力意愿指標(biāo)的高低將被調(diào)查人群進(jìn)行了分組;對(duì)抽樣數(shù)據(jù)的分析表明經(jīng)濟(jì)生活與參保意愿相關(guān)度較高情感認(rèn)同與模式偏好的相關(guān)度較高,即農(nóng)民工城保或是農(nóng)保的偏好一定程度取決于其對(duì)于城市的歸屬和認(rèn)同感;回歸分析的結(jié)果顯示在所列舉的變量中對(duì)參保可能性影響最大的是對(duì)于制度的了解程度,這對(duì)于如何提高覆蓋率具有指導(dǎo)意義 第六章,農(nóng)民工養(yǎng)老保險(xiǎn)路徑選擇的對(duì)策建議根據(jù)上文的分組結(jié)果結(jié)合對(duì)農(nóng)民工參保意愿影響因素的分析,提出適合不同組別的參保對(duì)策和進(jìn)一步提高參保率的意見建議;指出要著力加強(qiáng)政策的針對(duì)性,發(fā)揮居委的近源優(yōu)勢做好政策宣傳工作,加強(qiáng)政策落實(shí)的可持續(xù)性 第七章,總結(jié)展望對(duì)本文的研究成果進(jìn)行總結(jié),對(duì)不足之處提出指正 本文的創(chuàng)新之處在于將市民化這一社會(huì)學(xué)范疇的概念納入到了農(nóng)民工養(yǎng)老保險(xiǎn)問題的討論中,這兩者相結(jié)合的分析范式是一種新的嘗試,并且從定量分析的結(jié)果來看,兩者之間在統(tǒng)計(jì)學(xué)意義上確實(shí)是存在密切聯(lián)系的
[Abstract]:The old-age insurance of migrant workers has been carried out in China for a certain number of years, but the insurance rate and treatment level have been very low from the second half of 2011. Our country began to integrate the old-age insurance of foreign employees into the system of urban workers and workers, but this policy did not improve the social insurance status of all foreign employees, a small part of the farmers. The individual welfare of migrant workers has been lost to a large extent because of their low degree of citizenization. Some migrant workers have only completed the transformation from farmers to industrial workers after entering the city, and they play the role of marginalized people in urban life to make the vulnerable migrant workers social welfare. It is obvious that it is unreasonable to pay the cost of promoting the level of promotion. This article tries to perfect the existing pension insurance model so that more migrant workers can participate in the system, which is of great significance to the social equity and the sustainable development of the old-age security system.
This article is divided into seven chapters. The main contents and important points of each chapter are as follows:
In the first chapter, the introduction describes the theoretical and practical significance of the topic, summarizes the related research literature in China and foreign countries, and points out the problems and defects in the study, introduces the research methods of this paper, and puts forward the design and logical structure of the paper, and summarizes the innovation of the paper.
The second chapter, the basic concepts and related theories, on the basis of the general meaning of the citizenization endowment insurance of migrant workers, defines and combs the concepts and theories involved in this article. Through the exposition of the hypothesis of rational people, the practice of bringing all migrant workers into the field of urban workers' old insurance is from the angle of welfare economics. If you do not conform to Pareto's optimum, you will be resisted by some members of the society.
The third chapter, the status of migrant workers and their old-age insurance path analysis through the questionnaire survey field interview data collection methods to understand the living conditions of migrant workers and the pension insurance situation through the way to obtain pension insurance for migrant workers (government employment and land) analysis, proposed to realize the citizenization, the most intuitive is to let the migrant workers. As urban residents enjoy the social welfare measures, including pension insurance, endowed with urban household registration, so that these migrating people are truly integrated into the large urban families.
In the fourth chapter, the path of pension insurance in the process of citizenization is compared through the cost return model to prove that the wage elasticity of migrant workers is small. In the case of the same pension rate paid by the urban workers in the single path old-age insurance model, the actual share of the migrant workers is higher than that of the urban workers; on the other hand, it is low on the human capital. The higher payment base of the migrant workers has the extrude effect, which makes it face the risk of unemployment compared with the single path insurance model, and the multi path model has the characteristics that can satisfy the level of the individual heterogeneity demand.
In the fifth chapter, the path design of migrant workers' pension insurance is designed to establish the evaluation index system of the citizenization degree of migrant workers, and to classify the migrant workers from the sample survey. According to the index of the citizenization ability will, the population is divided into groups. The analysis of sampling data shows that the relative degree of the economic life and the willingness to participate in the insurance is higher. The relationship between emotional identity and pattern preference is higher, that is, the preference of migrant workers' urban insurance or agricultural insurance depends partly on the ownership and identity of the city. The results of regression analysis show that the greatest impact on the insured possibility is the degree of understanding of the system in the listed variables, which is a reference to how to improve the coverage. The sixth chapter, the countermeasures and suggestions for the migrant workers' pension insurance path selection, according to the analysis of the factors affecting the willingness of migrant workers to participate in the protection of migrant workers according to the results of the above group, put forward the countermeasures and suggestions for the further improvement of the insurance rate, and point out that we should focus on strengthening the pertinence of the policy and give full play to the near source advantages of the Committee. The seventh chapter summarizes and forecasts the research results in this paper, and points out the shortcomings.
The innovation of this article is to incorporate the concept of sociological category into the discussion of migrant workers' pension insurance. The combination of the two is a new attempt, and from the results of quantitative analysis, there is a close link between the two in statistical significance.
