【摘要】：農(nóng)民工是我國(guó)改革開(kāi)放和工業(yè)化、城鎮(zhèn)化快速發(fā)展階段涌現(xiàn)出的一支新型勞動(dòng)大軍,是推動(dòng)中國(guó)經(jīng)濟(jì)和社會(huì)結(jié)構(gòu)發(fā)展變革的重要力量,為城市繁榮、經(jīng)濟(jì)發(fā)展做出了重大貢獻(xiàn)。然而,目前我國(guó)絕大部分農(nóng)民工仍被排斥在現(xiàn)有的社會(huì)保障制度之外,尤其是農(nóng)民工較為關(guān)注的養(yǎng)老保障,在人口老齡化日益嚴(yán)重的情況下,解決好農(nóng)民工的養(yǎng)老問(wèn)題對(duì)維護(hù)社會(huì)穩(wěn)定、構(gòu)建社會(huì)主義和諧社會(huì)以及城鎮(zhèn)化建設(shè)都有著重大的現(xiàn)實(shí)意義。郴州工業(yè)園作為湖南省第一個(gè)農(nóng)民工養(yǎng)老保險(xiǎn)試點(diǎn),其政策設(shè)計(jì)在借鑒了其他省市經(jīng)驗(yàn)的基礎(chǔ)上因地制宜,因此,其具體措施和經(jīng)驗(yàn)做法都是很值得探究的。本論文通過(guò)結(jié)合國(guó)內(nèi)外關(guān)于農(nóng)村養(yǎng)老保險(xiǎn)研究的理論基礎(chǔ),對(duì)郴州工業(yè)園農(nóng)民工養(yǎng)老保險(xiǎn)試點(diǎn)的農(nóng)民工養(yǎng)老保險(xiǎn)模式的具體內(nèi)容、運(yùn)行機(jī)制以及進(jìn)展情況進(jìn)行了實(shí)地調(diào)查分析,從農(nóng)民工自身需求入手,找出了制約該政策發(fā)展的各方面因素,在比較和借鑒國(guó)內(nèi)外養(yǎng)老保險(xiǎn)經(jīng)驗(yàn)的基礎(chǔ)上,有針對(duì)性地提出了完善農(nóng)民工養(yǎng)老保險(xiǎn)的幾點(diǎn)對(duì)策建議,為該政策在全國(guó)范圍內(nèi)的推廣提供了一定的理論依據(jù)。由于我國(guó)社會(huì)將面臨較長(zhǎng)時(shí)間的城市化和社會(huì)轉(zhuǎn)型,所以針對(duì)農(nóng)民工養(yǎng)老及社會(huì)保障所展開(kāi)的理論研究,對(duì)于解決農(nóng)民工問(wèn)題、完善我國(guó)社會(huì)保障體系、加快我國(guó)社會(huì)保障制度改革都具有重要的現(xiàn)實(shí)與理論意義。
[Abstract]:Migrant workers are a new type of labor force emerging in the period of China's reform, opening up, industrialization and rapid development of urbanization. They are an important force to promote the development and transformation of China's economic and social structure, and contribute to the prosperity of the city. However, the majority of migrant workers in our country are still excluded from the existing social security system, especially the old-age security, which is more concerned by migrant workers. In the case of the aging population, the majority of migrant workers are still excluded from the existing social security system. It is of great practical significance to solve the pension problem of migrant workers to maintain social stability, build a harmonious socialist society and build urbanization. Chenzhou Industrial Park is the first pilot project of pension insurance for migrant workers in Hunan Province. Its policy design is based on the experience of other provinces and cities, therefore, its specific measures and practices are worth exploring. This paper combines the theoretical basis of the research on rural old-age insurance at home and abroad. This paper makes a field investigation and analysis on the specific content, operation mechanism and progress of the pension insurance model for migrant workers in Chenzhou Industrial Park, starting with the needs of migrant workers themselves. This paper finds out the factors restricting the development of the policy, and on the basis of comparing and drawing lessons from the experience of endowment insurance at home and abroad, puts forward some countermeasures and suggestions to perfect the endowment insurance for migrant workers. It provides a theoretical basis for the promotion of the policy in the whole country. Since our society will face a long period of urbanization and social transformation, the theoretical research on the pension and social security of migrant workers is carried out. It is of great practical and theoretical significance to solve the problem of migrant workers, perfect our social security system and speed up the reform of our social security system.
