【摘要】:本文主要對(duì)上海市公立中小學(xué)退休教師養(yǎng)老金調(diào)整機(jī)制的現(xiàn)狀進(jìn)行研究并對(duì)其中可能存在的問(wèn)題提出對(duì)策。養(yǎng)老金調(diào)整機(jī)制是養(yǎng)老金制度中極其重要的一環(huán),它承擔(dān)著盡可能使養(yǎng)老金抵御通貨膨脹的風(fēng)險(xiǎn)從而保障退休人員基本權(quán)益,以及保證退休人員也能分享經(jīng)濟(jì)發(fā)展的成果的重要責(zé)任。自從我國(guó)養(yǎng)老保險(xiǎn)制度改革之后,幾乎每年都對(duì)退休人員的養(yǎng)老金有所調(diào)整,人們往往認(rèn)為這能夠保障退休人員的生活水平不下降,但實(shí)際上,單純養(yǎng)老金的增長(zhǎng)額并不能代表對(duì)養(yǎng)老金的調(diào)整是否合理與到位,我們必須要結(jié)合其他社會(huì)經(jīng)濟(jì)因素來(lái)綜合分析,才能對(duì)退休人員實(shí)際養(yǎng)老金水準(zhǔn)做出判斷。公立中小學(xué)教師養(yǎng)老金制度隸屬于事業(yè)單位退休人員養(yǎng)老金制度。在現(xiàn)有的“雙軌制”養(yǎng)老金體系下,事業(yè)單位養(yǎng)老金由國(guó)家統(tǒng)包,列入財(cái)政預(yù)算,沒(méi)有基金積累,未來(lái)養(yǎng)老金的發(fā)放與退休人員的工作年限和本人工資額直接掛鉤,退休教師的養(yǎng)老金基本相當(dāng)于退休前工資的90-100%左右,對(duì)其養(yǎng)老金的調(diào)整一般都根據(jù)相關(guān)文件和政策執(zhí)行。由于現(xiàn)有事業(yè)單位養(yǎng)老金體制的特殊情況,所以其調(diào)整機(jī)制與國(guó)內(nèi)外其他成熟的養(yǎng)老金制度相比,相應(yīng)比較缺乏常態(tài)化和指數(shù)化。本文對(duì)歷年來(lái)公立中小學(xué)退休教師養(yǎng)老金調(diào)整政策進(jìn)行梳理分析,有助于幫助我們分析上海市公立中小學(xué)退休教師養(yǎng)老金增長(zhǎng)機(jī)制是否科學(xué)、合理,并針對(duì)其中可能存在的問(wèn)題提出自己的看法和相應(yīng)對(duì)策。 論文內(nèi)容主要包括五個(gè)部分: 第一部分,主要說(shuō)明了研究背景、目的及其理論意義和實(shí)踐價(jià)值,界定了相關(guān)概念,梳理了相關(guān)研究成果,介紹了本文所采用的研究方法和框架。 第二部分,簡(jiǎn)單分析上海市公立中小學(xué)退休教師養(yǎng)老金調(diào)整機(jī)制的現(xiàn)狀,梳理了歷年來(lái)的相關(guān)文件政策,展示了國(guó)家與地方性養(yǎng)老金調(diào)整歷程。 第三部分,列舉簡(jiǎn)析與養(yǎng)老金調(diào)整機(jī)制相關(guān)的部分社會(huì)經(jīng)濟(jì)指標(biāo)以及部分養(yǎng)老金特殊調(diào)整政策。 第四部分,建立不同退休人員的養(yǎng)老金增長(zhǎng)模型分析以往的養(yǎng)老金調(diào)整機(jī)制的影響,并將養(yǎng)老金調(diào)整機(jī)制與部分相關(guān)的社會(huì)經(jīng)濟(jì)因素進(jìn)行進(jìn)一步對(duì)比分析,。 第五部分,對(duì)上述分析過(guò)程中呈現(xiàn)的養(yǎng)老金調(diào)整機(jī)制中存在的現(xiàn)狀進(jìn)行思考,并提出自己的觀(guān)點(diǎn)和建議。
[Abstract]:This paper mainly studies the status of pension adjustment mechanism for retired teachers of public primary and secondary schools in Shanghai and puts forward some countermeasures for the possible problems. The pension adjustment mechanism is an extremely important part of the pension system. It undertakes the risk of resisting inflation inflation as much as possible so as to guarantee the basic rights and interests of retirees. As well as the important responsibility of ensuring that retirees can share the results of economic development. Since the reform of the pension system in China, the pension of retirees has been adjusted almost every year. People tend to think that it can guarantee the living standard of retirees, but in fact, the growth of simple pension is not representative. If the pension adjustment is reasonable and in place, we must combine the other socioeconomic factors to make a comprehensive analysis of the retirees' actual pension level. The public pension system of the public primary and secondary schools is subordinate to the pension system of the retirees in the institutions. The pension is listed by the state, including the financial budget, no fund accumulation, the future pension is directly linked to the working life of the retirees and the salary of the retirees. The pension of the retired teacher is approximately equal to about 90-100% of the pre retirement salary. The adjustment and adjustment of the pension is generally carried out according to the relevant documents and policies. There is a special situation in the pension system of institutions, so its adjustment mechanism is relatively short of normalization and index compared with other mature pension systems at home and abroad. This paper analyses the pension adjustment policy of retired teachers in public primary and secondary schools in the past years, which is helpful to help us analyze the retirement of public primary and secondary schools in Shanghai. Whether the growth mechanism of teachers' pension is scientific and reasonable, and puts forward its own views and corresponding countermeasures in view of the possible problems.
The main content of this paper consists of five parts:
The first part mainly explains the research background, the purpose, its theoretical and practical value, defines the relevant concepts, combs the relevant research results, and introduces the research methods and frameworks adopted in this paper.
The second part, a brief analysis of the status of pension adjustment mechanism for retired teachers in Shanghai public primary and secondary schools, combing the relevant documents policy in the past years, and showing the adjustment process of national and local pension.
The third part enumerates some social and economic indicators related to pension adjustment mechanism and some special adjustment policies for pensions.
In the fourth part, the pension growth model of different retirees is established to analyze the influence of the former pension adjustment mechanism, and the pension adjustment mechanism and some related social and economic factors are further compared and analyzed.
In the fifth part, I think about the current situation of the pension adjustment mechanism in the above analysis process, and put forward my own views and suggestions.
