【摘要】：中國(guó)是一個(gè)農(nóng)業(yè)大國(guó),農(nóng)副產(chǎn)品是老百姓日常生活中必不可少的基本食品。自2004年-2014年,連續(xù)11年的“中央一號(hào)文件”都在關(guān)注農(nóng)業(yè)問(wèn)題。我國(guó)蔬菜種植面積廣,分布散,容易受到自然災(zāi)害、市場(chǎng)需求等因素影響,屬于弱質(zhì)產(chǎn)業(yè)。蔬菜產(chǎn)業(yè)的穩(wěn)健發(fā)展,對(duì)我國(guó)的經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定和諧起到了至關(guān)重要的作用。為了應(yīng)對(duì)頻發(fā)的自然災(zāi)害和浮動(dòng)的市場(chǎng)給蔬菜產(chǎn)業(yè)發(fā)展造成的不利影響,蔬菜保險(xiǎn)應(yīng)運(yùn)而生。但由于我國(guó)的蔬菜保險(xiǎn)處于起步階段,相關(guān)立法體系不夠完善,商業(yè)經(jīng)營(yíng)方式和蔬菜種植者對(duì)蔬菜保險(xiǎn)的認(rèn)知度等方面的問(wèn)題都嚴(yán)重制約著我國(guó)的蔬菜產(chǎn)業(yè)。 本文擬就我國(guó)現(xiàn)有的蔬菜保險(xiǎn)的現(xiàn)狀,分析存在問(wèn)題及產(chǎn)生原因,同時(shí)借鑒世界上其他蔬菜產(chǎn)業(yè)發(fā)展先進(jìn)國(guó)家的經(jīng)驗(yàn),提出適合我國(guó)農(nóng)情的蔬菜保險(xiǎn)的幾點(diǎn)建議。論文分四個(gè)章節(jié),具體闡述如下觀點(diǎn)：第一章闡述研究蔬菜保險(xiǎn)的背景和實(shí)施蔬菜保險(xiǎn)的意義；第二章闡述我國(guó)蔬菜保險(xiǎn)的具體現(xiàn)狀,包括現(xiàn)有蔬菜保險(xiǎn)的特點(diǎn)、存在問(wèn)題及具體問(wèn)題形成的原因；第三章闡述國(guó)外部分蔬菜保險(xiǎn)發(fā)達(dá)國(guó)家的經(jīng)營(yíng)模式；第四章通過(guò)借鑒蔬菜保險(xiǎn)發(fā)達(dá)國(guó)家經(jīng)驗(yàn),提出具體適合我國(guó)國(guó)情的蔬菜保險(xiǎn)發(fā)展的建議。
[Abstract]:China is a large agricultural country, agricultural and sideline products are essential basic food in the people's daily life. From 2004 to 2014, the first document of the Central Committee has been paying close attention to agricultural problems for 11 consecutive years. Vulnerable to natural disasters, market demand and other factors, belong to the weak industry. The steady development of the vegetable industry, In order to cope with the adverse effects of frequent natural disasters and floating markets on the development of the vegetable industry, Vegetable insurance emerged as the times require. However, due to the fact that the vegetable insurance in our country is in its infancy, the relevant legislative system is not perfect enough. The problems of commercial management and vegetable growers' awareness of vegetable insurance seriously restrict the vegetable industry in China. Based on the present situation of vegetable insurance in China, this paper analyzes the existing problems and causes, and draws lessons from the experience of other advanced countries in the development of vegetable industry in the world. The paper is divided into four chapters, and expounds the following viewpoints: the first chapter expounds the background of vegetable insurance and the significance of carrying out vegetable insurance; The second chapter describes the specific status of vegetable insurance in China, including the characteristics of the existing vegetable insurance, existing problems and the causes of the specific problems. Chapter 4th puts forward some suggestions for the development of vegetable insurance in China by drawing lessons from the experience of developed countries in vegetable insurance.
