【摘要】：在我國加快老齡化的趨勢下,養(yǎng)老問題和龐大的養(yǎng)老負擔(dān)成為而今社會關(guān)注的主要民生問題之一。在這個背景之下,新農(nóng)保作為一項惠農(nóng)政策,旨在保障農(nóng)村居民的基礎(chǔ)性養(yǎng)老生活,經(jīng)過五年多的試點運行和推廣,新農(nóng)保這一政策實施效果得到一定積極意義。本文以農(nóng)村貧困老人及其子孫為對象,來考察新型農(nóng)村社會養(yǎng)老保險制度對農(nóng)村特殊群體的養(yǎng)老保障作用、新農(nóng)保“普惠性”保障的實際落實水平,并且評判新農(nóng)保的福利代際傳遞的方向、方法,最終在理論分析的基礎(chǔ)上提出了改革完善新型農(nóng)村社會養(yǎng)老保險制度的政策建議。本文最開始闡述研究的背景、意義、現(xiàn)狀及方法、思路等。第二章對新農(nóng)保、社會福利、代際傳遞等相關(guān)概念進行界定,在這個基礎(chǔ)上提出論題的理論依據(jù),包括社會保障理論、需求層次理論、風(fēng)險管理理論與生命周期理論、人力資本理論與社會資本理論、福利經(jīng)濟學(xué)理論。第三章,研究我國農(nóng)村的養(yǎng)老現(xiàn)狀,分析我國農(nóng)村養(yǎng)老的作用機理及存在的問題;在對比新老農(nóng)保之間養(yǎng)老保障作用的基礎(chǔ)上,剖析新農(nóng)保在我國農(nóng)村的為廣大貧困老人帶來的養(yǎng)老福利,對新農(nóng)保福利效用進行深入研究并發(fā)掘其中存在的問題。第四章,重點闡明并評價新農(nóng)保福利代際傳遞的正負方向,研究新農(nóng)保能否保障老人基本生活并惠及子孫的方法,找出新農(nóng)保福利代際傳遞水平不足的原因;最后,對怎樣在有限資金范圍內(nèi)為農(nóng)民實現(xiàn)最大化的福利效果,使我國新農(nóng)保福利代際傳遞為農(nóng)村家庭帶來更多“正的效果”提出意見與建議。
[Abstract]:Under the trend of accelerating the aging of our country, the problem of the aged and the huge burden of the aged have become one of the main livelihood problems concerned by the society today. Under this background, the New Rural Insurance, as a favorable agricultural policy, After more than five years of pilot operation and promotion, the effect of the new rural insurance policy has been positive. This paper takes the rural poor old people and their descendants as the objects. To investigate the role of the new rural social endowment insurance system in providing for the aged for the rural special groups, the practical implementation level of the new rural insurance's "inclusive" security, and to judge the direction and methods of the intergenerational transmission of the new rural social endowment insurance. Finally, on the basis of theoretical analysis, the paper puts forward some policy suggestions for the reform and perfection of the new rural social endowment insurance system. This paper begins with the background, significance, current situation and methods of the research, and ideas. Chapter two discusses the new rural insurance, social welfare, and so on. Based on the definition of intergenerational transmission and other related concepts, the theoretical basis of the thesis is put forward, including social security theory, demand hierarchy theory, risk management theory and life cycle theory, human capital theory and social capital theory. The third chapter studies the current situation of rural old-age care in China, analyzes the mechanism and existing problems of rural old-age pension, and compares the old-age security role between the new and the old farmers, on the basis of comparing the old-age security between the new and the old. This paper analyzes the pension benefits that the new rural insurance brings to the poor old people in our country, deeply studies the utility of the new rural insurance welfare and finds out the existing problems. Chapter 4th focuses on clarifying and evaluating the positive and negative directions of the intergenerational transmission of the new rural insurance benefits. This paper studies whether the new rural insurance can guarantee the basic life of the elderly and benefit the children and grandchildren, and find out the reasons for the insufficient intergenerational transmission of the new rural insurance benefits. Finally, the paper discusses how to maximize the welfare effect for the farmers within the limited funds. Make the new rural insurance welfare intergenerational transmission bring more "positive effect" to the rural families put forward suggestions and suggestions.
