【摘要】：政府價(jià)格管制政策扭曲醫(yī)療醫(yī)藥價(jià)格體系,表現(xiàn)在醫(yī)療行業(yè)的資源配置扭曲和醫(yī)院醫(yī)生的行為扭曲,最終造成“看病難”、“看病貴”的困境。我國圍繞醫(yī)療服務(wù)價(jià)格與費(fèi)用控制的醫(yī)療服務(wù)體制改革,始終沒能解決好這一問題,不利于百姓的身心健康,影響社會(huì)的和諧發(fā)展。解決好這一問題,是我國醫(yī)藥衛(wèi)生體制改革的關(guān)鍵。本文基于主觀經(jīng)濟(jì)學(xué)理論,從奧地利經(jīng)濟(jì)學(xué)視角分析,政府行政管制的無效性及應(yīng)在競(jìng)爭(zhēng)性市場(chǎng)過程中形成醫(yī)療服務(wù)價(jià)格與醫(yī)保支付標(biāo)準(zhǔn);實(shí)證研究我國醫(yī)療服務(wù)價(jià)格政策、現(xiàn)行醫(yī)療服務(wù)價(jià)格形成機(jī)制存在的問題及根源,地方醫(yī)保支付方式探索及國際醫(yī)療體制改革的趨勢(shì)。在理論與實(shí)證研究的基礎(chǔ)上,提出醫(yī)療服務(wù)價(jià)格形成機(jī)制與醫(yī)保支付標(biāo)準(zhǔn)的改革路徑。運(yùn)用理論分析、案例與比較研究的方法。最終得出結(jié)論:一是,政府放棄行政管制;二是,破除公立醫(yī)院的壟斷局面,促成醫(yī)療服務(wù)領(lǐng)域的完全競(jìng)爭(zhēng);三是,在消除這一壟斷的過程中,完善社會(huì)醫(yī)保機(jī)構(gòu)治理機(jī)制;四是,發(fā)展醫(yī)療保險(xiǎn),改革醫(yī)保支付方式。
[Abstract]:The government's price control policy distorts the medical and pharmaceutical price system, which is manifested in the distortion of medical industry's resource allocation and the distortion of hospital doctors' behavior, which ultimately leads to the dilemma of "difficult to see a doctor" and "expensive to see a doctor".The reform of medical service system around the price and cost control of medical services in our country has not been able to solve this problem, which is not conducive to the physical and mental health of the people and affects the harmonious development of society.To solve this problem well is the key to the reform of Chinese medical and health system.Based on the theory of subjective economics and from the perspective of Austrian economics, this paper analyzes the ineffectiveness of government administrative regulation and the formation of medical service price and medical insurance payment standard in the process of competitive market, and empirically studies the price policy of medical service in China.The problems and root causes of the current medical service price formation mechanism, the exploration of the local medical insurance payment mode and the trend of the international medical system reform.On the basis of theoretical and empirical research, the paper puts forward the reform path of medical service price formation mechanism and medical insurance payment standard.The method of theoretical analysis, case study and comparative study is used.The final conclusions are as follows: first, the government should give up the administrative control; second, the monopoly of public hospitals should be broken to promote the complete competition in the field of medical service; third, in the process of eliminating this monopoly, the governance mechanism of social medical insurance institutions should be improved.Fourth, develop medical insurance, reform medical insurance payment method.
