【摘要】：德國(guó)的醫(yī)療保險(xiǎn)體系被稱為"俾斯麥模式",它代表著醫(yī)療保險(xiǎn)制度安排的雛形。該模式的核心特征在于,由自治性的社團(tuán)主義機(jī)構(gòu)管理醫(yī)療服務(wù),主要籌資渠道為雇員和雇主基于收入水平而繳納的保費(fèi)而非國(guó)家稅收。自20世紀(jì)90年代初以來(lái),德國(guó)醫(yī)療制度一直處在動(dòng)態(tài)轉(zhuǎn)型過(guò)程中。在當(dāng)前的德國(guó)醫(yī)療保險(xiǎn)體系中,各種制度元素并存,"俾斯麥模式"的核心元素受到了侵蝕。可以預(yù)料的是,隨著改革進(jìn)程的推進(jìn),"俾斯麥模式"的地位將逐漸降低。
[Abstract]:The German medical insurance system is called the Bismarck model, which represents the embryonic form of the medical insurance system. The core feature of the model is that autonomous corporatist institutions manage medical services, mainly through contributions from employees and employers based on income levels rather than state taxes. Since the early 1990 s, the German medical system has been in the process of dynamic transformation. In the current German medical insurance system, various institutional elements coexist and the core elements of Bismarck model are eroded. It can be expected that as the reform process advances, the Bismarck model will gradually diminish its status.
