【摘要】：養(yǎng)老問題是每個(gè)國(guó)家都在關(guān)注的問題,它是一個(gè)國(guó)家社會(huì)保障的基礎(chǔ),一個(gè)國(guó)家養(yǎng)老水平的發(fā)展能夠體現(xiàn)出這個(gè)國(guó)家的經(jīng)濟(jì)發(fā)展水平以及這個(gè)國(guó)家政策制度的完善程度。眾所周知,中國(guó)不僅是一個(gè)人口大國(guó),更是一個(gè)農(nóng)業(yè)大國(guó),農(nóng)村人口占全國(guó)人口的70%以上。農(nóng)民的問題至關(guān)重要,受到廣泛關(guān)注,農(nóng)村養(yǎng)老保險(xiǎn)作為社會(huì)保障制度的重要環(huán)節(jié)之一,它的推廣是否順利關(guān)系到農(nóng)民們的切身利益,關(guān)系到一個(gè)國(guó)家的安定團(tuán)結(jié)。因此,解決農(nóng)村養(yǎng)老保險(xiǎn)問題是農(nóng)村建設(shè)的重中之重。當(dāng)前我國(guó)的農(nóng)村養(yǎng)老保險(xiǎn)制度不夠完善存在著很多的問題亟待解決。 河北省作為一個(gè)農(nóng)業(yè)大省,農(nóng)村人口占比較重,隨著人口老齡化程度不斷加深,城鄉(xiāng)的貧富差距不斷加大,相對(duì)于城區(qū)的經(jīng)濟(jì)發(fā)展水平,農(nóng)業(yè)的發(fā)展要相對(duì)落后,城鄉(xiāng)居民的收入水平差距很大。城鄉(xiāng)二元化發(fā)展既不利于農(nóng)業(yè)養(yǎng)老保險(xiǎn)的開展,也不利于河北省農(nóng)村經(jīng)濟(jì)的長(zhǎng)遠(yuǎn)發(fā)展。我國(guó)現(xiàn)行的農(nóng)村養(yǎng)老保險(xiǎn)制度主要以個(gè)人繳費(fèi)為主,這樣在一定程度上增加了農(nóng)民們的負(fù)擔(dān),解決好農(nóng)村養(yǎng)老保險(xiǎn)問題對(duì)于穩(wěn)定社會(huì),對(duì)于促進(jìn)省內(nèi)經(jīng)濟(jì)發(fā)展有著重要影響。河北省作為農(nóng)村養(yǎng)老保險(xiǎn)的試點(diǎn)之一,在推廣農(nóng)村養(yǎng)老保險(xiǎn)的過程中,取得了一定的成績(jī),同時(shí)也發(fā)現(xiàn)了很多問題。 本文主要是通過了解我國(guó)養(yǎng)老農(nóng)村養(yǎng)老保險(xiǎn)的發(fā)展背景及現(xiàn)狀,了解在國(guó)家這個(gè)大環(huán)境下,農(nóng)村養(yǎng)老保險(xiǎn)的推廣程度,并且希望借鑒國(guó)外養(yǎng)老保險(xiǎn)的成功經(jīng)驗(yàn),著重分析河北省農(nóng)村養(yǎng)老保險(xiǎn)在推廣過程中所遇到的具體問題,包括河北省農(nóng)民的觀念相對(duì)落后,對(duì)于保險(xiǎn)制度的認(rèn)識(shí)不夠透徹,參保意識(shí)比較單薄,政府沒有能夠發(fā)揮其真正的作用,不能夠作為強(qiáng)大的后盾來解決農(nóng)民們的養(yǎng)老保障問題,加上集體補(bǔ)助的缺失,主要依靠農(nóng)民自助繳費(fèi),農(nóng)民們?nèi)狈⒈５姆e極性。農(nóng)村養(yǎng)老保險(xiǎn)制度推廣出現(xiàn)了覆蓋面窄,養(yǎng)老標(biāo)準(zhǔn)低的現(xiàn)象。農(nóng)村養(yǎng)老保險(xiǎn)制度缺乏規(guī)范性的法律保護(hù),遇到問題,無法可依,很多問題得不到妥善及時(shí)的處理,導(dǎo)致養(yǎng)老保險(xiǎn)制度推廣停滯不前。農(nóng)村養(yǎng)老保險(xiǎn)基金的管理不夠規(guī)范,不能夠確保養(yǎng)老基金的保值增值。本文通過分析河北省在農(nóng)村養(yǎng)老保險(xiǎn)推廣的過程中所面臨的這些問題,從群眾觀念,政府扶助,經(jīng)濟(jì)調(diào)整,法律法規(guī),制度形式等方面具體提出解決這些問題的具體方案。
[Abstract]:The problem of old-age care is a problem that every country is concerned about. It is the foundation of a country's social security. The development of a country's pension level can reflect the level of the country's economic development and the degree of perfection of the national policy system. As we all know, China is not only a country with a large population, but also a large agricultural country. The rural population accounts for more than 70% of the population of the country. The problem of farmers is of great importance and has received extensive attention. As one of the important links of the social security system, the promotion of rural old-age insurance is related to the vital interests of farmers. It concerns the stability and unity of a country. Therefore, solving the problem of rural old-age insurance is the top priority of rural construction. At present, there are many problems to be solved in China's rural old-age insurance system which is not perfect enough. As a large agricultural province, Hebei Province has a heavy rural population. With the increasing aging of the population, the gap between the rich and the poor in urban and rural areas is increasing. Compared with the level of economic development in urban areas, the development of agriculture is relatively backward. The income level gap between urban and rural residents is very large. The dual development of urban and rural areas is not conducive to the development of agricultural pension insurance and the long-term development of rural economy in Hebei Province. In this way, to a certain extent, the burden of farmers has been increased, and a good solution to the problem of rural old-age insurance has an important impact on stabilizing society and promoting economic development in the province. As one of the pilot projects of rural old-age insurance, Hebei Province is one of the pilot projects in rural old-age insurance. In the process of popularizing rural endowment insurance, some achievements have been made, and many problems have been found. This article is mainly through the understanding of the development background and current situation of the old-age pension insurance in our country, to understand the degree of popularization of the rural old-age insurance in the national environment, and hope to learn from the successful experience of the foreign pension insurance. Focusing on the analysis of the specific problems encountered in the process of popularizing rural old-age insurance in Hebei Province, including the relatively backward concept of farmers in Hebei Province, the lack of thorough understanding of the insurance system, and the relatively weak awareness of participating in the insurance. The government has not been able to play its real role and can not act as a powerful backing to solve the problem of the old-age security of farmers, coupled with the lack of collective subsidies, mainly relying on farmers to pay their own expenses. The rural old-age insurance system has a narrow coverage and low old-age standard. The rural old-age insurance system lacks normative legal protection and is unable to be followed when it comes to problems. Many problems are not properly and timely dealt with, resulting in a standstill in the promotion of the old-age insurance system. The management of rural pension insurance funds is not standardized. This paper analyzes these problems that Hebei Province faces in the process of promoting rural old-age insurance, from the view of the masses, government assistance, economic adjustment, laws and regulations, The form of the system and other aspects of specific solutions to these problems.
