【摘要】：2014年2月，國(guó)務(wù)院出決定將新型農(nóng)村養(yǎng)老保險(xiǎn)制度和城鎮(zhèn)居民養(yǎng)老保險(xiǎn)制度整合為城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度，并出臺(tái)了《城鄉(xiāng)養(yǎng)老保險(xiǎn)制度銜接辦法》，拉開了城鄉(xiāng)養(yǎng)老保險(xiǎn)全面并軌改革的序幕，為解決我國(guó)社會(huì)養(yǎng)老保險(xiǎn)制度“碎片化”邁出了重要一步，開辟了統(tǒng)籌城鄉(xiāng)發(fā)展的新模式。中國(guó)的農(nóng)村養(yǎng)老保險(xiǎn)制度在歷史變遷過程中進(jìn)入關(guān)鍵時(shí)期，有利于廣大農(nóng)村居民更加公平地享有基本養(yǎng)老保障。 考察中國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的歷史變遷，是研究農(nóng)村養(yǎng)老問題的學(xué)術(shù)起點(diǎn)。隨著我國(guó)老齡化人口的增多、農(nóng)村人口流動(dòng)性的加大，隨著全面深化改革不斷推進(jìn)，各項(xiàng)體制的不斷完善，內(nèi)外部條件的變化推動(dòng)著我國(guó)社會(huì)養(yǎng)老保險(xiǎn)制度的變遷。中國(guó)農(nóng)村養(yǎng)老保險(xiǎn)制度變遷是一個(gè)強(qiáng)制性制度變遷和誘致性變遷相耦合的過程。 本文通過闡述中國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度變遷的歷程，借鑒國(guó)外典型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的經(jīng)驗(yàn)，基于制度分析的視角找出制度演變的成因以及給出幾點(diǎn)建議，為提升農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)水平提供理論參考。本文由緒論、農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度歷史變遷的相關(guān)概念界定和基礎(chǔ)理論、農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的歷史變遷、農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度變遷的國(guó)際借鑒、構(gòu)建公共服務(wù)均等化視域下新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的思路與對(duì)策五個(gè)部分組成。以馬克思主義公平正義理論為基礎(chǔ)，結(jié)合當(dāng)前中國(guó)新型農(nóng)村養(yǎng)老保險(xiǎn)的發(fā)展現(xiàn)狀，，并通過對(duì)國(guó)外農(nóng)村養(yǎng)老保險(xiǎn)模式的對(duì)比與分析，總結(jié)了經(jīng)驗(yàn)和啟示，為最終完善我國(guó)的養(yǎng)老保險(xiǎn)制度提供了理論依據(jù)。 第1章，緒論。在緒論中闡述本課題研究的背景與意義、國(guó)內(nèi)外研究現(xiàn)狀、研究的重點(diǎn)和創(chuàng)新點(diǎn)以及本課題研究的思路和主要方法，做好論文寫作的前期基礎(chǔ)和理論基礎(chǔ)。 第2章，相關(guān)概念界定和理論基礎(chǔ)。本章首先對(duì)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的幾個(gè)概念進(jìn)行了界定，并指出農(nóng)村養(yǎng)老保險(xiǎn)制度歷史變遷研究的理論基礎(chǔ)為馬克思主義的公平正義思想、馬克思主義的養(yǎng)老保障思想、西方古典經(jīng)濟(jì)學(xué)理論和福利經(jīng)濟(jì)學(xué)理論。 第3章，中國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度回顧。主要論述了中國(guó)農(nóng)村養(yǎng)老保險(xiǎn)制度的歷史沿革，并對(duì)各個(gè)發(fā)展階段進(jìn)行了歸納與總結(jié)。 第4章，外國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的借鑒與啟示。本章主要對(duì)典型發(fā)達(dá)國(guó)家美國(guó)、德國(guó)、日本的農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的制度模式進(jìn)行分析與研究，對(duì)中國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的制定與推行具有積極的借鑒意義和啟示。 第5章，中國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度變遷的經(jīng)驗(yàn)啟示。本章在分析和總結(jié)國(guó)外典型農(nóng)村社會(huì)養(yǎng)老保障制度的基礎(chǔ)上，結(jié)合中國(guó)農(nóng)村養(yǎng)老保險(xiǎn)制度演進(jìn)的具體情況，分析變遷的成因及為現(xiàn)行制度完善提出幾點(diǎn)建議。
[Abstract]:In February 2014, the State Council issued a decision to integrate the new rural old-age insurance system and the urban residents' old-age insurance system into the urban and rural residents' old-age insurance system. And has issued the "urban and rural old-age insurance system link measures", opened the urban and rural old-age insurance comprehensive parallel reform prelude, has taken the important step to solve our country social endowment insurance system "fragmentation", China's rural old-age insurance system has entered a critical period in the course of historical changes, which is conducive to the majority of rural residents to enjoy the basic old-age security more equitably. It is the academic starting point to investigate the historical changes of the rural social endowment insurance system in China. With the increase of the aging population, the increase of the mobility of the rural population, and the deepening of the reform in an all-round way, The continuous improvement of various systems and the changes of internal and external conditions promote the changes of the social old-age insurance system in China. The change of the rural old-age insurance system in China is a coupling process between the mandatory institutional changes and the induced changes. By expounding the course of the changes of the rural social endowment insurance system in China, and drawing on the experience of the typical rural social endowment insurance system in foreign countries, this paper finds out the causes of the evolution of the system from the perspective of institutional analysis and puts forward some suggestions. In order to improve the level of rural social endowment insurance to provide theoretical reference. This paper is based on the introduction, the definition and basic theory of the historical changes of rural social old-age insurance system, the historical changes of rural social endowment insurance system. Based on the Marxist theory of fairness and justice, five parts of thinking and countermeasures of constructing the new rural social endowment insurance under the perspective of equalization of public services are made up of the international reference to the vicissitude of the rural social old-age insurance system, which is based on the Marxist theory of fairness and justice. Combined with the current development situation of the new rural endowment insurance in China, and through the comparison and analysis of the foreign rural old-age insurance model, this paper summarizes the experience and inspiration, and provides the theoretical basis for the ultimate perfection of the endowment insurance system in China. The first chapter is introduction. In the introduction, the background and significance of the research, the research status at home and abroad, the emphasis and innovation of the research, the train of thought and main methods of the research, and the foundation and theory of the thesis writing are described. Chapter 2, the definition of relevant concepts and theoretical basis. Firstly, this chapter defines several concepts of rural social old-age insurance, and points out that the theoretical basis of the historical changes of rural old-age insurance system is the Marxist thought of fairness and justice. Marxist old-age security theory, western classical economic theory and welfare economics theory. Chapter 3, the review of China's rural social old-age insurance system, mainly discusses the historical evolution of China's rural old-age insurance system, and summarizes the various stages of its development. Chapter 4, the reference and inspiration of the foreign rural social endowment insurance system. This chapter mainly analyzes and studies the rural social old-age insurance system model of the typical developed countries, such as the United States, Germany and Japan. It has positive reference significance and enlightenment to the establishment and implementation of rural social endowment insurance system in China. Chapter 5, the experience and enlightenment of the change of the rural social endowment insurance system in China. Based on the analysis and summary of the typical rural social old-age security system in foreign countries, this chapter combines the specific situation of the evolution of the rural old-age insurance system in China. This paper analyzes the causes of the changes and puts forward some suggestions for the perfection of the current system.
