【摘要】：社會(huì)保險(xiǎn)是我國(guó)人民群眾的基本福利，關(guān)系到每個(gè)人的切身利益，而社會(huì)保險(xiǎn)基金作為社會(huì)保障制度實(shí)施運(yùn)轉(zhuǎn)的物質(zhì)基礎(chǔ)，有著深遠(yuǎn)意義，它是國(guó)家經(jīng)濟(jì)發(fā)展和社會(huì)和諧安定的“減震器”和“安全閥”，是群眾的“保命錢”和“養(yǎng)命錢”。社會(huì)保險(xiǎn)基金的社會(huì)監(jiān)督工作是我國(guó)人民群眾當(dāng)家作主的體現(xiàn)，同時(shí)也是我國(guó)建設(shè)陽(yáng)光公共服務(wù)型政府的本質(zhì)要求。社會(huì)保險(xiǎn)基金運(yùn)轉(zhuǎn)的成敗不僅關(guān)系到廣大參保人員與相關(guān)利益者的權(quán)益，更關(guān)系到整個(gè)社會(huì)的安全與穩(wěn)定。在這方面，中國(guó)有過深刻和沉重的教訓(xùn)。然而近年來我國(guó)政府對(duì)社會(huì)保險(xiǎn)基金的監(jiān)督工作非常重視，制定了一系列的政策制度，對(duì)我國(guó)社�；鸬谋O(jiān)督工作起到了很大的推動(dòng)作用，，但基金監(jiān)督不力問題、監(jiān)督法制建設(shè)不完善等問題依然嚴(yán)重。尤其是社會(huì)監(jiān)督，社會(huì)監(jiān)督是社會(huì)保險(xiǎn)基金監(jiān)督體系的一個(gè)關(guān)鍵部分，監(jiān)督功能依然非常弱，社�；鹕踔劣袝r(shí)被擠占、挪用。廣大群眾的基本生活保障與社保基金息息相關(guān)，為了保證我國(guó)社保基金的正常運(yùn)轉(zhuǎn)和高效運(yùn)行，做好群眾基本生活的保障工作，構(gòu)建我國(guó)的社會(huì)保險(xiǎn)基金社會(huì)監(jiān)督體系，一個(gè)非常關(guān)鍵的措施就是做好社會(huì)監(jiān)督工作。 本文的主要內(nèi)容包括：綜述國(guó)內(nèi)外學(xué)者對(duì)社�；鹕鐣�(huì)監(jiān)督問題的研究成果；界定了社�；鸨O(jiān)管和社會(huì)監(jiān)督的概念，梳理了理論基礎(chǔ)；以現(xiàn)有的社會(huì)保險(xiǎn)運(yùn)行及監(jiān)管理論為根基，深入分析了我國(guó)社會(huì)保險(xiǎn)基金社會(huì)監(jiān)督的現(xiàn)狀及問題；并結(jié)合國(guó)外在社會(huì)保險(xiǎn)基金方面的監(jiān)管經(jīng)驗(yàn)，提出了建立和完善我國(guó)統(tǒng)一完整的社會(huì)保險(xiǎn)基金社會(huì)監(jiān)督體系的路徑。 本文創(chuàng)新之處在于：（1）文章在結(jié)合國(guó)外經(jīng)驗(yàn)和我國(guó)國(guó)情的基礎(chǔ)上，構(gòu)建了我國(guó)統(tǒng)一、完整的社會(huì)保險(xiǎn)基金社會(huì)監(jiān)督體系，包括四大原則、三大機(jī)制和六大手段。（2）文章創(chuàng)新性的提出了在我國(guó)建立獨(dú)立的由國(guó)務(wù)院垂直管理的“社會(huì)監(jiān)督委員會(huì)”制度。
[Abstract]:Social insurance is the basic welfare of the people of our country , which is related to the personal interests of each individual , and the social insurance fund is the material basis for the operation of the social security system . The social supervision work of the social insurance fund is a key part of the public service - oriented government of our country . In recent years , the government has paid great attention to the supervision of the social insurance fund . In particular , the social supervision and social supervision is a key part of the supervision system of the social insurance fund . In the meantime , the social supervision of the social insurance fund is very weak . The social security fund is even occupied and misappropriated . In order to ensure the normal operation and the efficient operation of the social insurance fund , the social security fund is a key part of the social security fund , and the social supervision system of the social insurance fund is built , and a very key measure is to do well in social supervision .

The main contents of this paper include : a review of the research results of social supervision of social insurance funds at home and abroad ;
The concept of social security fund supervision and social supervision is defined , and the theoretical basis is combed .
Based on the existing social insurance operation and supervision theory , the present situation and problems of social supervision in China ' s social insurance fund are analyzed in detail .
Combined with foreign experience in social insurance fund , this paper puts forward the path of establishing and perfecting the social supervision system of social insurance fund .

The innovation of this paper is : ( 1 ) Based on the combination of foreign experience and the national conditions of our country , the article constructs a unified and complete social supervision system of the social insurance fund , including the four principles , three mechanisms and six means .
