【摘要】：本文對財政與農(nóng)村社會養(yǎng)老保障制度現(xiàn)有理論做了梳理,認為受經(jīng)濟因素和政治因素的影響農(nóng)村養(yǎng)老保障制度一直處于比較落后的狀態(tài),在農(nóng)村社會養(yǎng)老保險制度建設的過程中政府應當承擔一定的轉型成本,一方面能夠彌補農(nóng)村養(yǎng)老市場失靈產(chǎn)生的影響,另一方面可以提高整個社會的福利水平。在研究政府財政支持與農(nóng)村社會養(yǎng)老保障相關理論的基礎上,通過定量分析的方法對未來二十年財政支持新農(nóng)保制度的趨勢進行了分析,并對解決存在的問題提出了相應的對策。本文以政府財政支持新農(nóng)保制度為主線,進行了研究。 首先,對財政支持新農(nóng)保制度的理論做了闡述,認為農(nóng)村養(yǎng)老市場存在失靈現(xiàn)象,農(nóng)村居民養(yǎng)老福利水平低,農(nóng)村居民承擔了過多的社會轉型成本。并分析政府支持新農(nóng)保制度的現(xiàn)實要求,認為農(nóng)村人口老齡化問題越來越嚴重,傳統(tǒng)養(yǎng)老方式已經(jīng)不能滿足農(nóng)村居民養(yǎng)老需求,與國外建立農(nóng)村社會養(yǎng)老保險制度的國家相比,有很多值得我國借鑒的地方。其次,對新農(nóng)保制度現(xiàn)行的政策法規(guī)進行了梳理,論述現(xiàn)階段政府財政支持的方式、力度及支持效果,認為財政支持新農(nóng)保的方式是比較科學合理的,但是財政支持的效果并不好。最后,進一步分析未來財政支持新農(nóng)保制度的必要性,并利用Eviews7.2軟件對未來財政支持新農(nóng)保制度的趨勢進行了預測,若按照現(xiàn)行的制度安排,未來中央政府財政支持新農(nóng)保制度的數(shù)額將在高水平急速上升,而地方政府財政支持新農(nóng)保制度的數(shù)額將在低水平緩慢下降。論文最后根據(jù)分析過程中發(fā)現(xiàn)的問題提出了相應的對策建議。
[Abstract]:This paper combs the existing theories of finance and rural social old-age security system, and thinks that the rural old-age security system has been in a relatively backward state under the influence of economic and political factors. In the process of the construction of rural social endowment insurance system, the government should bear certain transition costs, on the one hand, it can make up for the impact of rural pension market failure. On the other hand, it can improve the welfare level of the whole society. This paper analyzes the trend of the new rural insurance system in the next twenty years by means of quantitative analysis, and puts forward the corresponding countermeasures to solve the existing problems. This paper takes the government financial support for the new rural insurance system as the main line. First of all, the theory of financial support for the new rural insurance system is expounded, and the rural old-age market is considered to be malfunctioning, and the level of pension benefits of rural residents is low. The rural residents bear too much social transformation cost, and analyze the realistic requirements of the government supporting the new rural insurance system, and think that the problem of the aging of the rural population is becoming more and more serious, and the traditional way of providing for the aged can no longer meet the needs of the rural residents. Compared with the countries that have established the rural social old-age insurance system in foreign countries, there are many places worthy of our country's reference. Secondly, the current policies and regulations of the new rural insurance system are combed out, and the ways of government financial support at the present stage are discussed. It is considered that the way of financial support to new rural insurance is more scientific and reasonable, but the effect of financial support is not good. Finally, the necessity of financial support for the new rural insurance system in the future is further analyzed. The trend of the future financial support for the new rural insurance system is forecasted by using Eviews7.2 software. If the current system arrangement is adopted, the amount of the central government's financial support for the new rural insurance system will rise rapidly at a high level in the future. However, the amount of local government financial support to the new rural insurance system will decrease slowly at a low level. Finally, the paper puts forward corresponding countermeasures and suggestions according to the problems found in the process of analysis.
