【摘要】：養(yǎng)老保險制度作為社會保障制度框架內(nèi)最重要的組成部分,制度本身充分體現(xiàn)著政府對于國民退休后生活的保障責(zé)任,在現(xiàn)實生活中為保障民眾老年生活有著重要意義。隨著我國社會文明的不斷發(fā)展,養(yǎng)老保險制度也得到了不斷的改進(jìn)和完善。但是由于現(xiàn)行的我國垂直分工的行政管理體系,所以從中央到地方各層級政府都有提供社會保障產(chǎn)品的事權(quán)責(zé)任：同時分稅制下的財稅體系,將中央與地方的財權(quán)劃分開來,賦予了地方財權(quán)相對獨立的權(quán)利：再者我國地區(qū)間經(jīng)濟(jì)發(fā)展水平的差異在短時期內(nèi)是無法彌合的。 鑒于以上的現(xiàn)實情況,論文提出并論證了建立我國省級地方政府附加養(yǎng)老保險制度的必要性和可行性。地方附加養(yǎng)老保險由地方財政出資,依據(jù)各地不同消費水平而確定不同水平附加養(yǎng)老金。這不僅可以完善我國基本養(yǎng)老保險制度,促進(jìn)多層次養(yǎng)老保險體系建設(shè),同時能夠積極調(diào)動地方政府在養(yǎng)老保險工作中的積極性,實現(xiàn)中央與地方在養(yǎng)老保障事務(wù)上的事權(quán)與財權(quán)的對稱。
[Abstract]:As the most important part of the social security system, the old-age insurance system itself fully embodies the government's responsibility for the protection of the national life after retirement, and plays an important role in ensuring the elderly people's life in real life. With the continuous development of our social civilization, pension insurance system has been constantly improved and improved. However, because of the current administrative system of vertical division of labor in our country, governments at all levels from the central to the local level have the responsibility to provide social security products. At the same time, the fiscal and taxation system under the tax distribution system divides the central and local financial powers. It gives the local financial power relatively independent right: moreover, the difference of regional economic development level in our country can not be bridged in a short period of time. In view of the above facts, this paper puts forward and proves the necessity and feasibility of establishing additional pension insurance system for provincial local governments. Local additional old-age insurance is funded by local finance, according to different levels of consumption and determine different levels of additional pension. This can not only improve the basic old-age insurance system of our country, promote the construction of multi-level pension insurance system, but also actively mobilize the enthusiasm of local governments in the work of old-age insurance. To achieve the central and local pension security affairs and financial rights of the symmetry.
