京津冀勞動(dòng)力自由流動(dòng)下失業(yè)保險(xiǎn)制度協(xié)調(diào)研究

【摘要】:2015年提出的京津冀協(xié)同發(fā)展的國(guó)家戰(zhàn)略,成為北京、天津和河北重要蛻變的機(jī)遇。但長(zhǎng)期以來(lái),京津冀地區(qū)的發(fā)展雖然在逐漸的相互配合,卻不可避免地出現(xiàn)地區(qū)間的非均衡發(fā)展。地區(qū)內(nèi)的勞動(dòng)力隨著交通的愈加便利,而不斷在三地頻繁流動(dòng)。一方面流動(dòng)的就業(yè)者可以促進(jìn)勞動(dòng)力資源的優(yōu)化配置,促進(jìn)區(qū)域經(jīng)濟(jì)的進(jìn)一步發(fā)展,另一方面在勞動(dòng)力自由流動(dòng)中又存在著諸多制度性阻礙,其中社會(huì)保障制度就是影響地區(qū)間勞動(dòng)力自由流動(dòng)的最大障礙。從促進(jìn)京津冀就業(yè)情況的視角看,失業(yè)保險(xiǎn)制度在京津冀地區(qū)的非協(xié)調(diào)性,制約著勞動(dòng)力的自由流動(dòng),更制約著三地協(xié)同發(fā)展。因此京津冀失業(yè)保險(xiǎn)的協(xié)調(diào)發(fā)展對(duì)整體區(qū)域的協(xié)同發(fā)展十分重要,為本文提供了深入探索的必要性。本文把文獻(xiàn)調(diào)查法、定性分析法和理論比較法相結(jié)合。首先闡述了研究背景及意義,簡(jiǎn)要總結(jié)了國(guó)內(nèi)外各界對(duì)失業(yè)保險(xiǎn)制度的研究成果,其次界定了課題的相關(guān)概念,梳理了作為支撐的理論基礎(chǔ),進(jìn)一步詳細(xì)地介紹了北京、天津和河北失業(yè)保險(xiǎn)的籌資模式及待遇水平的政策規(guī)定,由此分析出了京津冀地區(qū)失業(yè)保險(xiǎn)協(xié)調(diào)不暢、可攜帶性差現(xiàn)狀的問(wèn)題。隨后根據(jù)問(wèn)題,分別從社會(huì)層面、制度層面和技術(shù)層面深入剖析了失業(yè)保險(xiǎn)便攜性差無(wú)法有效銜接的原因。最后就上述原因,對(duì)如何促進(jìn)京津冀失業(yè)保險(xiǎn)制度協(xié)調(diào)發(fā)展進(jìn)行深入探討,總結(jié)了構(gòu)建京津冀失業(yè)保險(xiǎn)制度協(xié)調(diào)體系的對(duì)策。結(jié)合歐盟社會(huì)保險(xiǎn)跨國(guó)銜接的經(jīng)驗(yàn),嘗試著提出京津冀失業(yè)保險(xiǎn)待遇的分段計(jì)算和邊際個(gè)人賬戶(hù)的方法,同時(shí)注重公共就業(yè)服務(wù)作為失業(yè)保險(xiǎn)發(fā)揮促進(jìn)就業(yè)作用中不可或缺的組成部分,為滿(mǎn)足公共就業(yè)服務(wù)個(gè)性化、便攜性、易獲得、多方認(rèn)可的需求,提出了京津冀公共就業(yè)服務(wù)快速健康發(fā)展的實(shí)現(xiàn)路徑。此外,本文從區(qū)域文化認(rèn)同的角度解釋了京津冀政府間需要建立一種開(kāi)放性的協(xié)作機(jī)制,從心理層面上破除政府追求自身利益最大化的觀(guān)念,加快京津冀統(tǒng)一勞動(dòng)力市場(chǎng)的形成,為失業(yè)保險(xiǎn)協(xié)調(diào)發(fā)展提供基礎(chǔ)條件。
[Abstract]:The national strategy of coordinated development between Beijing, Tianjin and Hebei proposed in 2015 has become an opportunity for the important transformation of Beijing, Tianjin and Hebei. But for a long time, although the development of Beijing, Tianjin and Hebei is gradually cooperating with each other, the unbalanced development between regions is unavoidable. The labor force in the region is increasingly convenient to traffic and is constantly in three places. Flow. On the one hand, the migrant workers can promote the optimal allocation of labor resources, promote the further development of regional economy. On the other hand, there are many institutional obstacles in the free flow of labor. Among them, the social security system is the biggest obstacle to the free flow of labor force among the regions. From the angle of view, the incoordination of unemployment insurance system in Beijing, Tianjin and Hebei region restricts the free flow of the labor force and restricts the coordinated development of the three areas. Therefore, the coordinated development of unemployment insurance in Beijing, Tianjin and Hebei is very important for the coordinated development of the whole region, and the necessity of deep exploration is provided for this article. It combines with the theoretical comparison method. First, it expounds the research background and significance, briefly summarizes the research results of the unemployment insurance system at home and abroad, then defines the related concepts of the project, combs the theoretical basis of the support, and further details the financing mode and treatment level of unemployment insurance in Beijing, Tianjin and Hebei. According to the policy, the problems of poor coordination and poor portability in Beijing, Tianjin and Hebei Province are analyzed. Then, according to the problems, the reasons for the lack of effective link between the poor portability of unemployment insurance are analyzed from the social level, the system level and the technical level. The Countermeasures of constructing the coordination system of the unemployment insurance system in Beijing, Tianjin and Hebei are summarized and the countermeasures are summed up. Combined with the experience of the EU social insurance transnational connection, the section calculation and the marginal personal account method of the unemployment insurance treatment in Beijing, Tianjin and Hebei are tried to be put forward, and the public employment service is emphasized as the promotion of unemployment insurance. In order to meet the needs of individualization, portability, easy access and multiparty recognition, the indispensable component of the role of the industry has put forward the way to realize the rapid and healthy development of the public employment service in Beijing, Tianjin and Hebei. In addition, this article explains the need to establish an open cooperative machine between Beijing, Tianjin and Hebei from the perspective of regional cultural identity. The system, from the psychological level, breaks out the concept of the government's pursuit of the maximization of its own interests, quicken the formation of the unified labor market in Beijing, Tianjin and Hebei, and provide the basic conditions for the coordinated development of unemployment insurance.
