【摘要】：我國(guó)兒童數(shù)量占全國(guó)人口總數(shù)將近三分之一，兒童不僅是祖國(guó)的未來和希望，也是家庭和社會(huì)的未來和希望，在我國(guó)以計(jì)劃生育為基本國(guó)策的背景下和家庭結(jié)構(gòu)日益核心化的今天備受關(guān)注。但由于醫(yī)療保障制度的缺失或不足，自從新中國(guó)建國(guó)以來兒童這一特殊群體的醫(yī)療保障都稍顯不足。自從2007年城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)制度建立以來，我國(guó)的兒童醫(yī)療保險(xiǎn)制度取得了很好的效果，但是還是存在一些不盡人意的地方。并且我國(guó)普遍存在著城鎮(zhèn)兒童醫(yī)療保險(xiǎn)給付水平低、保障范圍窄的問題。由于給付水平低導(dǎo)致的因病致貧、因病返貧現(xiàn)象仍然存在。 本文分析了沈陽市城鎮(zhèn)兒童醫(yī)療保險(xiǎn)的現(xiàn)狀和存在的問題，找出產(chǎn)生問題的原因。在此基礎(chǔ)上設(shè)計(jì)了沈陽市城鎮(zhèn)兒童醫(yī)療保險(xiǎn)給付水平的調(diào)查問卷，測(cè)算出沈陽市城鎮(zhèn)兒童醫(yī)療保險(xiǎn)給付水平的適度區(qū)間。結(jié)合國(guó)內(nèi)外城鎮(zhèn)兒童醫(yī)療保險(xiǎn)給付的成功經(jīng)驗(yàn)，為沈陽市政府相關(guān)部門適當(dāng)提高兒童醫(yī)療保險(xiǎn)給付水平提出政策建議與實(shí)證依據(jù)。 本文主要分為五章，具體內(nèi)容如下： 第一章介紹了城鎮(zhèn)兒童醫(yī)療保險(xiǎn)相關(guān)概念和基礎(chǔ)理論。本章節(jié)著重對(duì)研究中需要使用的幾個(gè)重要概念進(jìn)行了內(nèi)涵和外延的界定，，同時(shí)對(duì)兒童福利理論、公平理論、變遷理論和社會(huì)風(fēng)險(xiǎn)理論等相關(guān)基礎(chǔ)理論進(jìn)行了論述。 第二章通過查閱權(quán)威數(shù)據(jù)等研究方法，分析了沈陽市城鎮(zhèn)兒童醫(yī)療保險(xiǎn)存在的問題以及產(chǎn)生這些問題的原因。 第三章對(duì)國(guó)內(nèi)外兒童醫(yī)療保險(xiǎn)給付進(jìn)行了比較分析并從中得出了一些啟示。重點(diǎn)對(duì)比了一些國(guó)外典型國(guó)家的兒童醫(yī)療給付水平。對(duì)國(guó)內(nèi)兒童醫(yī)療保險(xiǎn)改革比較早的城市也進(jìn)行了具體的分析。 第四章通過沈陽市城鎮(zhèn)兒童醫(yī)療保險(xiǎn)的給付水平的調(diào)查問卷，結(jié)合醫(yī)療保險(xiǎn)給付水平的公式，測(cè)算出沈陽市城鎮(zhèn)兒童醫(yī)療保險(xiǎn)適度給付水平的上下限。 第五章結(jié)論部分。得出了沈陽市城鎮(zhèn)兒童醫(yī)療保險(xiǎn)給付水平還有待提高的結(jié)論。并提出了相關(guān)的政策建議。
[Abstract]:The number of children in our country accounts for nearly 1/3 of the country's population. Children are not only the future and hope of the motherland, but also the future and hope of the family and society. Under the background of taking family planning as the basic national policy in our country and with the family structure becoming increasingly central today, much attention has been paid to it. However, due to the absence or insufficiency of the medical security system, Since the founding of the people's Republic of China, the medical security of this special group of children has been slightly inadequate. Since the establishment of the basic medical insurance system for urban residents in 2007, China's child medical insurance system has achieved very good results. However, there are still some unsatisfactory problems in our country, such as the low level of urban children's medical insurance payment and the narrow scope of guarantee. The phenomenon of returning to poverty due to illness caused by low level of payment is still existing. This paper analyzes the present situation and existing problems of urban children's medical insurance in Shenyang, finds out the causes of the problems, and designs a questionnaire on the payment level of Shenyang's urban children's medical insurance. According to the successful experience of urban children's medical insurance at home and abroad, this paper calculates the appropriate interval of the level of children's medical insurance payment in Shenyang, and combines the successful experience of urban children's medical insurance at home and abroad. This paper puts forward some policy suggestions and empirical evidence for the relevant departments of Shenyang Municipal Government to improve the level of children's medical insurance payment. This paper is divided into five chapters, the specific contents are as follows:. The first chapter introduces the related concepts and basic theories of urban children's medical insurance. This chapter focuses on the definition and extension of several important concepts that need to be used in the study, and at the same time, defines the theory of child welfare, the theory of fairness, Transition theory and social risk theory and other related basic theories are discussed. The second chapter analyzes the problems and causes of children's medical insurance in Shenyang by consulting authoritative data and other research methods. The third chapter makes a comparative analysis of children's medical insurance benefits at home and abroad and draws some enlightenments from them. The emphasis is on comparing the levels of child medical benefits in some typical foreign countries. A comparison of the reform of children's medical insurance at home and abroad. Early cities also carried out specific analysis. The 4th chapter calculates the upper and lower limits of the appropriate level of medical insurance for children in Shenyang through the questionnaire of the level of payment of medical insurance for children in Shenyang and the formula of the level of payment of medical insurance. The conclusion of the 5th chapter draws the conclusion that the level of children's medical insurance benefits in Shenyang needs to be improved, and puts forward some relevant policy suggestions.
