【摘要】：城鄉(xiāng)醫(yī)保從制度構(gòu)建之初就形成"碎片化"管理格局,幾次被提上醫(yī)保整合的政策議程,皆因缺乏成熟理論、模糊探討而未能達(dá)成城鄉(xiāng)醫(yī)保管理體制整合的共識,致使城鄉(xiāng)醫(yī)保管理體制仍"整而未合"。作為解決政府"碎片化"管理問題的整體性治理理論,從治理理念、治理思維、治理目標(biāo)與治理機(jī)制幾方面為城鄉(xiāng)醫(yī)保管理體制整合提供了重要啟示�；谡w性治理理論的指導(dǎo),城鄉(xiāng)醫(yī)保管理體制整合應(yīng)以公民醫(yī)保需要為導(dǎo)向,建立網(wǎng)絡(luò)型的醫(yī)保管理結(jié)構(gòu),構(gòu)建城鄉(xiāng)醫(yī)保決策、管理、監(jiān)督三權(quán)制約與平衡機(jī)制,整合城鄉(xiāng)醫(yī)保信息管理系統(tǒng)和智能監(jiān)控平臺,建立醫(yī)�；既唛g的利益制衡與激勵(lì)機(jī)制,構(gòu)建政府首腦負(fù)責(zé)的城鄉(xiāng)醫(yī)保管理整體性協(xié)調(diào)機(jī)制,從而推動(dòng)城鄉(xiāng)醫(yī)保有效整合以實(shí)現(xiàn)整體性治理。
[Abstract]:From the beginning of the system construction, urban and rural medical insurance has formed a "fragmented" management pattern. Several times it has been put on the policy agenda of medical insurance integration. Due to the lack of mature theory and fuzzy discussion, it has failed to reach a consensus on the integration of urban and rural medical insurance management system. As a result, urban and rural health care management system is still "integrated and not in line." As a whole governance theory to solve the government's "fragmentation" management problem, it provides important enlightenment for the integration of urban and rural medical insurance management system from the aspects of governance concept, governance thinking, governance goal and governance mechanism. Based on the guidance of holistic governance theory, the integration of urban and rural medical insurance management system should be guided by the needs of citizens' medical insurance, establish a network medical insurance management structure, construct the decision-making, management and supervision of the three powers of urban and rural health insurance control and balance mechanism. Integrating the urban and rural medical insurance information management system and intelligent monitoring platform, establishing the interest balance and incentive mechanism between medical insurance and patients, and constructing the overall coordination mechanism of urban and rural health insurance management, which the head of government is responsible for. So as to promote the effective integration of urban and rural health care to achieve holistic governance.
