基于養(yǎng)老金需求的遼寧省城鄉(xiāng)居民養(yǎng)老保險財政支付能力研究

【摘要】:我國正處于經(jīng)濟轉(zhuǎn)軌和社會轉(zhuǎn)型的發(fā)展時期,面臨經(jīng)濟發(fā)展和保護民生的雙重任務。在這樣一個歷史時期,,我國以面向未來和國際化的視角,以全面建設(shè)小康社會為契機,順應時勢,于2009年和2011年分別提出建設(shè)新型農(nóng)村養(yǎng)老保險體系和城鎮(zhèn)居民養(yǎng)老保險體系養(yǎng)老保障制度。在經(jīng)過幾年的試點運行之后,為了縮小城鄉(xiāng)之間的差距,進一步提高城鄉(xiāng)社會養(yǎng)老保險的覆蓋面,使更多的居民受益,我國于2014年又提出將新農(nóng)保和城居保兩項制度進行合并,建立起統(tǒng)一的城鄉(xiāng)居民養(yǎng)老保險制度。養(yǎng)老保險作為社會保障制度的核心組成部分,其地位和作用不言而喻,因為一個社會保障制度能否獲得健康、持續(xù)的發(fā)展,通常取決于養(yǎng)老保障制度能否獲得健康、持續(xù)的發(fā)展。 就遼寧省現(xiàn)階段的養(yǎng)老保障體系而言,雖然其作為第一批試點取得了不小的進展和成績,但是總體來說,由于歷史遺留因素和其本身的經(jīng)濟結(jié)構(gòu)發(fā)展方式等,造成了遼寧省現(xiàn)階段的養(yǎng)老保險制度發(fā)展不太平衡,城鄉(xiāng)居民養(yǎng)老保障體系仍舊未實現(xiàn)全面覆蓋,加之養(yǎng)老金過低、城鄉(xiāng)差距過大、尚未形成統(tǒng)籌與協(xié)調(diào)的運行機制等,這些問題歸總起來意思就是遼寧省城鄉(xiāng)居民缺乏適度合理的養(yǎng)老保障。加之我國普遍的養(yǎng)老金替代率低于國際下限,長此以往極其容易造成社會不公和不穩(wěn)定,影響社會有序發(fā)展。因此,從公共產(chǎn)品和國家干預等理論出發(fā),研究政府財政對養(yǎng)老保險的支付能力,探索其對未來老年人口養(yǎng)老金合理水平的負擔能力顯得十分必要。 論文以財政與社會保障體系的相關(guān)理論為基礎(chǔ),從現(xiàn)行城鄉(xiāng)居民養(yǎng)老保險出發(fā),以相關(guān)歷史數(shù)據(jù)和人口預測數(shù)據(jù)為支撐,通過計算分析遼寧省城鄉(xiāng)居民基礎(chǔ)養(yǎng)老金的實際水平、理論上限和理論下限值,估測地方政府的財政負擔能力。并以上述結(jié)果為參考依據(jù),根據(jù)公共財政的實際負擔水平,構(gòu)建中央和地方合理分擔的模型。最后提出改善遼寧省城鄉(xiāng)居民養(yǎng)老保險水平的結(jié)論與對策。
[Abstract]:Our country is in the development period of economic transition and social transformation, facing the dual task of economic development and protecting people's livelihood.In such a historical period, China, from the perspective of future-oriented and internationalized, takes the opportunity of building a well-off society in an all-round way to conform to the current situation.In 2009 and 2011 respectively proposed the construction of new rural old-age insurance system and urban residents pension insurance system pension security system.After several years of pilot operation, in order to narrow the gap between urban and rural areas, to further improve the coverage of urban and rural social old-age insurance, so as to benefit more residents, in 2014, China proposed to combine the new rural insurance system and the urban housing insurance system.Establish a unified pension insurance system for urban and rural residents.As the core part of the social security system, the status and function of the old-age insurance is self-evident, because whether a social security system can obtain health and sustainable development usually depends on whether the old-age security system can obtain the health.Sustained developmentAs far as the current old-age security system in Liaoning Province is concerned, although it has made considerable progress and achievements as the first batch of pilot projects, generally speaking, due to historical factors and its own economic structure development mode, etc.As a result of the unbalanced development of the endowment insurance system in Liaoning Province at the present stage, the pension security system of urban and rural residents is still not fully covered, in addition, the pension is too low, the gap between urban and rural areas is too large, and there has not yet been a comprehensive and coordinated operational mechanism.These problems in general mean that Liaoning Province's urban and rural residents lack appropriate and reasonable old-age security.In addition, the general replacement rate of pension in China is lower than the international lower limit, so it is easy to cause social injustice and instability in the long run and affect the orderly development of society.Therefore, based on the theory of public goods and state intervention, it is necessary to study the ability of government finance to pay for the old-age insurance and to explore its ability to afford the pension of the aged population in the future.Based on the relevant theories of financial and social security system, starting from the current urban and rural residents' old-age insurance, supported by relevant historical data and population forecast data, this paper analyzes the actual level of basic pension of urban and rural residents in Liaoning Province through calculation.The theory upper limit and the theory lower limit value, estimate the local government's financial burden ability.Based on the above results and the actual burden level of public finance, the model of reasonable sharing between central and local governments is constructed.Finally, the paper puts forward the conclusion and countermeasures to improve the level of urban and rural residents' endowment insurance in Liaoning Province.
