【摘要】：城鄉(xiāng)基本醫(yī)療保險體系建設(shè)已經(jīng)取得了階段性進(jìn)展和成就,但是城鄉(xiāng)之間、城鄉(xiāng)內(nèi)部基本醫(yī)療保險體系不協(xié)調(diào),基本醫(yī)療保險水平與經(jīng)濟(jì)發(fā)展不協(xié)調(diào)的問題仍然存在。建制理念偏差、制度建立時間不長、專門法律建設(shè)滯后、二元經(jīng)濟(jì)結(jié)構(gòu)是影響城鄉(xiāng)基本醫(yī)療保險體系不協(xié)調(diào)的主要因素。本文首先分析城鄉(xiāng)基本醫(yī)療保險體系建設(shè)的階段進(jìn)展與基本成就,接著梳理出城鄉(xiāng)基本醫(yī)療保險體系發(fā)展不協(xié)調(diào)的主要表現(xiàn),闡述城鄉(xiāng)基本醫(yī)療保險體系整合的可行性,對城鄉(xiāng)基本醫(yī)療保險體系整合的主要內(nèi)容進(jìn)行具體設(shè)計,最后提出城鄉(xiāng)基本醫(yī)療保險體系整合的對策。
[Abstract]:Progress and achievements have been made in the construction of the basic medical insurance system in urban and rural areas, but between urban and rural areas, the basic medical insurance system within urban and rural areas is not coordinated. The problem of incongruity between the basic medical insurance level and economic development still exists. The concept of the system is deviated, the system is not long established, and the construction of special laws lags behind. The dual economic structure is the main factor that affects the disharmony of the basic medical insurance system in urban and rural areas. This paper first analyzes the progress and basic achievements of the construction of the basic medical insurance system in urban and rural areas. Then combing out the urban and rural basic medical insurance system development uncoordinated main performance, elaborated the urban and rural basic medical insurance system integration feasibility, to urban and rural basic medical insurance system integration of the main content of the specific design, Finally, the author puts forward the countermeasures of the integration of urban and rural basic medical insurance system.
