【摘要】：新疆是一個(gè)農(nóng)業(yè)自然災(zāi)害多發(fā)的農(nóng)業(yè)大省,農(nóng)業(yè)經(jīng)濟(jì)占據(jù)了相當(dāng)重要的地位,穩(wěn)定的農(nóng)業(yè)經(jīng)濟(jì)是社會(huì)穩(wěn)定和經(jīng)濟(jì)可持續(xù)發(fā)展的前提條件,國(guó)家支持“三農(nóng)”的宏觀調(diào)控政策之一就是農(nóng)業(yè)保險(xiǎn)政策,以此加強(qiáng)農(nóng)牧業(yè)防范和抵御風(fēng)險(xiǎn)以及再生產(chǎn)能力,穩(wěn)定了農(nóng)民生活和農(nóng)業(yè)生產(chǎn)。2007年新疆被納入農(nóng)業(yè)保險(xiǎn)試點(diǎn),農(nóng)業(yè)保險(xiǎn)在全疆16個(gè)地州及兵團(tuán)地區(qū)全面展開,在政府的眾多支持和優(yōu)惠條件下,各地州積極響應(yīng)農(nóng)業(yè)保險(xiǎn)工作的開展,發(fā)展迅速。天山北坡經(jīng)濟(jì)帶外向型的農(nóng)業(yè)經(jīng)濟(jì)類型,鞏固了該地區(qū)財(cái)政實(shí)力,提高了農(nóng)民收入,對(duì)農(nóng)業(yè)保險(xiǎn)的保障需求強(qiáng)烈,為促進(jìn)北坡經(jīng)濟(jì)帶現(xiàn)代化農(nóng)業(yè)發(fā)展,加強(qiáng)保障水平,各級(jí)政府更應(yīng)該加強(qiáng)農(nóng)業(yè)保險(xiǎn)的政策扶持和科學(xué)研究。本文對(duì)北坡經(jīng)濟(jì)帶農(nóng)戶參與農(nóng)業(yè)保險(xiǎn)情況進(jìn)行問卷發(fā)放、回收及現(xiàn)場(chǎng)訪談,基于農(nóng)戶視角,從業(yè)務(wù)發(fā)展的四個(gè)主要方面研究了農(nóng)戶對(duì)新疆農(nóng)業(yè)保險(xiǎn)的滿意情況及造成農(nóng)戶滿意度差異的影響因素,采用多種分析方法對(duì)當(dāng)?shù)剞r(nóng)戶滿意度進(jìn)行調(diào)查。問卷調(diào)查的內(nèi)容從農(nóng)戶自身特征、農(nóng)戶認(rèn)知情況、政府工作以及當(dāng)前農(nóng)業(yè)保險(xiǎn)的業(yè)務(wù)水平分析影響農(nóng)戶滿意度的因素,將訪談?dòng)涗浥c模型檢驗(yàn)結(jié)果相結(jié)合說明農(nóng)戶滿意度的影響因素作用效果。研究結(jié)果表明,新疆農(nóng)業(yè)保險(xiǎn)已達(dá)到一定規(guī)模,農(nóng)戶認(rèn)知水平提高,勘察定損環(huán)節(jié)日益完善,農(nóng)業(yè)保險(xiǎn)制度較為合理,農(nóng)戶參保率高,農(nóng)業(yè)保險(xiǎn)的保障作用發(fā)揮良好,大多數(shù)農(nóng)戶已達(dá)到滿意程度;但是也存在風(fēng)險(xiǎn)轉(zhuǎn)嫁與分散、產(chǎn)品缺乏、補(bǔ)貼費(fèi)用管理問題以及保險(xiǎn)宣傳等一系列問題。本文通過對(duì)農(nóng)戶滿意度及其影響因素的分析中,找出阻礙農(nóng)業(yè)保險(xiǎn)發(fā)展中的重大瓶頸問題,提出通過提升農(nóng)業(yè)保險(xiǎn)支農(nóng)地位、擴(kuò)大覆蓋面、提高服務(wù)水平、創(chuàng)新農(nóng)業(yè)保險(xiǎn)產(chǎn)品、建立巨災(zāi)風(fēng)險(xiǎn)和再保險(xiǎn)機(jī)制等合理并具針對(duì)性的對(duì)策建議,不斷提高農(nóng)戶參與率以及滿意度情況。
[Abstract]:Xinjiang is a large agricultural province prone to agricultural natural disasters. Agricultural economy occupies a very important position. A stable agricultural economy is a prerequisite for social stability and sustainable economic development. One of the macro-control policies supported by the state for agriculture, rural areas and farmers is the agricultural insurance policy, thus strengthening the ability of agriculture and animal husbandry to guard against risks and to resist risks and reproduction, thus stabilizing farmers' lives and agricultural production. Xinjiang was included in the agricultural insurance pilot project in 2007. Agricultural insurance has been carried out in all 16 prefectures and regions of Bingtuan in Xinjiang. Under the support and preferential conditions of the government, all the states have responded positively to the development of agricultural insurance and developed rapidly. The extroverted agricultural economic types in the northern slope of Tianshan Mountain have consolidated the financial strength of the region, raised the income of farmers, and had a strong demand for agricultural insurance. In order to promote the development of modern agriculture in the economic belt of the northern slope, the level of security has been strengthened. Governments at all levels should strengthen policy support and scientific research for agricultural insurance. In this paper, farmers' participation in agricultural insurance in the North Slope Economic Belt is investigated by questionnaires, recovery and on-site interviews, based on the perspective of farmers. From four main aspects of business development, this paper studies farmers' satisfaction with agricultural insurance in Xinjiang and the factors influencing the difference of farmers' satisfaction, and makes an investigation on the satisfaction of local farmers by various analytical methods. The content of the questionnaire is to analyze the factors influencing farmers' satisfaction from their own characteristics, farmers' cognition, government work and the current business level of agricultural insurance. The results of interview record and model test show the effect of influencing factors of farmers' satisfaction. The results show that the agricultural insurance in Xinjiang has reached a certain scale, the level of farmers' cognition has been improved, the link of investigation and determination of damage has been improved day by day, the agricultural insurance system is more reasonable, the rate of farmers' participation in insurance is high, and the safeguard function of agricultural insurance is playing a good role. Most farmers have reached a satisfactory level, but there are also a series of problems such as risk transfer and dispersion, lack of products, subsidy cost management and insurance publicity. Based on the analysis of farmers' satisfaction degree and its influencing factors, this paper finds out the major bottleneck problems that hinder the development of agricultural insurance, and proposes to improve the agricultural insurance status, expand the coverage, improve the service level, and innovate the agricultural insurance products. The establishment of catastrophe risk and reinsurance mechanism and other reasonable and targeted countermeasures and suggestions to continuously improve the participation rate and satisfaction of farmers.
