【摘要】：近年來(lái),社會(huì)進(jìn)步及經(jīng)濟(jì)發(fā)展帶來(lái)了全國(guó)范圍內(nèi)人口流動(dòng),異地就醫(yī)的人數(shù)也隨之大幅增加。由于現(xiàn)行的異地就醫(yī)制度及經(jīng)辦管理的相對(duì)滯后,有著150萬(wàn)常住人口的廣東省粵C市近年來(lái)也備受異地就醫(yī)問(wèn)題的困擾,據(jù)統(tǒng)計(jì),目前粵C市醫(yī)保前臺(tái)窗口經(jīng)辦業(yè)務(wù)有80%以上是異地就醫(yī)相關(guān)業(yè)務(wù),如何科學(xué)、合理地解決異地就醫(yī)管理難題凸顯重要。本文以粵C市異地就醫(yī)管理政策為研究對(duì)象,通過(guò)對(duì)歷年來(lái)粵C市異地就醫(yī)管理的相關(guān)數(shù)據(jù)進(jìn)行分析研究,梳理總結(jié)粵C市異地就醫(yī)管理政策的演變過(guò)程、目前存在的問(wèn)題以及原因,同時(shí)通過(guò)對(duì)國(guó)內(nèi)外異地就醫(yī)管理的文獻(xiàn)研究,總結(jié)國(guó)內(nèi)外異地就醫(yī)管理中的可借鑒點(diǎn),結(jié)合粵C市自身特點(diǎn),針對(duì)粵C市異地就醫(yī)管理的政策層面、經(jīng)辦層面及配套措施層面進(jìn)行了分析,查找原因并提出了“堵疏結(jié)合,以疏為主”的各類(lèi)對(duì)策及措施,希望能為有效解決粵C市異地就醫(yī)問(wèn)題貢獻(xiàn)一份力量。
[Abstract]:In recent years, social progress and economic development have brought about nationwide population mobility, and the number of people seeking medical treatment in other places has also increased significantly. Because of the relative lag between the current medical treatment system in different places and the administration, Guangdong's Guangdong Province, with a permanent population of 1.5 million, has also been plagued by the problem of seeking medical treatment in other places in recent years. According to statistics, At present, more than 80% of the medical front window business in Guangdong C is related to medical treatment in different places. It is important to solve the difficult problem of medical treatment management in different places scientifically and rationally. This paper takes the management policy of different places in Guangdong C city as the research object, through the analysis and research on the relevant data of the management of the different places in Guangdong C over the years, combs and summarizes the evolvement process of the management policy of the different places in Guangdong C. At the same time, through the literature research on the management of medical treatment in different places at home and abroad, the paper summarizes the reference points in the management of medical treatment in different places at home and abroad, combined with the characteristics of Guangdong C city, and aims at the policy level of the management of medical treatment in different places of Guangdong C city. This paper analyzes on the administrative level and the supporting measures, finds out the reasons and puts forward various countermeasures and measures of "blocking and thinning, focusing on sparing", hoping to contribute to the effective solution to the problem of seeking medical treatment in different places in Guangdong C city.
