【摘要】：“從無到有，從有到人人享有，從人人享有到人人公平的享有”是我國社會保障的總體發(fā)展趨勢。目前河南省養(yǎng)老保險制度的城鄉(xiāng)分割、制度碎片化的問題日益凸顯，嚴重背離了社會保障追求公平正義的發(fā)展方向，因此促進養(yǎng)老保險的城鄉(xiāng)統(tǒng)籌必然是河南省養(yǎng)老保險體系的發(fā)展趨勢。 在河南省養(yǎng)老保險體系城鄉(xiāng)統(tǒng)籌的發(fā)展趨勢下，城鄉(xiāng)居民社會養(yǎng)老保險（以下簡稱城鄉(xiāng)居民養(yǎng)老保險）作為河南省構(gòu)建城鄉(xiāng)統(tǒng)籌的養(yǎng)老保險體系的關(guān)鍵一步只有以城鄉(xiāng)統(tǒng)籌為制度目標才能實現(xiàn)自身的可持續(xù)發(fā)展。因此城鄉(xiāng)居民養(yǎng)老保險能否實現(xiàn)統(tǒng)籌發(fā)展關(guān)系著城鄉(xiāng)統(tǒng)籌的養(yǎng)老保險體系建設的成敗，促進城鄉(xiāng)居民養(yǎng)老保險的城鄉(xiāng)統(tǒng)籌是河南省社會經(jīng)濟發(fā)展的當務之急。2011河南省城鄉(xiāng)居民社會養(yǎng)老保險試點的開展填補了我省基本養(yǎng)老保險的最后一個“缺項”，實現(xiàn)了全省社會保障體系的制度全覆蓋，完成了制度“從無到有”、覆蓋面“從小到大”的階段任務，制度發(fā)展取得偉大碩果。然而在城鄉(xiāng)居民養(yǎng)老保險試點推行的過程中也產(chǎn)生了一些問題，諸如制度統(tǒng)籌目標不明確、養(yǎng)老金替代率偏低、系統(tǒng)老齡化和待遇調(diào)整機制的不完善等，，阻礙著河南省城鄉(xiāng)居民養(yǎng)老保險的統(tǒng)籌發(fā)展。 本研究從養(yǎng)老保險城鄉(xiāng)統(tǒng)籌的制度目標出發(fā)，分別對國內(nèi)先進地區(qū)和河南省城鄉(xiāng)居民養(yǎng)老保險的實踐概況進行梳理總結(jié)，其次結(jié)合調(diào)研結(jié)果對城鄉(xiāng)居民參保行為和繼續(xù)參保意愿進行了實證分析，找出影響城鄉(xiāng)居民養(yǎng)老保險統(tǒng)籌發(fā)展的關(guān)鍵因素，最終提出了河南省城鄉(xiāng)居民養(yǎng)老保險實現(xiàn)統(tǒng)籌發(fā)展的路徑依賴，從宏觀角度提出養(yǎng)老保險實現(xiàn)城鄉(xiāng)統(tǒng)籌的“三步走”戰(zhàn)略規(guī)劃和多層次的城鄉(xiāng)居民社會養(yǎng)老保險的實現(xiàn)模式，從微觀角度對城鄉(xiāng)居民養(yǎng)老保險的制度優(yōu)化提出具體對策。
[Abstract]:"from scratch to existence, from existence to enjoyment, from everyone to equity" is the overall development trend of social security in our country. It deviates seriously from the development direction of social security in pursuit of fairness and justice, so it is inevitable that the development trend of Henan pension insurance system is to promote the urban and rural overall planning of endowment insurance. Under the development trend of urban and rural planning of pension insurance system in Henan Province, Urban and rural residents' social endowment insurance (hereinafter referred to as urban and rural residents' endowment insurance) as a key step in constructing the urban and rural overall planning pension insurance system in Henan Province, only by taking the urban and rural overall planning as the system objective can we realize their own sustainable development. Therefore, whether or not the urban and rural residents' endowment insurance can achieve overall development is related to the success or failure of the construction of the urban and rural comprehensive pension insurance system. Promoting the overall planning of urban and rural residents' old-age insurance is an urgent matter for the social and economic development of Henan Province .2011 the pilot project of urban and rural residents' social old-age insurance in Henan Province has filled the last "lack" of basic old-age insurance in our province. The social security system of the whole province is now fully covered. Has completed the system "from nothing to have", the coverage "from the small to the big" stage task, the system development obtained the great achievement. However, in the urban and rural residents pension insurance pilot implementation process also produced some questions, such as the system overall planning goal is not clear, Pension replacement rate is low, system aging and treatment adjustment mechanism are imperfect, which hinder the overall development of urban and rural residents pension insurance in Henan Province. Starting from the system goal of urban and rural pension insurance, this study summarizes the practice of old-age insurance for urban and rural residents in advanced areas of China and Henan Province, respectively. Secondly, based on the research results, the author makes an empirical analysis on the behavior and willingness of urban and rural residents to continue to participate in the insurance, and finds out the key factors that affect the overall development of urban and rural residents' pension insurance. Finally, it puts forward the path dependence of realizing the overall development of urban and rural residents' endowment insurance in Henan Province, and puts forward the "three-step" strategic plan and the multi-level realization mode of urban and rural residents' social old-age insurance from the macro perspective. From the micro point of view, the system optimization of urban and rural residents pension insurance system is put forward specific countermeasures.
