【摘要】：英國的公共養(yǎng)老金制度結(jié)構(gòu)非常復(fù)雜,保障水平不足且公平性欠佳,私有化改革后的私人養(yǎng)老保險又覆蓋不足,因而英國目前進行了養(yǎng)老金制度的頂層設(shè)計和改革。2012年開始了強化第二支柱的改革,2017年將進行簡化公共養(yǎng)老金制度的改革。簡化公共養(yǎng)老金制度的改革,即是合并此前的各種相關(guān)制度,對符合條件退休者發(fā)放統(tǒng)一水平的公共養(yǎng)老金;降低用于養(yǎng)老金的公共開支,拉平公共養(yǎng)老金的待遇水平以增進公平性;取消收入關(guān)聯(lián)養(yǎng)老金,取消公共養(yǎng)老金和私人養(yǎng)老金的替代通道,重新確立公共養(yǎng)老金和私人養(yǎng)老金的關(guān)系。
[Abstract]:The structure of Britain's public pension system is very complex, the level of security is inadequate and fairness is poor, and the private pension insurance after privatisation reform is inadequate. As a result, Britain is now engaged in top-level design and reform of its pension system. Reforms to strengthen the second pillar began in 2012, and reforms to simplify the public pension system will take place in 2017. To simplify the reform of the public pension system, that is, to consolidate the previous systems, to grant a uniform level of public pensions to eligible retirees, and to reduce public expenditure on pensions, By leveling the treatment level of public pension to improve fairness, we can cancel the income related pension, cancel the alternative channel between public pension and private pension, and re-establish the relationship between public pension and private pension.
