【摘要】：隨著我國(guó)市場(chǎng)經(jīng)濟(jì)改革的不斷深化,勞動(dòng)力的流動(dòng)日趨頻繁。然而,在勞動(dòng)力需要跨城鄉(xiāng)進(jìn)行區(qū)域流動(dòng)的時(shí)候,由于制度壁壘的存在,其養(yǎng)老保險(xiǎn)待遇存在遭受損失的風(fēng)險(xiǎn),這無(wú)形中增加了勞動(dòng)者的流動(dòng)成本。因此,加快研究城鄉(xiāng)養(yǎng)老保險(xiǎn)關(guān)系轉(zhuǎn)移接續(xù)政策,使勞動(dòng)力在就業(yè)流動(dòng)時(shí),其養(yǎng)老保障權(quán)益得到保障,不至于受到損失,已經(jīng)成為我國(guó)社會(huì)保障制度城鄉(xiāng)統(tǒng)籌發(fā)展的重要課題。 本文意在通過(guò)梳理相關(guān)文獻(xiàn),深入了解學(xué)界目前的研究狀態(tài),并分析其研究思路和提供的解決辦法,吸收其研究經(jīng)驗(yàn)；同時(shí),采用調(diào)研問(wèn)卷的方式,了解轉(zhuǎn)移接續(xù)的需求。 本文第一部分為導(dǎo)論部分,介紹本文的研究背景和研究意義,廓清文中所使用的相關(guān)概念,明確研究對(duì)象、研究方法以及研究的可能創(chuàng)新之處。第二部分為文獻(xiàn)綜述及理論研究,研究綜述主要集中在城鄉(xiāng)養(yǎng)老保險(xiǎn)轉(zhuǎn)移接續(xù)的必要性、障礙性因素以及轉(zhuǎn)移接續(xù)路徑研究；采用社會(huì)公平理論和公共服務(wù)均等化理論作為研究的理論依據(jù)。第三部分梳理城鄉(xiāng)養(yǎng)老保險(xiǎn)關(guān)系轉(zhuǎn)移接續(xù)的歷史發(fā)展脈絡(luò),并分析政策存在的瑕疵和由此導(dǎo)致的現(xiàn)實(shí)問(wèn)題。第四部分是介紹國(guó)內(nèi)外典型模式,為接下來(lái)轉(zhuǎn)移思路的提出做好鋪墊。第五部分是介紹轉(zhuǎn)移接續(xù)路徑并提出政策建議。第六部分為本文的結(jié)論與不足。
[Abstract]:With the deepening of market economy reform in our country, the flow of labor force is becoming more and more frequent.However, when the labor force needs to flow across urban and rural areas, because of the existence of institutional barriers, the pension insurance has the risk of loss, which virtually increases the cost of labor flow.Therefore, speeding up the study of the policy of transferring the relationship between urban and rural old-age insurance, so that the labor force in the employment flow, their pension security rights and interests are guaranteed, not to suffer losses, has become an important issue of the overall development of the social security system in urban and rural areas.The purpose of this paper is to understand the current status of academic research through combing relevant literature, and to analyze its research ideas and solutions, to absorb its research experience; at the same time, to use questionnaires to understand the needs of transfer.The first part of this paper is the introduction part, which introduces the research background and significance of this paper, clarifies the related concepts used in the paper, clarifies the research object, research methods and possible innovations of the research.The second part is literature review and theoretical research. The research review mainly focuses on the necessity of urban and rural old-age insurance transfer, obstacle factors and the path of transfer;The social equity theory and the public service equalization theory are adopted as the theoretical basis of the research.The third part combs the historical development of the relationship between urban and rural old-age insurance, and analyzes the shortcomings of the policy and the resulting practical problems.The fourth part is to introduce the typical models at home and abroad, and pave the way for the next transfer of ideas.The fifth part is to introduce the transfer path and put forward policy recommendations.The sixth part is the conclusion and deficiency of this paper.
